    A Guerra da Independência provocou a mobilização popular no norte da Argentina. Logo que a guerra foi travada nas províncias de Salta e Jujuy, a população rural se alistou em batalhões da milícia desde 1814. Os regulamentos das milícias no Rio da Prata conclamaram na extensão da jurisdição militar (Fuero) seus soldados, e também uma compensação pela sua mobilização para o combate. A mobilização popular no norte de Rio de Prata representou uma ameaça ao poder da elite à medida em que desafiava hierarquias e padrões sociais estabelecidos de longa data desde os tempos coloniais. Ações como a intimidação, a apreensão de gado, e as ocupações de terra foram comumente tomadas pelos gaúchos como atos de justiça social. A elite via-as como atos arrogantes e violentos que visavam cercear seu poder e tirá-los de propriedade e poder.The War for Independence brought about popular mobilization in northern Argentina. As the war was waged in the provinces of Salta and Jujuy, rural population enlisted in militia battalions since 1814. Militia regulations in the Rio de la Plata area called for the extension of military jurisdiction (fuero) to all soldiers as well as for compensation when mobilized for combat. Popular mobilization in Northern Rio de la Plata posed a threat to elite power as it challenged long-held hierarchies and patterns of social deference dating from colonial times. Actions such as intimidation, seizure of livestock, and land occupations were commonly taken by gauchos and regarded by them as acts of social justice.     A study of the two northern open clusters NGC 1582 and NGC 1663

    We present CCD UBV(I)C observations obtained in the field of the previously unstudied northern open clusters NGC 1582 and NGC 1663. For the former, we also provide high-resolution spectra of the brightest stars and complement our data with Two-Micron All-Sky-Survey (2MASS) near-infrared photometry and with astrometric data from the Tycho-2 catalog. From the analysis of all these data, we argue that NGC 1582 is a very poor, quite large and heavily contaminated open cluster. It turns out to have a reddening EB-V = 0.35 +/- 0.03, to be situated 1100 +/- 100 pc from the Sun and to have an age of 300 +/- 100 Myr. On the other hand, we were not able to unambiguously clarify the nature of NGC 1663. By assuming it is a real cluster and from the analysis of its photometric diagrams, we found a color excess value EB-V = 0.20, an intermediate age value ( ~ 2000 Myr) and a distance of about 700 pc. The distribution of the stars in the region however suggests we are probably facing an open cluster remnant. As an additional result, we obtained aperture photometry of three previously unclassified galaxies placed in the field of NGC 1663 and performed a preliminary morphological classification of them.Fil: Baume, Gustavo Luis.     Entropic measures of joint uncertainty: effects of lack of majorization

    We compute R\'enyi entropies for the statistics of a noisy simultaneous observation of two complementary observables in two-dimensional quantum systems. The relative amount of uncertainty between two states depends on the uncertainty measure used. These results are not reproduced by a more standard duality relation. We show that these behaviors are consistent with the lack of majorization relation between the corresponding statistics.Comment: 10 pages, 3 figure

    Targeting Aid to the Needy and Deserving: Nothing But Promises?

    By reallocating aid to where it is needed most and where a productive use is most likely, donors could help alleviate poverty in developing countries. The rhetoric of donors suggests that this insight has increasingly shaped the allocation of aid. However, we find little evidence supporting the view that the targeting of aid has improved significantly. Most donors provide higher aid to relatively poor countries, but so far the fight against poverty has not resulted in a stronger focus on recipient countries with particularly high incidence of absolute poverty. Many donors failed to direct aid predominantly to where local conditions were conducive to a productive use of inflows. The response of donors to changing institutional and policy conditions in recipient countries turns out to be fairly weak.     Identification and analysis of the young population in the starburst galaxy NGC 253

    We present a study of the young population in the starburst galaxy NGC 253. In particular, we focused our attention on searching young star groups, obtaining their main properties and studying their hierarchical organization. For this task, we used multiband images and their corresponding photometric data obtained with the Advanced Camera for Surveys of the Hubble Space Telescope (ACS/HST).We have first derived the absorption affecting the different regions of the galaxy. Then, we applied an automatic and objective searching method over the corrected data in order to detect young star groups. We complemented this result with the construction of the stellar density map for the blue young population. A statistical procedure to decontaminate the photometric diagrams from field stars was applied over the detected groups and we estimated their fundamental parameters.As a result, we built a catalog of 875 new identified young groups with their main characteristics, including coordinates, sizes, estimated number of members, stellar densities, luminosity function (LF) slopes and galactocentric distances. We observed these groups delineate different structures of the galaxy, and they are the last step in the hierarchical way in which the young population is organized. From their size distribution, we found they have typical radius of ∼ 40 − 50 pc. These values are consistent with those ones found in others nearby galaxies. We estimated a mean value of the LF slope of 0.21 and an average density of 0.0006 stars/pc³ for the identified young groups taking into account stars earlier than B6.Fil: Rodriguez, Maria Jimena.
