    In this paper, Pancasila, local wisdom and regional development are critically analyzed from the perspective of regional representative board. It was a real situation that the emergence of central-regional dichotomies in the terminology of “capitalistic development” was continuously designed by the new order regime. As its result, the dichotomy emerged unproductive impacts for Indonesian community in the region. The regional development's mission should be understood as an effort of regional autonomy stabilization, primarily in the implementation of development and government tasks, acceleration of regional development by strengthening and raising “capacity for competence” as a foundation of regional growth. Therefore, the regional development is proposed to develop and strengthen the government in accordance with the regional autonomy implementation such as realistic, dynamic, harmonious, and responsible governance

    Analysis Of Electronic Recruitment Policy: Implementation, Driving Factors And Barriers

    The purpose of this research is to analyze electronic recruitment from the perspective of implementation, driving factors as well as barriers. Type of research is exploratory research with qualitative approach and using case study method. The research was conducted at Headquarter Office of Jawa Timur Park 1, PT. BEON Intermedia and PERUM JASA TIRTA I. Primary data were retrieved from in-depth interview and secondary data were retrieved from observatioan as well as documentation. The results indicated that: 1) Factors to conduct e-recruitment based on Edward III theory, such as: communication, resource, disposition and bureaucratic structure, in general already fulfilled by the all company. But in several cases, there are minor obstacles, such as lack of clarity in communication aspect, lack of resource and the different attitude shown by the implementers; 2) The driving factor in order to conducting e-recruitment came from several reasons, mostly: approval, support and public trust, implementer have sufficient information, particularly regarding the conditions and subject to public awareness with the policy and adequate assignments and obligations of policy implementation; 3) The barriers in order to conducting e-recruitment came from several reasons, mostly: lack or sources (time, money, and human resources), uncertainty internal and external factors and the contents of the policy is not clear

    MAGNETO HYDRODYNAMIC NATURAL CONVECTION FLOW ON A VERTICAL CYLINDER WITH A PRESENCE OF HEAT GENERATION AND RADIATION

    The present work investigates the effect of magneto – hydrodynamic (MHD) laminar natural convection flow on a vertical cylinder in presence of heat generation and radiation. The governing equations which used are Continuity, Momentum and Energy equations. These equations are transformed to dimensionless equations using Vorticity-Stream Function method and the resulting nonlinear system of partial differential equations are then solved numerically using finite difference approximation. A thermal boundary condition of a constant wall temperature is considered. A computer program (Fortran 90) was built to calculate the rate of heat transfer in terms of local Nusselt number, total mean Nusselt number, velocity distribution as well as temperature distribution for a selection of parameters sets consisting of dimensionless heat generation parameter (0.0 ≤ Q ≤ 2.0), conduction – radiation parameter (0.0 ≤ N ≤ 10.0), and the dimensionless magneto hydrodynamic parameter (0.0 ≤ M ≤ 1.0). Numerical solution have been considered for a fluid Prandtl number fixed at (Pr=0.7), Rayleigh number (102 ≤ ≤ 105 ) l Ra . The results are shown reasonable representation to the relation between Nusselt number and Rayleigh number with other parameters (M, N and Q). Generally, Nu increase with increasing Ra, M, N and Q separately. When the MHD, N, and Q effect added to the heat transfer mechanism, the heat transfer rate increased and this effect increased with increasing in Ra, MHD, N, and Q. The effect of magneto hydrodynamic, heat generation and heat radiation on the rate of heat transfer is concluded by correlation equations. The results are found to be in good agreement compared with the results of other researchers

    Floods hit Jakarta every year. The three-meter high floods, due to overflowing Ciliwung River, hit Kampung Pulo, Kampung Melayu, Jatinegara, East Jakarta (Wednesday, 13/02/2013). This paper aims to formulate the concept of watershed improvements in Jakarta. The concept promotes environmental innovation systems in the watershed named GPS2 (Green Pipe System State). GPS2 is a series of elements that are connected to one another. GPS2 important element is the principle of circular motion, the principle of water flow, the concept of using a pipe drains, the concept of river water filters that are free of trash, removal of the concept of river water to flow smoothly, the concept of green areas in the watershed, and the concept of with a maximum water absorption by trees and holes in the catchment basin and certain areas are frequently flooded.GPS2 system workflow begins with the screening of garbage on the main river by using circular motion. Garbage is lifted to the river bank whilst filtered water enters into the main channel then undergoes filtration on filter 1 to produce water clean. The water is removed and undergone a screening process again on the filter 2 and the resulting clean water is ready to circulate to the area around GPS2. The water flowed through the pipes supported by trees that also serves to increase the amount of green open space in the city. The water will be stored in the water tank or directly utilized by residents. In addition to filtered water flows, a small stream flowed even more clear to maintain the balance of the ecosystem. GPS2 has enormous benefits such as overcoming the problem of flooding in the capital of Jakarta, helping provide clean water, adding a green open space as well as addressing issues, in particular garbage in the river

