Zapotec Language Activism And Talking Dictionaries
Online dictionaries have become a key tool for some indigenous communities to promote and preserve their languages, often in collaboration with linguists. They can provide a pathway for crossing the digital divide and for establishing a first-ever presence on the internet. Many questions around digital lexicography have been explored, although primarily in relation to large and well-resourced languages. Lexical projects on small and under-resourced languages can provide an opportunity to examine these questions from a different perspective and to raise new questions (Mosel, 2011). In this paper, linguists, technical experts, and Zapotec language activists, who have worked together in Mexico and the United States to create a multimedia platform to showcase and preserve lexical, cultural, and environmental knowledge, share their experience and insight in creating trilingual online Talking Dictionaries in several Zapotec languages. These dictionaries sit opposite from big data mining and illustrate the value of dictionary projects based on small corpora, including having the flexibility to make design decisions to maximize community impact and elevate the status of marginalized languages
Life raft stabilizer
An improved life raft stabilizer for reducing rocking and substantially precluding capsizing is discussed. The stabilizer may be removably attached to the raft and is defined by flexible side walls which extend a considerable depth downwardly to one another in the water. The side walls, in conjunction with the floor of the raft, form a ballast enclosure. A weight is placed in the bottom of the enclosure and water port means are provided in the walls. Placement of the stabilizer in the water allows the weighted bottom to sink, producing submerged deployment thereof and permitting water to enter the enclosure through the port means, thus forming a ballast for the raft
Oscillating Neutrinos from the Galactic Center
It has recently been demonstrated that the -ray emission spectrum of
the EGRET-identified, central Galactic source 2EG J1746-2852 can be well fitted
by positing that these photons are generated by the decay of 's produced
in p-p scattering at or near an energizing shock. Such scattering also produces
charged pions which decay leptonically.The ratio of -rays to neutrinos
generated by the central Galactic source may be accurately determined and a
well-defined and potentially-measurable high energy neutrino flux at Earth is
unavoidable. An opportunity, therefore, to detect neutrino oscillations over an
unprecedented scale is offered by this source. In this paper we assess the
prospects for such an observation with the generation of neutrino \v{C}erenkov
telescopes now in the planning stage. We determine that the next generation of
detectors may find an oscillation signature in the Galactic Center (GC) signal.Comment: 45 pages, LaTeX, uses ApJ style, some minor revisions, this final

Quantum Oscillations in the Underdoped Cuprate YBa2Cu4O8
We report the observation of quantum oscillations in the underdoped cuprate
superconductor YBa2Cu4O8 using a tunnel-diode oscillator technique in pulsed
magnetic fields up to 85T. There is a clear signal, periodic in inverse field,
with frequency 660+/-15T and possible evidence for the presence of two
components of slightly different frequency. The quasiparticle mass is
m*=3.0+/-0.3m_e. In conjunction with the results of Doiron-Leyraud et al. for
YBa2Cu3O6.5, the present measurements suggest that Fermi surface pockets are a
general feature of underdoped copper oxide planes and provide information about
the doping dependence of the Fermi surface.Comment: Contains revisions addressing referees' comments including a

Spin-Orbit Coupling and Ion Displacements in Multiferroic TbMnO3
The electronic and magnetic properties of TbMnO3 leading to its ferroelectric
(FE) polarization were investigated on the basis of relativistic density
functional theory (DFT) calculations. In agreement with experiment, we show
that the spin-spiral plane of TbMnO3 can be either the bc- or ab-plane, but not
the ac-plane. As for the mechanism of FE polarization, our work reveals that
the "pure electronic" model by Katsura, Nagaosa and Balatsky (KNB) is
inadequate in predicting the absolute direction of FE polarization. For the
ab-plane spin-spiral state of TbMnO3, the direction of FE polarization
predicted by the KNB model is opposite to that predicted by DFT calculations.
In determining the magnitude and the absolute direction of FE polarization in
spin-spiral states, it is found crucial to consider the displacements of the
ions from their ecntrosymmetric positions
