Assessing the role of economic instruments in a policy mix for biodiversity conservation and ecosystem services provision: a review of some methodological challenges
In this paper we review a number of methodological challenges of evaluating and designing economic instruments aimed at biodiversity conservation and ecosystem services provision in the context of an existing policy mix. In the context of the EU 2010 goal of halting biodiversity loss, researchers have been called upon to evaluate the role of economic instruments for cost-effective decision-making, as well as non-market methods to assess their benefits. We argue that cost-effectiveness analysis (CEA) and non-market valuation (NMV) methods are necessary, but not sufficient, approaches to assessing the role of economic instruments in a policy mix. We review the principles of âsocial-ecological-systemsâ(SES) (Ostrom et al. 2007) and discuss how SES can complement economic cost and benefit assessment methods, in particular in policy design research. To illustrate our conceptual comparison of assessment methodologies, we look at two examples of economic instruments at different government levels â payments for ecosystem services (PES) at farm level and ecological fiscal transfers to municipal /county government. What conceptual problems are introduced when evaluating policies in an instrument mix? How can the SES framework complement CEA and NMV in policy assessment and design? We draw on experiences from Brazil and Costa Rica to exemplify these questions. We conclude with some research questions
Neonatal Administration of Thimerosal Causes Persistent Changes in Mu Opioid Receptors in the Rat Brain
Thimerosal added to some pediatric vaccines is suspected in pathogenesis of several neurodevelopmental disorders. Our previous study showed that thimerosal administered to suckling rats causes persistent, endogenous opioid-mediated hypoalgesia. Here we examined, using immunohistochemical staining technique, the density of Îź-opioid receptors (MORs) in the brains of rats, which in the second postnatal week received four i.m. injections of thimerosal at doses 12, 240, 1,440 or 3,000Â Îźg Hg/kg. The periaqueductal gray, caudate putamen and hippocampus were examined. Thimerosal administration caused dose-dependent statistically significant increase in MOR densities in the periaqueductal gray and caudate putamen, but decrease in the dentate gyrus, where it was accompanied by the presence of degenerating neurons and loss of synaptic vesicle marker (synaptophysin). These data document that exposure to thimerosal during early postnatal life produces lasting alterations in the densities of brain opioid receptors along with other neuropathological changes, which may disturb brain development
Expansion of Nature Conservation Areas: Problems with Natura 2000 Implementation in Poland?
In spite of widespread support from most member countriesâ societies for European Union policy, including support for the sustainable development idea, in many EU countries the levels of acceptance of new environmental protection programmes have been and, in particular in new member states, still are considerably low. The experience of the countries which were the first to implement union directives show that they cannot be effectively applied without widespread public participation. The goal of this study was, using the example of Poland, to assess public acceptance of the expansion of nature conservation in the context of sustainable development principles and to discover whether existing nature governance should be modified when establishing new protected areas. The increase in protected areas in Poland has become a hotbed of numerous conflicts. In spite of the generally favourable attitudes to nature which Polish people generally have, Natura 2000 is perceived as an unnecessary additional conservation tool. Both local authorities and communities residing in the Natura areas think that the programme is a hindrance, rather than a help in the economic development of municipalities or regions, as was initially supposed. This lack of acceptance results from many factors, mainly social, historic and economic. The implications of these findings for current approach to the nature governance in Poland are discussed
Discounting: reflections on the scientific and ethical dimensions of the debate
Discounting is still a highly contested element of costâbenefit analysis. From an epistemological point of view, three levels of arguments must be distinguished: the empirical, the conceptual and the ethical level. On the conceptual level, discounting turns out to be a hypothesis that has to be justified empirically. This approach requires a method for a direct (utility-)evaluation of future cash-flows in order to prove that discounting correctly represents changes of utility-values in time. Reacting on ethical criticism, economic theory tends to draw a sharp line between intra- and inter-generational discounting. This is ethically unacceptable as the composition of any generation is arbitrary. Therefore, many intra-generational problems can be reformulated as inter-generational problems and vice versa. The Catholic Secondary School Climate: Forming a Culture of Nonviolence and Healthy Relatedness
In The Catholic School on the Threshold of the Third Millennium, the Congregation for Catholic Education (1998) suggests that the foremost challenge to third millennium education is a âcrisis of valuesâ that assumes the form of moral relativism, subjectivism, and nihilism. Teen violence, disengagement with others, power games, date rape, and other forms of unhealthy sexual relationships are manifestations of this crisis. One of the characteristics of the Catholic school that enables it to respond is the climate of the educating community. The Congregation states, âThe educating community, taken as a whole, isâÂŚcalled to further the objective of a school as a place of complete formation through interpersonal relationsâ (p. 12). Fostering healthy relationships is key to the formation of young persons in our Catholic secondary schools. This article examines three questions confronting our secondary schools: How does interpersonal violence threaten both interpersonal relations and the climate of the educating community? What approaches can be used in secondary schools to contribute to a culture of nonviolence? How are healthy interpersonal relations fostered among teens in a Catholic school? We analyze these questions from an interdisciplinary perspective which draws upon research and practice fro the fields of public health, education, and psychology and the theological tradition of Catholic education, particularly moral theology
Recommendations for the user-specific enhancement of flood maps
The European Union Floods Directive requires the establishment of flood maps for high risk areas in all European member states by 2013. However, the current practice of flood mapping in Europe still shows some deficits. Firstly, flood maps are frequently seen as an information tool rather than a communication tool. This means that, for example, local stocks of knowledge are not incorporated. Secondly, the contents of flood maps often do not match the requirements of the end-users. Finally, flood maps are often designed and visualised in a way that cannot be easily understood by residents at risk and/or that is not suitable for the respective needs of public authorities in risk and event management. The RISK MAP project examined how end-user participation in the mapping process may be used to overcome these barriers and enhance the communicative power of flood maps, fundamentally increasing their effectiveness.
Based on empirical findings from a participatory approach that incorporated interviews, workshops and eye-tracking tests, conducted in five European case studies, this paper outlines recommendations for user-specific enhancements of flood maps. More specific, recommendations are given with regard to (1) appropriate stakeholder participation processes, which allow incorporating local knowledge and preferences, (2) the improvement of the contents of flood maps by considering user-specific needs and (3) the improvement of the visualisation of risk maps in order to produce user-friendly and understandable risk maps for the user groups concerned. Furthermore, "idealised" maps for different user groups are presented: for strategic planning, emergency management and the public