    MIXED CONVECTION PHENOMINA AFFECTED BY RADIATION IN A HORIZONTAL RECTANGULAR DUCT WITH COCENTRIC AND ECCENTRIC CIRCULAR CORE

    The numerical investigation has been performed to study the radiation affected steady state laminar mixed convection induced by a hot inner varied positions circular core in a horizontal rectangular channel for a fully developed flow. To examine the effects of thermal radiation on thermo fluid dynamics behavior in the eccentric geometry channel, the generalized body fitted co-ordinate system is introduced while the finite difference method is used for solving the radiative transport equation. The governing equations which used are continuity, momentum and energy equations. These equations are normalized and solved using the Vorticity-Stream function. After validating numerical results for the case without radiation, the detailed radiation effect is discussed. From the parametric study, the Nusselt number (Nu) distributions in steady state were obtained for Aspect Ratio AR (0.55-1) and Geometry Ratio GR (0.1-0.9). The fluid Prandtl number is 0.7, Rayleigh number (0 ≤ Ra ≤ 104), Reynolds number Re (1-2000), Optical Thickness (0 ≤ t ≤ 10), Conduction-Radiation parameter (0 ≤ N ≤ 100) for the range of parameters considered. It is indicated in the results that heat transfer from the surface of the circular core exceeds that of the rectangle duct and when circular core is lower than the center of the channel, the rate of heat transfer decreased. The correlation equations are concluded to describe the radiation effect

    Size and Structure Dependence of the Anomalous Bulk Modulus for FCC Metallic Nanoparticles

    812-817The purpose of this work is to develop a theoretical model to calculate the bulk moduli of FCC nanoparticles that account for their size and structure. The bulk modulus for spherical nanoparticles has been derived from the cohesive energy which had been calculated by summing up the potential energy function of every pair of atoms of these metallic nanoparticles. The ab initio pair potential energy function has been formed by inverting the cohesive energy function proposed by (Rose et al., 1981), using the Chen-Mobius method. The results show that, as the size decreases, the bulk modulus decreases for spherical nanoparticles, which agrees with previous experimental and theoretical predictions. The results also predicted an “amorphous” structure for ultra-small nanoparticles and were consistent with previous experimental work

    PARAMETRIC STUDY OF LAMINAR FREE CONVECTION IN INCLINED POROUS ANNULUS WITH FINS ON THE INNER CYLINDER

    An experimental and numerical study has been carried out to investigate the heat transfer by natural convection in a three dimensional annulus enclosure filled with porous media (silica sand) between two inclined concentric cylinders with (and without) annular fins attached to the inner cylinder under steady state condition; The experiments were carried out for a range of modified Rayleigh number (0.2 ≤Ra*≤ 11) and extended to Ra* =500 for numerical study, annulus inclination angle of (δ = 0˚, 30˚, 60˚ and 90˚). The numerical study was to write the governing equation under an assumptions used Darcy law and Boussinesq’s approximation and then solved numerically using finite difference approximation. It was found that the average Nusselt number depends on (Ra*, Hf, δ and Rr) and the maximum value of the local Nusselt number for vertical cylinder is about two times as large as that of the horizontal case. The results showed that, increasing of fin length increases the heat transfer rate for any fins pitch unless the area of the inner cylinder exceeds that of the outer one, then the heat will be stored in the porous media. A correlation for Nu in terms of Ra, Rr and δ, has been developed for inner cylinder. A comparison was made between the results of the present work and with other researches for the case without fins and excellent agreement was obtained and reveals deviation less than 5 % for average Nusselt number
