    Strategic Planning Based on Sustainability for Urban Transportation: An Application to Decision-Making

This topic includes not only administrators, but also city residents and the environment, with economic, environmental, and social factors. This paper presents a multicriteria decision-making process for prioritizing alternative public transportation projects in Krkkale, considering the urban type of a developing city. It outlines three planned projects for improvement: "electric municipality bus", "light rail system", and the "modernization of existing vehicles and network optimization". In this study, we use the analytic hierarchy process and fuzzy technique for order preference by similarity to ideal situation (TOPSIS) application to prioritize transportation projects using economic, social, transportation, and environmental sub-criteria. The aim of this study is to select the most suitable project, based on sustainability, for more urban livability in Krkkale city. In the strategic decision-making process, the weights of each sustainability criteria have been determined using analytic hierarchy process (AHP). The fuzzy TOPSIS method has been applied for ranking the proposed alternative projects for Krkkale. Finally, the analytic decision process results are compared, and the electric municipality bus is selected as the best project alternative. The results of this study can not only offer a solution for current needs related to urban planning, but also ensure as a more transparent decision-making process for developing sustainability in developing cities in the near future

    Electric Bus Selection with Multicriteria Decision Analysis for Green Transportation

There are also numerous points of decision-making in transportation. One of these decision-making points regards clean technology vehicle determination. Clean technology vehicles, such as electric buses, have some advantages compared to other technologies like internal combustion engine vehicles. Notably, electric vehicles emit zero tailpipe emissions, thereby ensuring cleaner air for cities and making these clean technologies preferable to other technologies, especially in highly populated areas for better air quality and more livable cities. In this study, we propose a multicriteria decision-making process using analytic hierarchy process (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) in the context of an electric bus in the center of Ankara. Six potential electric bus alternatives were evaluated under seven specific criteria. Overall, EV-2 electric buses outperformed other electric bus alternatives based on the chosen criteria. In addition, the stability of the results obtained under different scenarios using this method was established via sensitivity analysis

    Dünya nüfusu hızla artmakta ve 2050 yılına kadar iki katına çıkması beklenmektedir. Ayrıca birçok insanın kırsal alanlardan şehirlere göçü de devam etmektedir. Bu eğilimin, özellikle gelişmekte olan ülkelerde, önümüzdeki yıllarda daha da hızlanması beklenmektedir. Dünya şehirleri, artan nüfus ve kentleşme nedeniyle sakinlerinin yaşam kalitesini koruma ve geliştirme noktasında birçok zorluk ile karşı karşıya kalmaktadır. Kıt kaynaklar, küresel ısınma ve beraberinde ortaya çıkan iklim değişikliği ve doğal felaketler, büyük yıkımlar ve kayıplar, insanoğlunu problemler karşısında yeni çözümler üretmeye zorlamaktadır. Sonuç itibarıyla, problemlerin çözümünde bilgi ve iletişim teknolojileri ile sürdürülebilir ve akıllı çözümler konusundaki ilgi artmaktadır. Bu kapsamda Türkiye Cumhuriyeti Devleti 11. Kalkınma Planı'nda da öncelikli alanlar belirlenmiş ve daha yaşanabilir şehirler ve yaşam kalitesinin arttırılması noktasında beş yıllık program ortaya konulmuştur. 2019-2023 yıllarını kapsayan kalkınma planında %34,8'lik pay ile en büyük kaynağın ulaştırma sistemlerinin geliştirilmesine ayrıldığı görülmüştür. Bütçe harcamaları içinde en büyük payın ulaştırma sistemlerine ayrılması bu alanın önemini gözler önüne sermektedir. Dolayısıyla ulaştırma sistemlerinin, ekonomi ve uluslararası rekabet üzerinde şimdi ve gelecekte oynayacağı temel rol düşünüldüğünde taşıdığı misyon doğrultusunda tüm etki faktörleri göz önünde bulundurularak etkili ve verimli planlanması kritik öneme sahiptir. Bu tez kapsamında da ulaşımda sürdürülebilirlik, yeşil ulaşım, karbon ayak izi, paydaş katılımı ve akıllı ulaşım kavramları üzerinde durularak gerçek uygulama örneklerine yer verilmiştir. Tez kapsamında üç ana başlıkta ulaşım planlama incelenmiştir; Araç seçimi, proje seçimi ve yer seçimi problemleri. Araç seçim problemi konusunda dört, proje seçim problemi konusunda yedi ve yer seçimi problemi konusunda bir uygulama olmak üzere toplam 12 uygulama yapılmıştır. Uygulamalarda hedef programlama, kısıt programlama ve çok kriterli karar verme yöntemleri kullanılmıştır. Bu tez çalışması ile daha sürdürülebilir şehirler oluşturmak amacıyla ulaşım planlaması alanında 3 temel konu ele alınmış ve kentsel yönetim, şehir ve ulaşım planlamacıları vb. karar vericiler için (planlama süreçlerine yardımcı olunması) yol gösterilmesi hedeflenmiştir.The world's population is growing rapidly and is expected to double by 2050. Besides, many people continue to migrate from rural areas to cities. This trend is expected to accelerate further in the coming years, especially in developing countries. Due to the growing population and urbanization, the world's cities face many challenges in preserving and improving the life quality of its inhabitants. Limited resources, global warming, and the emerging climate change and natural disasters, major devastation and losses force humanity to come up with new solutions in the face of problems. As a result, interest in solving problems is increasing interest in information and communication technologies and sustainable and intelligent solutions. In this context, the priority areas also are identified in the 11th Development Plan of Turkey, covering the 2019-2023 period, and a five-year program was put forward to improve more livable cities and the quality of life. In the development plan covering the years 2019-2023, it has been observed that the largest resource rate is allocated to the development of transportation systems with a share of 34.8%. The allocation of the largest share in the budget expenditures to the transportation systems reveals the importance of this area. Therefore, considering the main role that transportation systems will play on the economy and international competition now and in the future, it is critical to plan effectively and efficiently, considering all the impact factors in line with its mission. Within the scope of this thesis, real application examples are given with emphasis on sustainability in transportation, green transportation, carbon footprint, stakeholder participation and smart transportation. In the thesis, transportation planning is examined under three main topics: vehicle selection, project selection and site selection problem. A total of 12 current problems are applied: four applications in the vehicle selection problem, seven applications in the project selection problem, and one application in the site selection problem. Goal programming, constraint programming and multi-criteria decision-making methods are used in these applications. Three basic issues in transportation planning are discussed to create more sustainable cities with this thesis. It is aimed to guide the decision-makers in their decisions for urban management, city and transportation planners, etc

