    China’s climate policy: does an Arctic dimension exist?

    The article discusses whether and to what extent an Arctic dimension in Chinese climate policy exists, and whether there are signs of potential linkages between China’s engagement in the Arctic and its domestic climate policies. Although the Arctic is not directly addressed in domestic climate policy, the article concludes that an Arctic dimension exists, in the following areas: the growing awareness in China of energy-related greenhouse gas emissions, climate risk, resilience and vulnerability, which has contributed to increased attention to climatic change in the Arctic and its impact on China; polar scientific research, which is largely climate related, plays a significant role in determining China’s Arctic climate agenda; China’s climate policymaking and domestic institutional set-up is a contributing factor to climate engagement in the Arctic; China’s status as an observer nation in the Arctic Council might potentially raise the profile of domestic climate policies and lead to the addition of an Arctic pillar to national climate change strategies

    Implementing the Minamata Convention on Mercury: Will China Deliver?

    China has undertaken a major shift in its position on mercury as an environmental problem over the last decade and a half. It ratified the Minamata Convention (MC) in 2016 and by doing so has committed to implement the treaty objectives. This article asks: How do we explain China’s will and ability to implement its MC obligations? There is little systematic knowledge about the main factors underlying implementation of international mercury objectives in China, hence this article contributes new research on this important topic. We examine the implementation process, focusing on the coal sector and differentiate between indirect effects from other policies and direct efforts to implement obligations. We find that China has moved toward stricter regulation of mercury emissions and direct implementation of the Minamata Convention in the coal sector.     How have 30 years of development in energy and climate policies influenced long-term trends in China and what does this imply for future climate policies? To answer the question, this article examines three decades of energy and climate policies in China. By providing an overarching review, it contributes new and updated research on drivers behind long-term climate policies and whether China’s long-term emissions trend can be broken by placing greater emphasis on innovation, technology and low-carbon development. Importantly, it analyses the most recent policy developments in China, such as the likely effects of China’s recent 2060 carbon neutrality goal. We conclude that after the Paris Agreement, the biggest policy change has been technological innovation in the power and transport sector. China has prioritized measures, laws and policies for developing renewable energy, especially solar and wind. China has also embraced the ‘green growth’ approach for responding to the challenges of climate change. These efforts have yielded results, and China has emerged as a world leader in renewable energy. However, there is still a long way to go. The upcoming 14th five-year plan will be critical for accelerating the energy transition, including setting a cap on coal in the national energy-transition strategy

    Shifting strategies in the global climate negotiations

    Although the international climate change regime represents a genuinely global policy process, some actors have a more pivotal role than others – either as dynamos that drive the process, or as barriers to further development. We focus on four pivotal actors, which also are the four largest emitters of greenhouse gases in the world: the United States, China, the European Union, and Russia. We argue that the withdrawal of the United States from the Kyoto process has led to a shift of strategies in the climate regime, with a more pronounced split between the EU and like-minded countries on the one side and G77/China and the USA on the other, and Russia playing an even more pivotal role than it did earlier. We point out how understanding the role of domestic policies and pressure groups is vital for understanding the positions and strategies taken by countries examined here. We discuss how the current developments in their policy-making can explain the shift of alliances in the climate regime, and what it might mean for the future of international climate collaboration, and conclude on whether or not interests are becoming more polarized
