    Photogrammetric and densitometric examination of ERTS-1 MSS imagery of Eastern Virginia coupled with extensive ground truth air quality and meteorological data has shown that the identification and surveying of fixed particulate emitters (smoke plumes) is feasible. A description of the ground truth network is included. The quantitative monitoring of smoke stacks from orbital altitudes over state size regions appears possible when tied to realistic plume models and minimal ground truth. Contrast reductions over urban areas can possibly be utilized to produce isopleths of particulates when supplemented by local measurements

    Dalam rangka pemberdayaan Usaha Kecil Menengah (UKM), penciptaan lapangan kerja, dan penanggulangan kemiskinan, pemerintah menerbitkan Paket Kebijakan yang bertujuan meningkatkan Sektor Riil dan memberdayakan UKM. Kebijakan pengembangan dan pemberdayaan UKM salah satunya adalah peningkatan akses pada sumber pembiayaan. Salah satu sektor UKM adalah USAha pembibitan sapi yang menghasilkan daging dan susu sapi.Untuk mewujudkan swasembada dalam pengadaan daging dan susu sapi, Kementerian Pertanian menerbitkan PERATURAN MENTERI PERTANIAN NOMOR : 40/Permentan/PD.400/9/2009, tentang PEDOMAN PELAKSANAAN KREDIT USAHA PEMBIBITAN SAPI. Kemudian dilanjutkan dengan keputusan Menteri Keuangan pada tahun yang sama yang menetapkan besarnya bunga pinjaman 5% untuk KUPS tersebut. Sebagai langkah implementasinya telah ditunjukan juga sebanyak 11 bank pemerintah sebagai pelaksana, yaitu Bank BRI, Bank BNI, Bank Bukopin, Bank Mandiri, Bank BPD Sumut, Bank BPD Sumbar, Bank BPD Jateng, Bank BPD DIY, Bank BPD Jatim, Bank BPD Bali, dan Bank BPD NTB.Penelitian ini bertujuan untuk mendapatkan pemahaman yang lengkap mengenai implementasi KUPS, serta dampak KUPS terhadap kinerja peternak sapi. Untuk itu dilakukan tahap eksplorasi penyaluran dan penggunaan KUPS di pelaku peternak sapi. Penyaluran KUPS akan menyangkut mekanisme dan prosedurnya, sedangan penggunaan KUPS menyangkut aspek manfaat terhadap pengembangan USAhanya.Pemahaman yang lebih mendalam dilakukan melalui tahap eksplanatori, yaitu eksplorasi kriteria/faktor keberhasilan/kegalan implementasi KUPS, penjelasan tentang pengaruh KUPS terhadap kinerja dan pengembangan USAhanya.Kajian ditingkat kebijakan. Program pengembangan perbibitan merupakan suatu hal yang harus segera ditangani oleh pemerintah dalam mendukung program PSDSK. Program reguler untuk mendukung PSDSK tahun 2014 melalui pengembangan USAha pembibitan yang telah difasilitasi oleh pemerintah antara lain program skim Kredit Usaha Pembibitan Sapi (KUPS) dan Aksi Perbibitan dan APBNP. Hal ini bertujuan untuk menjadikan kelompok peternak mandiri serta dapat memanfaatkan sumber pendanaan dan pelayanan dalam upaya peningkatan skala USAha, pengetahuan dan keterampilan teknologi pembibitan.Kajian ditingkat organisasi. KPSBU Lembang ( Koperasi Peternak Sapi Bandung Utara ), adalah koperasi primer tunggal USAha di kecamatan Lembang yang merupakan suatu wadah bagi para petani peternak sapi perah dengan wilayah kerja Koperasi Peternak Sapi Bandung Utara. Program KUPS yang dibuat oleh pemerintah sebagai salah satu dukungan pemerintah dalam memajukan peternak sapi di Jawa Barat belum bisa menerapkan secara maksimal. Dimana sosialisasi sama sekali tidak dilakukan.Kajian ditingkat operasional. Peternak sapi dilingkungan KPSBU pada umumnya tidak mengakses KUPS.     The shape fluctuations due to thermal effects in the giant dipole resonance (GDR) observables are calculated using the exact free energies evaluated at fixed spin and temperature. The results obtained are compared with Landau theory calculations done by parameterizing the free energy. The Landau theory is found to be insufficient when the shell effects are dominating.Comment: 5 pages, 2 figure

    MM and subMM molecular line observations of the southwest lobe of L1551: Evidence of a shell structure

    Observations have been made of the southwest outflow lobe of L1551 in several millimeter and submillimeter molecular lines. Maps have been made in the J=3-2 and J=2-1 transitions of CO over areas of 7.5 by 2.5 arc minutes and 5 by 5 arc minutes respectively at UKIRT. More detailed maps have also been made in the J=2-1 CO transition over an area of about 6 by 3.5 arc minutes at the NRAO 12m telescope. Additional observations of the J=4-3 transitions of HCN, HCO(+) abd H(13)CO(+) were made at selected positions. The HC(+) J=4-3 transition was detected at several positions along the outflow axis and at the position of IRS 5. Similarly the HCN J=4-3 transition was detected at the position of IRS 5 and also at a position close to HH29. However, the J=4-3 transition of H(13)CO(+) was bit detected at the position of IRS 5 even through it was observed at the position close to HH29 with a peak corrected antenna temperature of 0.23K at a V(LSR) of 1 km s(-1). The detection of the J=4-3 transitions of both HCO(+) and H(13)CO(+) close to the position of HH29 suggest the presence of very dense gas in this region. LVG analysis of the various molecular lines observed give a kinetic temperature between 10 and 15K and a density from 10(5) to 10(6) cm(-3) at the position of IRS 5 at the ambient cloud velocity. At the position close to HH29 LVG analysis of the CO observations gives a density between 10(3) and 10(4) cm(-3) at a kinetic temperature of 25k for a V(LSR) of 0 km s(-1). To the southwest of HH29 there is a large decrease in both the linewidth and intensity of CO emission. This may be due to the interaction between the outflow and a dense clump of gas which gives rise to HH29. The maps of the CO J=3-2 and CO J=2-1 emission integrated in 3.25 km s intervals show the shell structure postulated by Snell and Schloerb (1985)

    Strongly quadrature-dependent noise in superconducting micro-resonators measured at the vacuum-noise limit

    We measure frequency- and dissipation-quadrature noise in superconducting lithographed microwave resonators with sensitivity near the vacuum noise level using a Josephson parametric amplifier. At an excitation power of 100~nW, these resonators show significant frequency noise caused by two-level systems. No excess dissipation-quadrature noise (above the vacuum noise) is observed to our measurement sensitivity. These measurements demonstrate that the excess dissipation-quadrature noise is negligible compared to vacuum fluctuations, at typical readout powers used in micro-resonator applications. Our results have important implications for resonant readout of various devices such as detectors, qubits and nano-mechanical oscillators.Comment: 13 pages, 4 figure