İyi bir planlama ile bu sorunun üstesinden gelinebilir. Toplu taşıma özendirilmelidir. Bu kapsamda ilk olarak toplu ulaşım türünün seçilmesi gerekmektedir. Seçilen ulaşım türü ulaşım taleplerini karşılayacak seviyede olmalıdır. Şehirlerde bu problemin çözümü için monoray, alternatif bir toplu ulaşım sistemidir. Monoray kentsel ulaşımda tek ray üzerinde hizmet vermektedir. Güvenli ve hızlı toplu ulaşım sistemidir. Bu aşamanın ardından iyi bir güzergâh yeri seçilmelidir. Aksi takdirde trafikte iyileşmeye/gelişmeye yardımcı olamaz. Güzergâh seçimine, inşa maliyeti, çevre, kentsel hareketlilik, talep seviyesi, erişebilirlik, trafik yoğunluğu gibi birçok faktör etki etmektedir. Bu yüzden çok ölçütlü değerlendirme gerekmektedir. Bu çalışmada, analitik hiyerarşi süreci, analitik ağ süreci ve TOPSIS yöntemleri kullanılarak Ankara'da kentsel toplu ulaşım için 8 farklı monoray güzergâhı arasından en iyi sıralama yapılmıştır.Due to increasing population and urbanization in Ankara, there are many problems, such as traffic in urban areas, there is a need for a great traffic planning to solve this problem. Also, public transport should be encouraged and wisely organized. It must meet the demands of the transport type selected. A monorail is an alternative transport vehicle for solving this problem in urban areas, because the monorail is a single rail serving as a track in urban area and this system is fast and safe. After, the most appropriate route should be determined. Otherwise this system will not help to improve urban transport. Moreover, route selection is influenced by many factors such as construction cost, environment, public mobility, demand level, accessibility, traffic density etc. Thus, there is a need for a multi-criteria evaluation. Route selection, which is among the decisions of urban transportation planning, is also important in terms of developing the urban transportation. This study contains the route selection for the planned monorail transport system that is a new system in Ankara. The most suitable monorail route was selected among the determined eight alternative monorail routes. In this decision process, we used the Analytic Network Process (ANP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method, which is one of the multi-criteria decision-making methods. For this particular purpose, projects are being offered in this field. For example, rail system investment is one of the important projects, including many transportation projects. Since the rail system investments require large amount of budget, it is not practical among all planned projects. Therefore, the projects should be selected by prioritizing. In this study, the project evaluation criteria were determined, and in this respect, the rail system projects were prioritized by using the fuzzy analytical network process (ANP) which is one of the multi-criteria decision-making methods and offers good solutions in difficult decision-making processes
