    Marines vs. Contractors: an analysis of a supply outsourcing initiative and its impact on cost and efficiency

    Since 2001, the Marine Corps has outsourced the management of all individual issue combat gear. This contracted outsourcing, called the Consolidated Issue Facility (CIF) and then the Individual Issue Facility (IIF) under the direction of local Marine Expeditionary Force Headquarters (MEF HQ) and Marine Corps Logistics Command (LOGCOM), are responsible for the distribution, management, and collection of every Marine's individual combat issue of gear; a task previously accomplished by each unit's individual organic supply section. By removing this burden on the supply sections, the Marine Corps was theoretically able to free-up Marines to fill billets in warfighting roles. The Marine Corps has touted the ability to save money and create efficiencies that did not exist previously with organic Marine Corps led supply operations. The Marine Corps is looking to increase the amount of assets managed by an outside vendor, by outsourcing management of unit assets such as Soft Walled Shelters and Camouflage netting to a Unit Issue Facility (UIF) using the same model as the CIF/IIF.     Modeling the Miocene Climatic Optimum. Part I: Land and Atmosphere

    This study presents results from the Community Climate System Model 3 (CCSM3) forced with early to middle Miocene (~20–14 Ma) vegetation, topography, bathymetry, and modern CO2. A decrease in the meridional temperature gradient of 6.5°C and an increase in global mean temperature of 1.5°C are modeled in comparison with a control simulation forced with modern boundary conditions. Seasonal poleward displacements of the subtropical jet streams and storm tracks compared to the control simulation are associated with changes in Hadley circulation and significant cooling of the polar stratosphere, consistent with previously predicted effects of global warming. Energy budget calculations indicate that reduced albedo and topography were responsible for Miocene warmth in the high-latitude Northern Hemisphere while a combination of increased ocean heat transport and reduced albedo was responsible for relative warmth in the high-latitude Southern Hemisphere, compared to the present. Model–data analysis suggests Miocene climate was significantly warmer and wetter than simulated here, consistent with previous uncoupled Miocene models and supports recent reconstructions of Miocene CO2 substantially higher than present

    A high-resolution and harmonized model approach for reconstructing and analyzing historic land changes in Europe

    Human-induced land use changes are nowadays the second largest contributor to atmospheric carbon dioxide after fossil fuel combustion. Existing historic land change reconstructions on the European scale do not sufficiently meet the requirements of greenhouse gas (GHG) and climate assessments, due to insufficient spatial and thematic detail and the consideration of various land change types. This paper investigates if the combination of different data sources, more detailed modelling techniques, and the integration of land conversion types allow us to create accurate, high-resolution historic land change data for Europe suited for the needs of GHG and climate assessments. We validated our reconstruction with historic aerial photographs from 1950 and 1990 for 73 sample sites across Europe and compared it with other land reconstructions like Klein Goldewijk et al. (2010, 2011), Ramankutty and Foley (1999), Pongratz et al. (2008) and Hurtt et al. (2006). The results indicate that almost 700 000 km<sup>2</sup> (15.5%) of land cover in Europe has changed over the period 1950–2010, an area similar to France. In Southern Europe the relative amount was almost 3.5% higher than average (19%). Based on the results the specific types of conversion, hot-spots of change and their relation to political decisions and socio-economic transitions were studied. The analysis indicates that the main drivers of land change over the studied period were urbanization, the reforestation program resulting from the timber shortage after the Second World War, the fall of the Iron Curtain, the Common Agricultural Policy and accompanying afforestation actions of the EU. Compared to existing land cover reconstructions, the new method considers the harmonization of different datasets by achieving a high spatial resolution and regional detail with a full coverage of different land categories. These characteristics allow the data to be used to support and improve ongoing GHG inventories and climate research

    Modeling the Miocene Climatic Optimum: Ocean Circulation

    Ocean circulation is investigated using the Community Climate System Model 3 (CCSM3) forced with early to middle Miocene (∼20–14 Ma) topography, bathymetry, vegetation and modern CO2. Significant bottom water formation is modeled in the Weddell Sea along with intermediate North Component Water formation in the North Atlantic. This is attributed primarily to stronger- and weaker-than-modern convective preconditioning in the Weddell and Labrador Seas, respectively. Global meridional overturning and gyre circulation is weaker in the Miocene due to weaker midlatitude westerlies in the southern hemisphere, caused by lowering of the meridional surface temperature gradient, in addition to regional influences on convection. Subsurface temperatures in the Miocene are significantly higher in the far North Atlantic, Greenland-Norwegian Seas and Arctic basin compared to the present. Ocean heat transport is symmetrical about the equator and resembles that simulated for late Cretaceous and early Cenozoic climates, suggesting the northern hemisphere dominated ocean heat transport active today developed after the middle Miocene. Simulated deep water warming in the Miocene is more than an order of magnitude lower than indicated by proxies. This discrepancy is not reconciled by higher CO2 due to the persistence of sea-ice at sites of deep water formation. This suggests that either the CCSM3 is insufficiently sensitive to Miocene boundary conditions, greater greenhouse forcing existed than is currently reconstructed, or that proxy records of warming are exaggerated. Given the diversity of global Miocene proxy records and their near-unanimous estimate of a significantly warmer Earth, the first two options are more likely

    AbstractWe study Poisson limits for U-statistics with non-negative kernels. The limit theory is derived from the Poisson convergence of suitable point processes of U-statistics structure. We apply these results to derive infinite variance stable limits for U-statistics with a regularly varying kernel and to determine the index of regular variation of the left tail of the kernel. The latter is known as correlation dimension. We use the point process convergence to study the asymptotic behavior of some standard estimators of this dimension
