    Four stages of making project management flexible: insight, importance, implementation and improvement

    Increased project complexity, project dynamics and changes in clients’ requirements are a few examples that suggest the necessity for flexibility in project management in order to deliver successful projects. Despite the fact that literature suggests adding flexibility to project management, there is no existing framework that provides a practical method for adding flexibility into the practice of project management in the construction industry. Therefore, this research is aimed at proposing a practical framework that helps practitioners in embedding project management flexibility into their project management practice. The research question is as follows: how to embed flexibility in the practice of project management in the early project phases? To answer the research question, four sub-questions have been formulated, which have been separately researched. The main question is answered by proposing a flexibility framework. This framework comprises four stages: understanding the current situation, practitioners’ perspectives on flexible project management, choosing enablers to become flexible and applying selected enablers to improve project performance. The framework is validated using the examples given by practitioners from 24 cases. Considering the movements towards flexibility and adaptability concepts, this research fills the gap in literature by providing a practical framework for project management flexibility.     The incentive for this publication was to expand the realm of enquiry around the topic of Building with Nature (BwN), for two main reasons. First to gain an interdisciplinary, and therefore deeper, understanding of BwN as an object of study. Secondly, but no less important, is an understanding of how different forms of knowledge contribute to our learning regarding BwN. When we understand the contribution of several academic disciplines and knowledge from practice, we may eventually get to the point where we can identify how they can collaborate successfully to contribute to BwN as an interdisciplinary field

    Unlocking system transitions for municipal solid waste infrastructure:A model for mapping interdependencies in a local context

    Rapid global urbanization, urban renewal and changes in people's lifestyles have led to both an increase in waste generation and more complex waste types. In response to these changes, many local governments have invested in municipal solid waste infrastructure (MSWI) to implement circular strategies. However, matching and bridging the costly and logistically complex MSWI with the dynamic social context is a central challenge. In this paper we aim to explore the interdependencies between MSWI and the local social system, and then conceptualize and empirically validate the systemic nature of MSWI. We first review the current MSW treatment methods, corresponding infrastructure, and the challenges facing them. Then, we interrogate system-oriented concepts and use two key insights to set up a conceptual model for mapping the interdependencies in a MSWI system (MSWIS). Finally, a case study of the Dutch city of Almere is used to empirically validate the MSWIS model and identify the social systems that contribute to the development of the MSWIS. The analysis reveals that the development of MSWIS is beyond the municipality's control: efficient resource recovery facilities established by businesses under market rules and waste reuse facilities constructed by social organizations/individuals based on their own needs are key pieces of the puzzle to complete the MSWIS. This highlights the ability of the framework to capture interdependencies that go further than just the formal municipal sphere of influence.</p

    Public Perspectives on Project Success – Influenced by National Culture?

    AbstractProject success, both the determination and the achievement, is a widely discussed subject. Literature seems to agree on one thing: whether a project is considered a success depends on the perspective taken to judge it. But how the public project manager determines the success of his project is not clearly discussed in literature. In 2013 we conducted a research using Q-methodology to reveal which success criteria are important to Dutch public project managers who are in charge of construction projects. In the follow up research, described in this paper, we will extend the research to several European countries. Within the European Union national governments are the largest initiators and clients of large infrastructure projects, which are put up for tender in an international market. In this international context it is essential for private companies, consultancies or contractors, to better understand their public client, in order to come up with internationally competitive bids, successfully collaborate and complete complex projects. The objective of this follow up research is to expose managerial viewpoints on project success in different European countries. The respondents in the research performed early 2014 are governmental project managers, who are responsible for the execution of an internal assignment and who are the representative of the client to the contractor. The position of the respondents in the government organization is similar to the research already carried out in the Netherlands. Based on the research (Hofstede, 2001) into differences in the national culture of countries variations between these countries can be expected.     Playing with Complexity. Management and organisation of large infrastructure projects

