    Technical experts’ perspectives of justice-related norms:Lessons from everyday environmental practices in Indonesia

    The involvement of technical experts in environmental management and their perspectives on environmental justice issues can influence how justice notions become integrated into sub-national policies and programs. In other words, the justice-related norms perceived by technical experts have a huge impact on the delivery of justice for society and local environmental practices. Environmental Impact Assessment (EIA) as the world’s most widespread environmental policy tool, provides an opportunity for exploring the incorporation of justice in everyday environmental practices. Specifically, how justice concerns related to global sustainability goals might be promoted or shutdown at the sub-national level through the actions of the technical experts involved i.e., those referred to here as ‘intermediary actors.’ This article reports on research which used semi-structured interviews to investigate the justice-related norms prioritized and promoted by intermediary actors, namely consultants, academics, and governmental officers, in the technical review process of EIA in Indonesia. It also examined the facilitating or constraining factors for negotiating and mobilizing those norms in the project debates of EIA at the sub-national level. We find that the intermediaries engaged with prioritized issues of justice unevenly, as they prioritized distributive and procedural justice over recognitional concerns. Our findings also uncovered crucial structural factors that have preserved existing unequal power relationships in a decentralized environmental governance system. Traditional and authoritative customs underlying environmental policies and practices therefore have significantly influenced the prioritization of justice-related norms. These social and cultural contexts have also restricted an upward mobilization of justice concerns from the sub-national to national and international governance levels.     UVA irradiation of human skin vasodilates arterial vasculature and lowers blood pressure independently of nitric oxide synthase

    The incidence of hypertension and cardiovascular disease correlates with latitude and rises in winter. The molecular basis for this remains obscure. As nitric oxide (NO) metabolites are abundant in human skin we hypothesised that exposure to UVA may mobilise NO bioactivity into the circulation to exert beneficial cardiovascular effects independently of vitamin D. In 24 healthy volunteers irradiation of the skin with 2 Standard Erythemal Doses of UVA lowered BP, with concomitant decreases in circulating nitrate and rises in nitrite concentrations. Unexpectedly, acute dietary intervention aimed at modulating systemic nitrate availability had no effect on UV-induced hemodynamic changes, indicating that cardiovascular effects were not mediated via direct utilization of circulating nitrate. UVA irradiation of the forearm caused increased blood flow independently of NO-synthase activity, suggesting involvement of pre-formed cutaneous NO stores. Confocal fluorescence microscopy studies of human skin pre-labelled with the NO-imaging probe DAF2-DA revealed that UVA-induced NO release occurs in a NOS-independent, dose-dependent fashion, with the majority of the light-sensitive NO pool in the upper epidermis. Collectively, our data provide mechanistic insights into an important function of the skin in modulating systemic NO bioavailability which may account for the latitudinal and seasonal variations of BP and cardiovascular disease.Journal of Investigative Dermatology accepted article preview online, 20 January 2014

    Species-Level Classification of Peatland Vegetation Using Ultra-High-Resolution UAV Imagery

    Peatland restoration projects are being employed worldwide as a form of climate change mitigation due to their potential for long-term carbon sequestration. Monitoring these environments (e.g., cover of keystone species) is therefore essential to evaluate success. However, existing studies have rarely examined peatland vegetation at fine scales due to its strong spatial heterogeneity and seasonal canopy development. The present study collected centimetre-scale multispectral Uncrewed Aerial Vehicle (UAV) imagery with a Parrot Sequoia camera (2.8 cm resolution; Parrot Drones SAS, Paris, France) in a temperate peatland over a complete growing season. Supervised classification algorithms were used to map the vegetation at the single-species level, and the Maximum Likelihood classifier was found to perform best at the site level (69% overall accuracy). The classification accuracy increased with the spatial resolution of the input data, and a large reduction in accuracy was observed when employing imagery of >11 cm resolution. Finally, the most accurate classifications were produced using imagery collected during the peak (July–August) or early growing season (start of May). These findings suggest that despite the strong heterogeneity of peatlands, these environments can be mapped at the species level using UAVs. Such an approach would benefit studies estimating peatland carbon emissions or using the cover of keystone species to evaluate restoration projects

    Networked territorialism: the routes and roots of organised crime

    In the digital age, space has become increasingly structured by the circuitry of global capital, communications and commodities. This ‘network society’ splinters and fragments territorial space according to the hidden logic of networked global capital; with successful criminal entrepreneurs connecting bases in low-risk, controllable territories with high-profit markets. Drawing on a recent, large-scale study of organised crime in Scotland, in this paper we elaborate the relationship between place, territory and criminal markets in two contrasting communities. The first is an urban neighbourhood with a longstanding organised crime footprint, where recognised local criminal groups have established deep roots. The second is a rural community with a negligible organised crime footprint, where the drug economy is serviced by a mobile criminal network based in England. Through comparison of the historical roots and contemporary routes of these criminal markets, we note both similarity and difference. While both communities demonstrated evidence of ‘networked territorialism’, key differences related to historical and social antecedents, in particular the impact of deindustrialisation

