Modelling the Product Development performance of Colombian Companies
Organised by: Cranfield UniversityThis paper presents the general model of the Product Development Process (PDP) in the Metal mechanics
Industry in Barranquilla-Colombia, since this sector contributes significantly to the productivity of this
industrial city. This case study counted on a five-company sample. The main goal was to model the current
conditions of the PDP according to the Concurrent Engineering philosophy. The companies were selected
according to their productive profile, in order to contrast differences regarding the structure of their
productive processes, conformation of multidisciplinary teams, integration of different areas, customers and
suppliers to the PDP; human resources, information, technology and marketing constraints.Mori Seiki – The Machine Tool Compan
Economic Impact of Plan Colombia's Alternative Development Program
Overall, the investment projects of Plan Colombia in its program Alternative Development as evaluated in this work, which are equivalent to a foreign capital inflow of US$ 1164.5 million (for about 4 years) may increase GDP by about 1.2 percentage points, and lead to an increase in employment of 0.9 percentage points. The effect is reflected in the increase in both rural and urban incomes and a small improvement in income distribution. However, there are appreciation pressures on the exchange change that may affect exports especially those coming from the agricultural and industrial unskilled labor intensive sectors.Plan Colombia, Migration, Computable General Equilibrium Models, Harris-Todaro model
Tax exemptions: fiscal cost and incidence analysis
The fiscal situation in Colombia has been deteriorating over recent years, as seen in various fiscal indicators. Among the policy actions that can be made to avoid making the situation worse, is the increase of tax collections and thus generate an increase in revenue for the nation. Using a computable general equilibrium model, we estimate the effect of total and partial elimination of current fiscal exemptions. It is found that a full elimination of exemptions, leads to a more neutral tax system, allowing the partial recovery of public finances and economic growth prospects.Fiscal exemptions; Computable General Equilibrium Model

Fiscal Incidence of tax incentives
Tax incentives have traditionally been used as a tool by public policy makers in order to correct or reduce market failures. However, there is a widespread debate, in the international literature, about whether they can or not reaching this goal. In this paper, we propose a methodology to assess different tax incentives proposals using several criteria. We use a computable general equilibrium model for that purpose. Our main result is that in order for tax incentives to meet their goals, there needs to be a clear mechanism in the economy by which resources not received by the government become new private investment. However, it is a complex situation for governments, insofar as ensuring the reinvestment of the forgone resources would require additional governmental intervention, which are difficult to control and involve higher costs in administrative, fiscal and efficiency terms.Colombia, Tax Incentives, Computable General Equilibrium Models