    Internationally there is a huge desire to increase mobility by constructing new infrastructure. The European Union has an investment program of approximately € 600 billion up to 2020. At the same time we notice that while ambitions are high, the requirements put on new infrastructure have been rising over the years. This increase in demand is, for example, visible in the additional rules and legalisation that need to be complied with, such as those relating to flora & fauna, archaeology and soil decontamination. Additional pressure comes from the higher profile and more professional behaviour of stakeholders who are affected by Large Infrastructure Projects (LIPs) such as communities, pressure groups and environmental protection agencies. Apparently, in the implementation of LIPs ‘good’ is not ‘good enough’ anymore. Studies show that the results of LIPs are often regarded as disappointing in terms of money spent (cost overruns), late delivery and a general dissatisfaction from the stakeholders involved. On the basis of these facts, we can conclude that we are facing a potential deadlock between an enormous need for mobility on the one hand, and great difficulties in implementing LIPs to meet this need on the other. A possible solution to break this deadlock is by increasing fundamentally the quality of management of LIPs ... etcetera

    Life cycle management in upgrade and renewal of civil infrastructures

    In the forthcoming decades, many objects in transport infrastructure networks will come to the end of their technical, economical or functional lifespan. The replacement and renovation will require substantial budgets and a timely start to secure the current functionalities. These challenges are a main concern for asset managers. However, the replacement programmes also have the opportunity not only to maintain the currently needed functionalities and quality but also for the timely adaptation of infrastructure networks to changing demands, because these will determine the value of these networks in the future. This will give added value not only to asset managers, but also to users (e.g. increased functionality), enterprises (e.g. new business opportunities), stakeholders (e.g. increase of liveability) and society as a whole (e.g. increased sustainability). Each replacement and renovation is an opportunity to make infrastructure networks more fit for future economic and environmental needs. This means a shift in thinking for asset managers to a broader view. This paper proposes strategies for asset managers to cope with the challenges and opportunities. The traditional approach focuses on the delivery, but the key for the replacement and renovation programme is to focus on the whole life cycle through life cycle management (LCM). From the LCM-approach, four perspectives are presented to strategic decision-making on replacements and renovations: (1) broadening towards a network approach as an opportunity for redesign, (2) developing innovations for increasing requirements and budget restrictions, (3) realizing adaptive networks to cope with future challenges and (4) combining functionalities to increase added value.     Should medical assistance in dying be extended to incompetent patients with dementia? : research protocol of a survey among four groups of stakeholders from Quebec, Canada

    Background: Alzheimer's disease and related disorders affect a growing number of people worldwide. Quality of life is generally good in the early stages of these diseases. However, many individuals fear living through the advanced stages. Such fears are triggering requests for medical assistance in dying (MAiD) by patients with dementia. Legislation was recently passed in Canada and the province of Quebec allowing MAiD at the explicit request of a patient who meets a set of eligibility criteria, including competence. Some commentators have argued that MAiD should be accessible to incompetent patients as well, provided appropriate safeguards are in place. Governments of both Quebec and Canada are currently considering whether MAiD should be accessible through written requests made in advance of loss of capacity. Objective: Aimed at informing the societal debate on this sensitive issue, this study will compare stakeholders' attitudes towards expanding MAiD to incompetent patients with dementia, the beliefs underlying stakeholders' attitudes on this issue, and the value they attach to proposed safeguards. This paper describes the study protocol. Methods: Data will be collected via a questionnaire mailed to random samples of community-dwelling seniors, relatives of persons with dementia, physicians, and nurses, all residing in Quebec (targeted sample size of 385 per group). Participants will be recruited through the provincial health insurance database, Alzheimer Societies, and professional associations. Attitudes towards MAiD for incompetent patients with dementia will be elicited through clinical vignettes featuring a patient with Alzheimer's disease for whom MAiD is considered towards the end of the disease trajectory. Vignettes specify the source of the request (from the patient through an advance request or from the patient's substitute decision-maker), manifestations of suffering, and how close the patient is to death. Arguments for or against MAiD are used to elicit the beliefs underlying respondents' attitudes. Results: The survey was launched in September 2016 and is still ongoing. At the time of submission, over 850 respondents have returned the questionnaire, mostly via mail. Conclusions: This study will be the first in Canada to directly compare views on MAiD for incompetent patients with dementia across key stakeholder groups. Our findings will contribute valuable data upon which to base further debate about whether MAiD should be accessible to incompetent patients with dementia, and if so, under what conditions
