Solidifying system of democracy in the Central and Eastern European new EU members
The paper examines the requirements of an effective and legitimized democratic political system in the process of transition. The analysis and the conclusions are based on the Hungarian experience, which can carefully be applied to all Central and Eastern European (CEE) countries. Special focus is given to the relationship of legal certainty and the efficiency of the democratic system, to the tension between legalism and managerialism and to the characteristics of civil society organizations. Fractality of Body Movements Predicts Perception of Affordances: Evidence From Stand-On-Ability Judgments About Slopes
We recorded head motion with one wireless marker attached to the back of the head during quiet stance as participants visually inspected a sloped ramp in order to perceive whether they might be able to stand on the surface. Participants responded with yes or no without attempting to stand on the ramp. As has been found in dynamic touch (Palatinus, Kelty-Stephen, Kinsella-Shaw, Carello, & Turvey, 2014), we hypothesized that multiscale fluctuation patterns in bodily movement during visual observation would predict perceptual judgments. Mixed-effects logistic regression predicted binary affordance judgments as a function of geographical slant angle, head-motion standar deviation, and multifractal spectrum width (Ihlen, 2012). Multifractal spectrum width was the strongest predictor of affordance judgments. Specifically, increased spectrum width predicted decreased odds of a yes answer. Interestingly, standard deviation was not a significant predictor, reinforcing our prediction that traditional measures of variability fail to account for what fractal measures of multiscale interactions can predict about information pickup in perception-action systems
PVR: Patch-to-Volume Reconstruction for Large Area Motion Correction of Fetal MRI
In this paper we present a novel method for the correction of motion
artifacts that are present in fetal Magnetic Resonance Imaging (MRI) scans of
the whole uterus. Contrary to current slice-to-volume registration (SVR)
methods, requiring an inflexible anatomical enclosure of a single investigated
organ, the proposed patch-to-volume reconstruction (PVR) approach is able to
reconstruct a large field of view of non-rigidly deforming structures. It
relaxes rigid motion assumptions by introducing a specific amount of redundant
information that is exploited with parallelized patch-wise optimization,
super-resolution, and automatic outlier rejection. We further describe and
provide an efficient parallel implementation of PVR allowing its execution
within reasonable time on commercially available graphics processing units
(GPU), enabling its use in the clinical practice. We evaluate PVR's
computational overhead compared to standard methods and observe improved
reconstruction accuracy in presence of affine motion artifacts of approximately
30% compared to conventional SVR in synthetic experiments. Furthermore, we have
evaluated our method qualitatively and quantitatively on real fetal MRI data
subject to maternal breathing and sudden fetal movements. We evaluate
peak-signal-to-noise ratio (PSNR), structural similarity index (SSIM), and
cross correlation (CC) with respect to the originally acquired data and provide
a method for visual inspection of reconstruction uncertainty. With these
experiments we demonstrate successful application of PVR motion compensation to

This article presents preliminary results drawn from a computer-based reconstruction of the copyhold land market, 1546-1750, to contest Macfarlane's reading of the family-land bond in the manor. The familial possession of land over long periods is shown to be normal, and consistent with an active land market predominantly in smaller parcels. Little consolidation took place in the manor although some growth in holding size was achieved through subtenancy. Polarization of tightly focused laser beams
The polarization properties of monochromatic light beams are studied. In
contrast to the idealization of an electromagnetic plane wave, finite beams
which are everywhere linearly polarized in the same direction do not exist.
Neither do beams which are everywhere circularly polarized in a fixed plane. It
is also shown that transversely finite beams cannot be purely transverse in
both their electric and magnetic vectors, and that their electromagnetic energy
travels at less than c. The electric and magnetic fields in an electromagnetic
beam have different polarization properties in general, but there exists a
class of steady beams in which the electric and magnetic polarizations are the
same (and in which energy density and energy flux are independent of time).
