Factors Influencing Revenue Collection for Preventative Maintenance of Community Water Systems: A Fuzzy-Set Qualitative Comparative Analysis
This study analyzed combinations of conditions that influence regular payments for water service in resource-limited communities. To do so, the study investigated 16 communities participating in a new preventive maintenance program in the Kamuli District of Uganda under a public–private partnership framework. First, this study identified conditions posited as important for collective payment compliance from a literature review. Then, drawing from data included in a water source report and by conducting semi-structured interviews with households and water user committees (WUC), we identified communities that were compliant with, or suspended from, preventative maintenance service payments. Through qualitative analyses of these data and case knowledge, we identified and characterized conditions that appeared to contribute to these outcomes. Then, we employed fuzzy-set qualitative comparative analysis (fsQCA) to determine the combinations of conditions that led to payment compliance. Overall, the findings from this study reveal distinct pathways of conditions that impact payment compliance and reflect the multifaceted nature of water point sustainability. Practically, the findings identify the processes needed for successful payment compliance, which include a strong WUC with proper support and training, user perceptions that the water quality is high and available in adequate quantities, ongoing support, and a lack of nearby water sources. A comprehensive understanding of the combined factors that lead to payment compliance can improve future preventative maintenance programs, guide the design of water service arrangements, and ultimately increase water service sustainability
Total focussing method for volumetric imaging in immersion non destructive evaluation
This paper describes the use of a 550 (25x22) element 2MHz 2D piezoelectric composite array in immersion mode to image an aluminum test block containing a collection of artificial defects. The defects included a 1mm diameter side-drilled hole, a collection of 1mm slot defects with varying degrees of skew to the normal and a flat bottomed hole. The data collection was carried out using the full matrix capture; a scanning procedure was developed to allow the operation of the large element count array through a conventional 64-channel phased array controller. A 3D TFM algorithm capable of imaging in a dual media environment was implemented in MATLAB for the offline processing the raw scan data. This algorithm facilitates the creation of 3D images of defects while accounting for refraction effects at material boundaries. In each of the test samples interrogated the defects, and their spatial position, are readily identified using TFM. Defect directional information has been characterized using VTFM for defect exhibiting angles up to and including 45o of skew
Characterization of nonlinear switching in a figure-of-eight fiber laser using frequency-resolved optical gating
The measurement technique of frequency-resolved optical gating is applied to determine the nonlinear switching characteristics of a passively modelocked figure-of-eight erbium-doped fiber laser. By completely characterizing the intensity and phase of the laser output pulses, the intracavity fields in the nonlinear amplifying loop mirror of the laser cavity are determined by numerical propagation using the nonlinear Schrodinger equation. Excellent switching of 95% can be achieved as a result of uniform phase characteristics developed by pulses propagating in the nonlinear amplifying loop mirror
A Backtracking-Based Algorithm for Computing Hypertree-Decompositions
Hypertree decompositions of hypergraphs are a generalization of tree
decompositions of graphs. The corresponding hypertree-width is a measure for
the cyclicity and therefore tractability of the encoded computation problem.
Many NP-hard decision and computation problems are known to be tractable on
instances whose structure corresponds to hypergraphs of bounded
hypertree-width. Intuitively, the smaller the hypertree-width, the faster the
computation problem can be solved. In this paper, we present the new
backtracking-based algorithm det-k-decomp for computing hypertree
decompositions of small width. Our benchmark evaluations have shown that
det-k-decomp significantly outperforms opt-k-decomp, the only exact hypertree
decomposition algorithm so far. Even compared to the best heuristic algorithm,
we obtained competitive results as long as the hypergraphs are not too large.Comment: 19 pages, 6 figures, 3 table
Design and experimental evaluation of a swept supercritical Laminar Flow Control (LFC) airfoil
A large chord swept supercritical laminar flow control (LFC) airfoil was designed, constructed, and tested in the NASA Langley 8-ft Transonic Pressure Tunnel (TPT). The LFC airfoil experiment was established to provide basic information concerning the design and compatibility of high-performance supercritical airfoils with suction boundary layer control achieved through discrete fine slots or porous surface concepts. It was aimed at validating prediction techniques and establishing a technology base for future transport designs and drag reduction. Good agreement was obtained between measured and theoretically designed shockless pressure distributions. Suction laminarization was maintained over an extensive supercritical zone up to high Reynolds numbers before transition gradually moved forward. Full-chord laminar flow was maintained on the upper and lower surfaces at M sub infinity = 0.82 up to R sub c is less than or equal to 12 x 10 to the 6th power. When accounting for both the suction and wake drag, the total drag could be reducted by at least one-half of that for an equivalent turbulent airfoil. The White Dwarf Cooling Age of M67
A deep imaging survey covering the entire 23\arcmin diameter of the old
open cluster M67 to has been carried out using the mosaic imager
(UHCam) on the Canada-France-Hawaii Telescope. The cluster color-magnitude
diagram (CMD) can be traced from stars on its giant branch at down
through main sequence stars at least as faint as . Stars this low
in luminosity have masses below . A modest white dwarf (WD)
cooling sequence is also observed commencing slightly fainter than
and, after correction for background galaxy and stellar field contamination,
terminating near . The observed WDs follow quite closely a
theoretical cooling sequence for pure carbon core WDs with
hydrogen-rich atmospheres (DA WDs). The cooling time to an of 14.6 for
such WDs is 4.3 Gyr which we take as the WD cooling age of the cluster. A fit
of a set of isochrones to the cluster CMD indicates a turnoff age of 4.0 Gyr.
The excellent agreement between these results suggests that ages derived from
white dwarf cooling should be considered as reliable as those from other dating
techniques. The WDs currently contribute about 9% of the total cluster mass but
the number seen appears to be somewhat low when compared with the number of

80 Gb/s optimised pulse source using a gain-switched laser diode in conjunction with a nonlinearly chirped grating
The authors demonstrate the generation of transforms limited short optical pulses, which display excellent spectral and temporal qualities by employing a novel technology, based on an externally injected gain-switched laser in conjunction with a non-linearly chirped grating. Using this technique, 3.5 ps optical pulses, exhibiting a time bandwidth product of 0.45, are generated, which are suitable for use in high-speed 80 Gb/s OTDM communications systems