    Community Experiences of Serious Organised Crime in Scotland

    This summary sets out key findings from a research project that aimed to explore the community experiences of serious organised crime ( SOC) in Scotland. The study sought to answer the following questions: 1) What are the relationships that exist between SOC and communities in Scotland? 2) What are the experiences and perceptions of residents, stakeholders and organisations of the scope and nature of SOC within their local area? and 3) How does SOC impact on community wellbeing, and to what extent can the harms associated with SOC be mitigated? The work involved in-depth qualitative research, to understand both direct and indirect forms of harm. Key points pertaining to the research and its results are as follows: - The study involved the selection of three community case study sites based on a typology of ' SOC-affected' communities. These sites were based in varying urban and semi-urban settings. - The impact of SOC at a more 'diffuse' national level was explored via research in a range of smaller case study sites and via interviews with national stakeholders. This included a consideration of SOC impacts in rural and remote areas, and on populations that were not concentrated in any defined geographic community. - The case study areas were selected on the basis of pre-existing academic and policy literature, an initial set of interviews with key experts, and on the basis of aggregated and anonymised intelligence summaries provided by Police Scotland. - 188 individuals participated in the study, which mostly involved semi-structured qualitative interviews, but also a small number of focus groups, unstructured interviews and observational research. Interviews were conducted with residents, local businesses, service providers, community groups, and national organisations, as well as with a small number of individuals with lived experience of SOC. - Interviews comprised of questions about: the relationship between SOC and communities; the experiences and perceptions of residents and local service providers as to the nature and extent of SOC; and the impact of SOC on community wellbeing. - Preliminary findings were presented back to a sub-sample of 33 community residents and representatives, across three of the case study areas, through a feedback method called 'co-inquiry'. This involved the organisation of events designed to assess the integrity of the findings, and elicit reflections on the implications of the findings for potential actions

    Hypersurface normalised gain-scheduled controller for a non-linear 6-DOF fast jet

    This paper describes a novel approach for improving the dynamic response of a bank-to-turn autopilot for a non-linear six degree-of-freedom (6-DoF) aircraft model. The autopilot consists of a series of gain-scheduled (GS) proportional, integral and derivative (PID) controllers that govern the aircraft's angular velocities for roll, pitch and yaw. The controller gains have been optimised for localised trim points and applied continuously to the controllers using linear interpolation to form a hypersurface. Our novel solution has been achieved by implementing a set of scheduled gains for near-zero reference signals and integrating this with a set of gains that are normalised to the reference signal. The proposed approach has been compared to conventional gain scheduling techniques using a series of step input simulated manoeuvres, applied individually to the roll and pitch controllers. The results show improved rise and fall times, steady state errors, as well as reduced controller effor

    Beef production from feedstuffs conserved using new technologies to reduce negative environmental impacts

    End of project reportMost (ca. 86%) Irish farms make some silage. Besides directly providing feed for livestock, the provision of grass silage within integrated grassland systems makes an important positive contribution to effective grazing management and improved forage utilisation by grazing animals, and to effective feed budgeting by farmers. It can also contribute to maintaining the content of desirable species in pastures, and to livestock not succumbing to parasites at sensitive times of the year. Furthermore, the optimal recycling of nutrients collected from housed livestock can often be best achieved by spreading the manures on the land used for producing the conserved feed. On most Irish farms, grass silage will remain the main conserved forage for feeding to livestock during winter for the foreseeable future. However, on some farms high yields of whole-crop (i.e. grain + straw) cereals such as wheat, barley and triticale, and of forage maize, will be an alternative option provided that losses during harvesting, storage and feedout are minimised and that input costs are restrained. These alternative forages have the potential to reliably support high levels of animal performance while avoiding the production of effluent. Their production and use however will need to advantageously integrate into ruminant production systems. A range of technologies can be employed for crop production and conservation, and for beef production, and the optimal options need to be identified. Beef cattle being finished indoors are offered concentrate feedstuffs at rates that range from modest inputs through to ad libitum access. Such concentrates frequently contain high levels of cereals such as barley or wheat. These cereals are generally between 14% to 18% moisture content and tend to be rolled shortly before being included in coarse rations or are more finely processed prior to pelleting. Farmers thinking of using ‘high-moisture grain’ techniques for preserving and processing cereal grains destined for feeding to beef cattle need to know how the yield, conservation efficiency and feeding value of such grains compares with grains conserved using more conventional techniques. European Union policy strongly encourages a sustainable and multifunctional agriculture. Therefore, in addition to providing European consumers with quality food produced within approved systems, agriculture must also contribute positively to the conservation of natural resources and the upkeep of the rural landscape. Plastics are widely used in agriculture and their post-use fate on farms must not harm the environment - they must be managed to support the enduring sustainability of farming systems. There is an absence of information on the efficacy of some new options for covering and sealing silage with plastic sheeting and tyres, and an absence of an inventory of the use, re-use and post-use fate of plastic film on farms. Irish cattle farmers operate a large number of beef production systems, half of which use dairy bred calves. In the current, continuously changing production and market conditions, new beef systems must be considered. A computer package is required that will allow the rapid, repeatable simulation and assessment of alternate beef production systems using appropriate, standardised procedures. There is thus a need to construct, evaluate and utilise computer models of components of beef production systems and to develop mathematical relationships to link system components into a network that would support their integration into an optimal system model. This will provide a framework to integrate physical and financial on-farm conditions with models for estimating feed supply and animal growth patterns. Cash flow and profit/loss results will be developed. This will help identify optimal systems, indicate the cause of failure of imperfect systems and identify areas where applied research data are currently lacking, or more basic research is required
