Menschenrechtsschutz und deutsche Außenwirtschaftsförderung : Ein Plädoyer für konsequente Reformen

Im Juni 2011 werden die „Guiding Principles for the Implementation of the United Nations ‚Protect, Respect and Remedy’ Framework“ verabschiedet. Darin werden die Pflichten der Staaten und die Verantwortung der Unternehmen für die Achtung, den Schutz und die Gewährleistung von Menschenrechten unterstrichen. Aus diesem Anlass beleuchten die Autoren die Ausgestaltung von zwei wesentlichen Instrumenten der Export- und Investitionsförderung. Während sich die Performance Standards der International Finance Corporation (IFC) derzeit noch in einem Reformprozess befinden, wurde die Überarbeitung der OECD-Leitsätze für multinationale Unternehmen jüngst abgeschlossen. Die AutorInnen entwickeln Handlungsempfehlungen, wie die Bundesregierung dazu beitragen kann, den Schutz der Menschenrechte stärker in den internationalen Instrumenten und der deutschen Praxis zu verankern

Maßnahmen zur Stärkung von sozial verantwortlichem Investieren (SRI): Vorschläge für die deutsche Entwicklungszusammenarbeit

"Die Anregung für die vorliegende Untersuchung entstand auf der Grundlage einer früheren umfassenden Studie der Autorin zur Rolle der Entwicklungszusammenarbeit bei der Förderung von Corporate Social Responsibility (CSR), die im Auftrag des Deutschen Instituts für Entwicklungspolitik (DIE) durchgeführt wurde. Darin wurden u.a. die Erfahrungen europäischer Geberstaaten für die Entwicklung und Stärkung von CSR ausgewertet. Diese erste Studie hatte gezeigt, dass in anderen Ländern sozial verantwortliches Investieren eine gewichtigere Rolle einnimmt, als dies bisher in Deutschland der Fall ist. Das vorliegende Gutachten vermittelt einen Überblick über sozial verantwortliches Investieren in anderen Ländern und formuliert Empfehlungen, wie dieses Instrument ggf. durch das Bundesministerium fair wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) stärker genutzt werden könnte. Nachdem im ersten Kapitel zunächst das Konzept von SRI in Abgrenzung zur CSR sowie wichtige Akteure und Funktionsweisen für SRI vorgestellt werden, geht es im zweiten Kapitel um einen Überblick über SRI-Aktivitäten in Großbritannien und einigen weiteren europäischen Vorreiterländern und im dritten Kapitel um SRI-Erfahrungen in den USA. Vor dem Hintergrund dieser Ländererfahrungen wird in Kapitel 4 der SRI-Markt in Deutschland diskutiert. Kapitel 5 schließlich stellt das Wirkungspotential am Beispiel des Pharmasektors dar. Redox-regulated expression of glycolytic enzymes in resting and proliferating rat thymocytes

AbstractResting rat thymocytes partially degrade glucose aerobically to CO2 and H2O and produce reactive peroxide anions. In contrast proliferating cells, due to enhanced induction of glycolytic enzymes, degrade glucose almost completely to lactate thus minimizing the production of reactive oxygen species. In this paper we show that under conditions of oxidative stress the induction of the glycolytic enzymes in cultured rat thymocytes is markedly reduced. Furthermore, transfection assays with a rat hepatoma cell line and Drosophila Schneider cells revealed that reactive oxygen intermediates dramatically decrease the transcriptional activities of the Sp1-dependent aldolase A and pyruvate kinase M2 promoters leading to reduced reporter gene expression. These results indicate that cellular redox changes can regulate gene expression by reversible oxidative inactivation of Sp1 binding.© 1997 Federation of European Biochemical Societies

Middle East - North Africa and the millennium development goals : implications for German development cooperation

          Closed-loop controlled combustion is a promising technique to improve the overall performance of internal combustion engines and Diesel engines in particular. In order for this technique to be implemented some form of feedback from the combustion process is required. The feedback signal is processed and from it combustionrelated parameters are computed. These parameters are then fed to a control process which drives a series of outputs (e.g. injection timing in Diesel engines) to control their values. This paper’s focus lies on the processing and computation that is needed on the feedback signal before this is ready to be fed to the control process as well as on the electronics necessary to support it. A number of feedback alternatives are briefly discussed and for one of them, the in-cylinder pressure sensor, the CA50 (crank angle in which the integrated heat release curve reaches its 50% value) and the IMEP (Indicated Mean Effective Pressure) are identified as two potential control variables. The hardware architecture of a system capable of calculating both of them on-line is proposed and necessary feasibility size and speed considerations are made by implementing critical blocks in VHDL targeting a flash-based Actel ProASIC3 automotive-grade FPGA
