OpenAIRE Guidelines for Data Archive Managers v1.0

OpenAIRE gathers together research output related to European funding streams, with the aim of supporting open science and tracking research impact. This content consists of open access publications and related contextual information such as datasets, supplementary material, and research/project information. Two other sets of OpenAIRE guidelines exist for repository managers: OpenAIRE Guidelines for Literature Repositories 3.0 OpenAIRE Guidelines for CRIS systems (CERIF standard) – In draft The OpenAIRE Guidelines for Data Archive Managers 1.0 provides instruction for data archive managers to expose their metadata in a way that is compatible with the OpenAIRE infrastructure. The metadata from data archives should be included in the OpenAIRE information space, and exposed when data are related to an open access publication e.g. a dataset cited by an article. By implementing the OpenAIRE Guidelines data archive managers are facilitating the creation of enhanced publications and building the stepping-stones for a linked data infrastructure for research. Exposure and visibility of content from a range of European repositories will be significantly increased when a common and interoperable approach is taken and care to adhere to existing guidelines. OpenAIRE is happy to assist in adherence to these guidelines. This compatibility will lead to future interoperability between research infrastructures, and structured metadata is of benefit to individual data repositories and the scholarly community at large

Probit Models with Binary Endogenous Regressors

Sample selection and endogeneity are frequent causes of biases in non-experimental empirical studies. In binary models a standard solution involves complex multivariate models. A simple approximation has been shown to work well in bivariate models. This paper extends the approximation to a trivariate model. Simulations show that the approximation outperforms full maximum likelihood while a least squares approximation may be severely biased. The methods are used to estimate the influence of trust in the parliament and politicians on voting- propensity. No previous studies have allowed for endogeneity of trust on voting and it is shown to severely affect the results.endogeneity; multivariate probit; approximation; Monte Carlo simulation

Learning from graphs with structural variation

We study the effect of structural variation in graph data on the predictive performance of graph kernels. To this end, we introduce a novel, noise-robust adaptation of the GraphHopper kernel and validate it on benchmark data, obtaining modestly improved predictive performance on a range of datasets. Next, we investigate the performance of the state-of-the-art Weisfeiler-Lehman graph kernel under increasing synthetic structural errors and find that the effect of introducing errors depends strongly on the dataset.Comment: Presented at the NIPS 2017 workshop "Learning on Distributions, Functions, Graphs and Groups

Education, earnings, and inequality in Brazil, 1982-98 - implications for education policy

The educational attainment of Brazil's labor force, has gradually increased over the past two decades. At the same time, the government has pursued a series of economic structural adjustment policies. The authors investigate how these simultaneous advances have altered the relationship between labor market earnings, and education. They find that the returns to education in the labor market, fundamentally changed between 1982, and 1998. While the returns to tertiary education increased sharply, the returns to primary education dropped by 26 percent, and those to lower secondary, by 35 percent. Moreover, the authors argue, the marginal reduction in wage inequality that occurred in this period was linked primarily to a reduction in the returns to schooling, and only secondarily, to a more equitable distribution of schooling. The findings suggest that the supply of highly skilled labor is inadequate to meet demand. That suggests a need for policy action aimed at increasing access to, and completion of tertiary education. Approaches to results-based funding in tertiary education : identifying finance reform options for Chile

Unrealized potential exists for increasing accountability and transparency in Chilean tertiary education by allocating resources based on achieved results rather than historical precedence and political negotiation. Against this background, the authors profile approaches to results-based funding of tertiary education to identify efficacious finance reform options for Chile. International experience shows that financing by results is not a ready-made concept, but a broad label that offers a menu of design options. Higher antioxidant content in organic milk than in conventional milk due to feeding strategy

Over recent years, several studies have shown that differences in the composition of organic and conventional milk are either small or non-existent. However, a new study, made by the Danish Institute of Agricultural Sciences and the Royal Veterinary and Agricultural University, shows that the content of antioxidants is significantly higher in organic milk
