The Death Penalty in Washington: An Historical Perspective
This Comment follows the evolution of Washington\u27s capital punishment law through the 1981 legislation and analyzes the two cases that invalidated the 1977 death penalty statute. The Comment favors the reasoning behind the dissenting opinions of Martin and Frampton as more consistent with established principles of statutory construction. The Comment concludes with a discussion of Washington\u27s new capital punishment legislation enacted in response to the supreme court\u27s decisions
On the existence of effective potentials in time-dependent density functional theory
We investigate the existence and properties of effective potentials in
time-dependent density functional theory. We outline conditions for a general
solution of the corresponding Sturm-Liouville boundary value problems. We
define the set of potentials and v-representable densities, give a proof of
existence of the effective potentials under certain restrictions, and show the
set of v-representable densities to be independent of the interaction.Comment: 13 page
Tuning the scattering length with an optically induced Feshbach resonance
We demonstrate optical tuning of the scattering length in a Bose-Einstein
condensate as predicted by Fedichev {\em et al.} [Phys. Rev. Lett. {\bf 77},
2913 (1996)]. In our experiment atoms in a Rb condensate are exposed to
laser light which is tuned close to the transition frequency to an excited
molecular state. By controlling the power and detuning of the laser beam we can
change the atomic scattering length over a wide range. In view of laser-driven
atomic losses we use Bragg spectroscopy as a fast method to measure the

Comment on "Quantum mechanics of smeared particles"
In a recent article, Sastry has proposed a quantum mechanics of smeared
particles. We show that the effects induced by the modification of the
Heisenberg algebra, proposed to take into account the delocalization of a
particle defined via its Compton wavelength, are important enough to be

2s Hyperfine Structure in Hydrogen Atom and Helium-3 Ion
The usefulness of study of hyperfine splitting in the hydrogen atom is
limited on a level of 10 ppm by our knowledge of the proton structure. One way
to go beyond 10 ppm is to study a specific difference of the hyperfine
structure intervals 8 Delta nu_2 - Delta nu_1. Nuclear effects for are not
important this difference and it is of use to study higher-order QED

Hysteresis loops of Co-Pt perpendicular magnetic multilayers
We develop a phenomenological model to study magnetic hysteresis in two
samples designed as possible perpendicular recording media. A stochastic
cellular automata model captures cooperative behavior in the nucleation of
magnetic domains. We show how this simple model turns broad hysteresis loops
into loops with sharp drops like those observed in these samples, and explains
their unusual features. We also present, and experimentally verify, predictions
of this model, and suggest how insights from this model may apply more
