Politicisation and managerial values: Responses from New Zealand councillors

This study assesses the proposition that politicisation of public sector employment leads to government managers moving away from neutrality values and adopting responsive values. Results of a survey of well over 100 councillors in the New Zealand local government system provided limited support to this proposition. Most councillors report managers adopting neutrality values and combining them with elements from trustee and responsive value types in the area of managerial advice. We argue that although most managers accept the traditional role distribution between councillors and managers a small percentage of managers tend to believe that managers have an obligation to ensure that their view of community interest is heard in the policy process

An Overview of Covid-19 Impact on Power Grid Operation in Malaysia

    Get PDF
The first notable impact of COVID-19 on the states and regions connected to the National power grid in peninsular Malaysia was a decreased ramping of load demand, particularly during usual peak demand hours. Due to the uncertainty in the transmission rates of this pandemic, the electricity demand will continue to fluctuate because of the change in human behavior and lifestyle globally

FIRST experiment: Fragmentation of Ions Relevant for Space and Therapy

    Get PDF
Nuclear fragmentation processes are relevant in different fields of basic research and applied physics and are of particular interest for tumor therapy and for space radiation protection applications. The FIRST (Fragmentation of Ions Relevant for Space and Therapy) experiment at SIS accelerator of GSI laboratory in Darmstadt, has been designed for the measurement of different ions fragmentation cross sections at different energies between 100 and 1000 MeV/nucleon. The experiment is performed by an international collaboration made of institutions from Germany, France, Italy and Spain. The experimental apparatus is partly based on an already existing setup made of the ALADIN magnet, the MUSIC IV TPC, the LAND2 neutron detector and the TOFWALL scintillator TOF system, integrated with newly designed detectors in the interaction Region (IR) around the carbon removable target: a scintillator Start Counter, a Beam Monitor drift chamber, a silicon Vertex Detector and a Proton Tagger for detection of light fragments emitted at large angles (KENTROS). The scientific program of the FIRST experiment started on summer 2011 with the study of the 400 MeV/nucleon 12C beam fragmentation on thin (8mm) carbon targe

Experimental study of using renewable energy in Yemen

    Get PDF
During the last decade, there has been an increased interest to develop renewable energy technologies that could contribute to ever-increasing energy needs. This paper proposes a new PV array-wind-diesel generator hybrid system model to determine the optimal configuration of power systems relevant to different regions in Yemen, Sana’a and Aden. Various renewable and nonrenewable energy sources, energy storage and their applicability in terms of cost and performance are discussed. The collected data for the wind, solar radiation and diesel price were obtained from Civil Aviation & Meteorology Authority in Yemen. The Sensitivity analysis was carried out using Homer program. The results show that wind-diesel-battery model is the most suitable solution for both regions in term of the economic performance

BK Virus Load Associated with Serum Levels of sCD30 in Renal Transplant Recipients

Background. Rejection is the main drawback facing the renal transplant operations. Complicated and overlapping factors, mainly related to the immune system, are responsible for this rejection. Elevated serum levels of sCD30 were frequently recorded as an indicator for renal allograft rejection, while BV virus is considered as one of the most serious consequences for immunosuppressive treatment of renal transplant recipients (RTRs). Aims. This study aimed to determine the association of BK virus load with serum levels of sCD30 in RTRs suffering from nephropathy. Patients and Methods. A total of 50 RTRs with nephropathy and 30 age-matched apparently healthy individuals were recruited for this study. Serum samples were obtained from each participant. Real-time PCR was used to quantify BK virus load in RTRs serum, while ELISA technique was employed to estimate serum levels of sCD30. Results. Twenty-two percent of RTRs had detectable BKV with mean viral load of 1.094E + 06 ± 2.291E + 06. RTRs showed higher mean serum level of sCD30 (20.669±18.713 U/mL) than that of controls (5.517±5.304 U/mL) with significant difference. BK virus load had significant positive correlation with the serum levels of sCD30 in RTRs group. Conclusion. These results suggest that serum levels of sCD30 could be used as an indicator of BK viremia, and accordingly the immunosuppressive regime should be adjusted
