Analisis Motivasi Kerja Pegawai Bagian Umum Sekretariat Daerah Kabupaten Kuantan Singingi

The General Affairs Staff of the Regional Secretariat of Kuantan Singingi Regency in carrying out their dutie and functions within the last five years, namely 2012 to 2016 where during the five year the realization of theactivities never reached the target so the activity funds that were not implemented were returned to the State treasury. Likewise with the number of activities the experience fluctuations even thought activities should incrase every year. Motivation given by the General Section of the Regional Secretariat of Kuantan Singingi Regency to employes was similar to allowance wherein the last five years the performance allowances and job allowances had not changed only welfare benefit had increased. Judging from the type of research this type of research is a descriptive expendited survey and quantitative and qualitative data analysis. The sample in this study is the Civil Service State (ASN) General Section of the Regional Secretariat of Kuantan Singingi Regency in 2016, amouting to 15 people. The result of the study of the overall response weight of respondents 1158 with the average response of respondent is 3.86 which is on the interval scale 3.41-4.20, this shows that responses of respondent to the analysis of employe motivation at the General Section of the Regional Secretariat of Kuantan Singingi Regency is agree or equal to the motivation needed to carry out their duties

Implementasi Kebijakan Pemerintah Mengenai Kenaikan Tarif Dasar Listrik (Studi Kasus pada PT.PLN Bright Batam)

Pada tahun 2016 pemerintah menetapkan Peraturan Menteri ESDM Nomor 28 Tahun 2016 tentang Tarif Tenaga Listrik yang disediakan oleh PT Perusahaan Listrik Negara (Persero) dan Peraturan Menteri ESDM Nomor 29 Tahun 2016 tentang Mekanisme Pemberian Subsidi Tarif Tenaga Listrik Untuk Rumah Tangga yang mengatur mengenai tarif tenaga listrik bagi pelanggan PLN. Di dalam kebijakan ini, golongan pelanggan R-1/TR 900 KVA yang tergolong keluarga mampu tidak lagi mendapat subsidi harga dari pemerintah. Tujuan yang ingin dicapai dalam penelitian ini adalah untuk mengetahui implementasi kebijakan pemerintah mengenai tarif dasar listrik (TDL) di Kota Batam tahun 2016. Sedangkan manfaat penelitian dalam skripsi ini meliputi manfaat teoritis yaitu Penelitian ini diharapkan dapat menambah wawasan dalam kajian ilmu Pemerintahan yang berkaitan dengan implementasi kebijakan pemerintah mengenai tarif dasar listrik (TDL) di Kota Batam tahun 2016. Metode penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif yakni metode penelitian yang berusaha menggambarkan Kenyataan serta keadaan objek yang diteliti secara sistematis, faktual dan akurat untuk dianalisis secara mendalam. Berdasarkan hasil pembahasan dapat disimpulkan bahwa kebijakan PT. PLN (Bright) Batam terhadap kenaikan tarif dasar listrik (TDL) tahun 2016 belum diimplementasikan secara maksimal. Hal tersebut disebabkan keterbatasan informasi pelaksana dalam mensosialisasikan kebijakan tersebut kepada masyarakat. Dengan demikian penulis menyarankan agar PT. PLN (Bright) Batam perlu melakukan sosialisasi yang lebih efektif agar masyarakat tidak merasa kaget dengan kebijakan kenaikan tarif dasar listrik (TDL) tersebut
