INFORMATION IMPACTS ON STATED VS. REVEALED PREFERENCE VALUATION OF ENVIRONMENTAL QUALITY
A database is used that combines survey and housing variables to compare stated willingness to pay (WTP) to revealed WTP to avoid living in proximity to a land -ll. Power and charge dissipation from an electrodynamic tether
The Plasma Motor-Generator project utilizes the influence of the geomagnetic field on a conductive tether attached to a LEO spacecraft to provide a reversible conversion of orbital energy into electrical energy. The behavior of the current into the ionospheric plasma under the influence of the geomagnetic field is of significant experimental and theoretical interest. Theoretical calculations are reviewed which start from Maxwell's equations and treat the ionospheric plasma as a linear dielectric medium. These calculations show a charge emitting tether moving in a magnetic field will generate electromagnetic waves in the plasma which carry the charge in the direction of the magnetic field. The ratio of the tether's speed to the ion cyclotron frequency which is about 25 m for a LEO is a characteristic length for the phenomena. Whereas for the dimensions of the contact plasma much larger than this value the waves are the conventional Alfven waves, when the dimensions are comparable or smaller, diffraction effects occur similar to those associated with Fresnel diffraction in optics. The power required to excite these waves for a given tether current is used to estimate the impedance associated with this mode of charge dissipation

Deblurring capabilities would significantly improve the scientific return from Space Shuttle crew-acquired images of the Earth and the safety of Space Shuttle missions. Deblurring techniques were developed and demonstrated on two digitized images that were blurred in different ways. The first was blurred by a Gaussian blurring function analogous to that caused by atmospheric turbulence, while the second was blurred by improper focussing. It was demonstrated, in both cases, that the nature of the blurring (Gaussian and Airy) and the appropriate parameters could be obtained from the Fourier transformation of their images. The difficulties posed by the presence of noise necessitated special consideration. It was demonstrated that a modified Wiener frequency filter judiciously constructed to avoid over emphasis of frequency regions dominated by noise resulted in substantially improved images. Several important areas of future research were identified. Two areas of particular promise are the extraction of blurring information directly from the spatial images and improved noise abatement form investigations of select spatial regions and the elimination of spike noise

This report evaluates the progress of the Rockefeller Brothers Fund (RBF) Democratic Practice–Global Governance (DP-GG) portfolio in the context of the program-specific goal, strategies, and the RBF mission. The overarching goal of the DP-GG program is to "strengthen the vitality of democracy in global governance." It is pursued through support for three strategies (transparency and accountability, access and participation, and innovation), and focused on three substantive areas (trade, climate, and development finance). Over the six-year period 2010 through 2015, the RBF invested 2.95 million, a modest figure given the complexity and scale of issues these grants endeavor to tackle

Precision application technology has been an important topic in agriculture in recent years. This technology has the promise to improve farm management through improved information and control over in-field variability of soil characteristics and productivity. Despite this apparent promise, recent studies have shown that adoption has been low. However, little is known about the adoption of this technology in Mississippi or the reasons for or against adoption as seen through the eyes of the producer. We use zero-accounting gravity models to test the hypothesis that food safety (chemical) standards act as barriers to international seafood imports. The chemical standards on which we focus include chloramphenicol required performance limit, oxytetracycline maximum residue limit, fluoro-quinolones maximum residue limit, and dichlorodiphenyltrichloroethane (DDT) pesticide residue limit. Comparison of Spider Populations of Ground Stratum in Arkansas Pasture and Adjacent Cultivated Field
Of 64 species of spiders taken from the ground stratum of an Arkansas pasture and adjoining cotton field, only 26 were common to both. Twenty-two were collected only in the cotton field; 16, only in the pasture. Many of the 18 species of lycosids were taken in greater numbers in the cultivated field, especially Pardosa milvina and Lycosa helluo. Eight species of lycosids were found only in the cotton field; two, only in the pasture. Only Schizocosa avida, of the better represented lycosids, appeared to show no preference. Similar relationships are given for dictynids, erigonids, linyphiids, oxyopids, gnaphosids, clubionids, thomisids, and salticids

Deblurring capabilities would significantly improve the Flight Science Support Office's ability to monitor the effects of lift-off on the shuttle and landing on the orbiter. A deblurring program was written and implemented to extract information from blurred images containing a straight line or edge and to use that information to deblur the image. The program was successfully applied to an image blurred by improper focussing and two blurred by different amounts of blurring. In all cases, the reconstructed modulation transfer function not only had the same zero contours as the Fourier transform of the blurred image but the associated point spread function also had structure not easily described by simple parameterizations. The difficulties posed by the presence of noise in the blurred image necessitated special consideration. An amplitude modification technique was developed for the zero contours of the modulation transfer function at low to moderate frequencies and a smooth filter was used to suppress high frequency noise
