Bias Corrected Estimates of GED Returns
Using three sources of data, this paper examines the direct economic return to GED certification for both native and immigrant high school dropouts. One data source %u2013 the CPS %u2013 is plagued by non-response and allocation bias from the hot-deck procedure that biases upward the estimated return to the GED. Correcting for allocation bias and ability bias, there is no direct economic return to GED certification. An apparent return to GED certification with age found in the raw CPS data is due to dropouts becoming more skilled over time. These results apply to native born as well as immigrant populations.
The American High School Graduation Rate: Trends and Levels
This paper uses multiple data sources and a unified methodology to estimate the trends and levels of the U.S. high school graduation rate. Correcting for important biases that plague previous calculations, we establish that (a) the true high school graduation rate is substantially lower than the official rate issued by the National Center for Educational Statistics; (b) it has been declining over the past 40 years; (c) majority/minority graduation rate differentials are substantial and have not converged over the past 35 years; (d) the decline in high school graduation rates occurs among native populations and is not solely a consequence of increasing proportions of immigrants and minorities in American society; (e) the decline in high school graduation explains part of the recent slowdown in college attendance; and (f) the pattern of the decline of high school graduation rates by gender helps to explain the recent increase in male-female college attendance gaps.
Taking the Easy Way Out: How the GED Testing Program Induces Students to Drop Out
We exploit an exogenous increase in General Educational Development (GED) testing requirements to determine whether raising the difficulty of the test causes students to finish high school rather than drop out and GED certify. We find that a six point decrease in GED pass rates induces a 1.3 point decline in overall dropout rates. The effect size is also much larger for older students and minorities. Finally, a natural experiment based on the late introduction of the GED in California reveals, that adopting the program increased the dropout rate by 3 points more relative to other states during the mid-1970s.GED, dropout
An Examination of Algebra for All through Historic Context and Statewide Assessment Data
Since 2003, California has enacted a policy through its education accountability system that encourages schools and districts to place all 8th grade students into algebra courses and therefore, be tested in algebra in the statewide assessment program. Ten years later, there are a great many more 8th graders taking algebra now. However, there are also many students repeating algebra, instead of going on taking higher level mathematics tests. This article aims to provide the historic context of this policy, previous and recent studies on 8th grade algebra, and our study based on the California Standardized Testing and Reporting (STAR) data. We analyzed 8th grade algebra test-taking and the following years� higher level mathematics test-taking to examine the college preparation course taking pipeline. Our longitudinal study compared two groups of students� performance on 9th grade algebra between those who previously scored below proficient on algebra at 8th grade and those who scored proficient or above on general mathematics at 8th grade. Further, another longitudinal study linked 7th grade mathematics sub-scores to 8th grade algebra achievement. The results show that �algebra for all� policy increased the number of students taking algebra at 8th grade and subsequently, taking higher level mathematics tests. However, the pipeline of the college preparation course taking has a significant leak because the number of students taking higher level mathematics decreased dramatically after algebra. Longitudinal study shows that students who pass the general mathematics test at 8th grade have a 69% greater chance to pass the algebra test at 9th grade compared to their peers who failed the algebra test at 8th grade. We also find that the sub-score rational numbers is a strong predictor of 8th grade algebra achievement. Alternatives to help all students achieve in mathematics learning are also discussed in addition to recommendations for future research
Response of Sandhill Crane (\u3ci\u3eGrus canadensis\u3c/i\u3e Riverine Roosting Habitat to Changes in Stage and Sandbar Morphology
Over the past century, flow regulation and vegetation encroachment have reduced active channel widths along the central Platte River, Nebraska. During the last two decades, an annual program of in-channel vegetation management has been implemented to stabilize or expand active channel widths. Vegetation management practices are intended to enhance riverine habitats which include nocturnal roosting habitat for sandhill cranes. Evaluating the success of other management treatments such as streamflow modification requires an understanding of how flow shapes the sandbars in the river and how sandbar morphology interacts with flow to create crane habitat. These linkages were investigated along a 1-km managed river reach by comparing the spatial pattern of riverine roosts and emergent sandbars identified with aerial infrared imagery to variables computed with a two-dimensional hydraulic model. Nocturnal observations made multiple years showed that the area and patterns of riverine roosts and emergent sandbars and the densities of cranes within roosts changed with stage. Despite sandbar vegetation management, low flows were concentrated into incised channels rather than spread out over broad sandbars. The flow model was used to compute hydraulic variables for identical streamflows through two sandbar morphologies; one following a period of relatively high flow and the other following the low-flow period. Compared with the simulation using the morphology from the antecedent high flow, the simulation using the morphology from the antecedent low flow produced a smaller quantity of available wetted area. These remote-sensing observations and hydraulic simulations illustrate the importance of considering flow history when designing streamflows to manage in-channel habitat for cranes
