    Nitrogen Loss Estimation Worksheet (NLEW): An Agricultural Nitrogen Loading Reduction Tracking Tool

    The Neuse River Basin in North Carolina was regulated in 1998, requiring that all pollution sources (point and nonpoint) reduce nitrogen (N) loading into the Neuse Estuary by 30%. Point source N reductions have already been reduced by approximately 35%. The diffuse nature of nonpoint source pollution, and its spatial and temporal variability, makes it a more difficult problem to treat. Agriculture is believed to contribute over 50% of the total N load to the river. In order to reduce these N inputs, best management practices (BMPs) are necessary to control the delivery of N from agricultural activities to water resources and to prevent impacts to the physical and biological integrity of surface and ground water. To provide greater flexibility to the agricultural community beyond standard BMPs (nutrient management, riparian buffers, and water-control structures), an agricultural N accounting tool, called Nitrogen Loss Estimation Worksheet (NLEW), was developed to track N reductions due to BMP implementation. NLEW uses a modified N-balance equation that accounts for some N inputs as well as N reductions from nutrient management and other BMPs. It works at both the field- and county-level scales. The tool has been used by counties to determine different N reduction strategies to achieve the 30% targeted reduction

    Reaching in? The potential for E-petitions in local government in the United Kingdom

    This article considers the extent to which petitions and e-petitions might allow citizens to ‘reach in’ to local authorities in the United Kingdom. It examines how e-petitions sit against wider debates about the use of technology and digital democracy and the extent to which petitions systems might align with traditional approaches to representative democracy. It highlights that, as with many other participative initiatives, digital or otherwise, there are a variety of issues and risks associated with e-petitions, including those associated with broad socio-economic factors, and others that are more specifically related to the use of e-petitions. However, drawing on existing examples of e-petitions systems in the UK, it suggests that, designed well, they may have potential value, not simply in terms of enabling ‘voice’ and participation, but also in helping educate and inform petitioners about local democracy and decision-making

    Pathways of Superoxide (O2-) decay in the Eastern Tropical North Atlantic

    Superoxide (O2-: IUPAC name dioxide (‱1−)) is an important transient reactive oxygen species (ROS) in the ocean formed as an intermediate in the redox transformation of oxygen (O2) into hydrogen peroxide (H2O2) and vice versa. This highly reactive and very short-lived radical anion can be produced both via photochemical and biological processes in the ocean. In this paper we examine the decomposition rate of O2- throughout the water column, using new data collected in the Eastern Tropical North Atlantic (ETNA) Ocean. For this approach we applied a semi factorial experimental design, to identify and quantify the pathways of the major identified sinks in the ocean. In this work we occupied 6 stations, 2 on the West African continental shelf and 4 open ocean stations, including the CVOO time series site adjacent to Cape Verde. Our results indicate that in the surface ocean, impacted by Saharan aerosols and sediment resuspension, the main decay pathways for superoxide is via reactions with Mn(II) and organic matter

    Image-guided ToF depth upsampling: a survey

    Recently, there has been remarkable growth of interest in the development and applications of time-of-flight (ToF) depth cameras. Despite the permanent improvement of their characteristics, the practical applicability of ToF cameras is still limited by low resolution and quality of depth measurements. This has motivated many researchers to combine ToF cameras with other sensors in order to enhance and upsample depth images. In this paper, we review the approaches that couple ToF depth images with high-resolution optical images. Other classes of upsampling methods are also briefly discussed. Finally, we provide an overview of performance evaluation tests presented in the related studies

    The role of war in deep transitions: exploring mechanisms, imprints and rules in sociotechnical systems

    This paper explores in what ways the two world wars influenced the development of sociotechnical systems underpinning the culmination of the first deep transition. The role of war is an underexplored aspect in both the Techno-Economic Paradigms (TEP) approach and the Multi-level perspective (MLP) which form the two key conceptual building blocks of the Deep Transitions (DT) framework. Thus, we develop a conceptual approach tailored to this particular topic which integrates accounts of total war and mechanisms of war from historical studies and imprinting from organisational studies with the DT framework’s attention towards rules and meta-rules. We explore in what ways the three sociotechnical systems of energy, food, and transport were affected by the emergence of new demand pressures and logistical challenges during conditions of total war; how war impacted the directionality of sociotechnical systems; the extent to which new national and international policy capacities emerged during wartime in the energy, food, and transport systems; and the extent to which these systems were influenced by cooperation and shared sacrifice under wartime conditions. We then explore what lasting changes were influenced by the two wars in the energy, food, and transport systems across the transatlantic zone. This paper seeks to open up a hitherto neglected area in analysis on sociotechnical transitions and we discuss the importance of further research that is attentive towards entanglements of warfare and the military particularly in the field of sustainability transitions

    Offers of assistance in politician–constituent interaction

We address the question by analyzing a corpus of 80 interactions recorded at the office of a Member of Parliament (MP) in the United Kingdom, and comprising telephone calls between constituents and the MP’s clerical ‘caseworkers’ as well as face to face encounters with MPs in their fortnightly ‘surgeries’. The data were transcribed, then analysed using conversation analysis, focusing on the design and placement of offers of assistance. We identified three types of offers within a longer ‘offering’ sequence: 1) ‘proposal offers’, which typically appear first in any offering sequence, in which politicians and caseworkers make proposals to help their constituents using formats that request permission to do so, or check that the constituent does indeed want help (e.g., “do you want me to”; “we could
”); 2) ‘announcement offers’, which appear second, and indicate that something has been decided and confirm the intention to act (e.g., “I will do X”), and 3) ‘request offers’, which appear third, and take for form “let me do X”. Request offers indicate that the offer is available but cannot be completed until the current conversation is closed; they also appear in environments in which the constituent reissues their problems and appears dissatisfied with the offers so far. The paper contributes to what we know about making offers in institutional settings, as well as shedding the first empirical light on the workings of the constituency office: the site of engagement between everyday members of the public and their elected representatives