Examples are given of exactly and approximately linearly polarized beams, and

The roots of "Western European societal evolution". A concept of Europe by JenĆ SzƱcs
JenĆ SzƱcs wrote his essay entitled Sketch on the three regions of Europe in the early 1980s in Hungary. During these years, a historically well-argued opinion emphasising a substantial difference between Central European and Eastern European societies was warmly received in various circles of the political opposition. In a wider European perspective SzƱcs used the old âliberty toposâ which claims that the history of Europe is no other than the fulfillment of liberty. In his Sketch, SzƱcs does not only concentrate on questions concerning the Middle Ages in Western Europe. Yet it is this stream of thought which brought a new perspective to explaining European history. His picture of the Middle Ages represents well that there is a way to integrate all typical Western motifs of post-war self-definition into a single theory. Mainly, the âliberty motifâ, as a sign of âEuropeanismâ â in the interpretation of BibĂłâs concept, Anglo-saxon Marxists and Weberâs social theory â, developed from medieval concepts of state and society and from an analysis of economic and social structures. SzƱcsâs historical aspect was a typical intellectual product of the 1980s: this was the time when a few Central European historians started to outline non-Marxist aspects of social theory and categories of modernisation theories, but concealing them with Marxist terminology
Moderate hypothermia within 6 h of birth plus inhaled xenon versus moderate hypothermia alone after birth asphyxia (TOBY-Xe): a proof-of-concept, open-label, randomised controlled trial
Background Moderate cooling after birth asphyxia is associated with substantial reductions in death and disability, but additional therapies might provide further benefit. We assessed whether the addition of xenon gas, a promising novel therapy, after the initiation of hypothermia for birth asphyxia would result in further improvement. Methods Total Body hypothermia plus Xenon (TOBY-Xe) was a proof-of-concept, randomised, open-label, parallel-group trial done at four intensive-care neonatal units in the UK. Eligible infants were 36â43 weeks of gestational age, had signs of moderate to severe encephalopathy and moderately or severely abnormal background activity for at least 30 min or seizures as shown by amplitude-integrated EEG (aEEG), and had one of the following: Apgar score of 5 or less 10 min after birth, continued need for resuscitation 10 min after birth, or acidosis within 1 h of birth. Participants were allocated in a 1:1 ratio by use of a secure web-based computer-generated randomisation sequence within 12 h of birth to cooling to a rectal temperature of 33·5°C for 72 h (standard treatment) or to cooling in combination with 30% inhaled xenon for 24 h started immediately after randomisation. The primary outcomes were reduction in lactate to N-acetyl aspartate ratio in the thalamus and in preserved fractional anisotropy in the posterior limb of the internal capsule, measured with magnetic resonance spectroscopy and MRI, respectively, within 15 days of birth. The investigator assessing these outcomes was masked to allocation. Analysis was by intention to treat. This trial is registered with ClinicalTrials.gov, number NCT00934700, and with ISRCTN, as ISRCTN08886155. Findings The study was done from Jan 31, 2012, to Sept 30, 2014. We enrolled 92 infants, 46 of whom were randomly assigned to cooling only and 46 to xenon plus cooling. 37 infants in the cooling only group and 41 in the cooling plus xenon group underwent magnetic resonance assessments and were included in the analysis of the primary outcomes. We noted no significant differences in lactate to N-acetyl aspartate ratio in the thalamus (geometric mean ratio 1·09, 95% CI 0·90 to 1·32) or fractional anisotropy (mean difference â0·01, 95% CI â0·03 to 0·02) in the posterior limb of the internal capsule between the two groups. Nine infants died in the cooling group and 11 in the xenon group. Two adverse events were reported in the xenon group: subcutaneous fat necrosis and transient desaturation during the MRI. No serious adverse events were recorded. Interpretation Administration of xenon within the delayed timeframe used in this trial is feasible and apparently safe, but is unlikely to enhance the neuroprotective effect of cooling after birth asphyxia
