Introduction to Special Issue on âDisaggregating Civil Warâ
We introduce the contributions to this special issue on âDisaggregating Civil War.â We review the problems arising from excessive aggregation in studies of civil war, and outline how disaggregation promises to provide better insights into the causes and dynamics of civil wars, using the articles in this special issue as examples. We comment on the issue of the appropriate level of disaggregation, lessons learned from these articles, and issues for further research. </jats:p
Reputation, concessions, and territorial civil war
Barbara Walterâs application of reputation theory to self-determination movements has advanced our understanding of why many separatist movements result in armed conflict. Walter has shown that governments of multi-ethnic societies often respond to territorial disputes with violence to deter similar future demands by other ethnic groups. When governments grant territorial accommodation to one ethnic group, they encourage other ethnic groups to seek similar concessions. However, a number of recent empirical studies casts doubt on the validity of Walterâs argument. We address recent challenges to the efficacy of reputation building in the context of territorial conflicts by delineating the precise scope conditions of reputation theory. First, we argue that only concessions granted after fighting should trigger additional conflict onsets. Second, the demonstration effects should particularly apply to groups with grievances against the state. We then test the observable implications of our conditional argument for political power-sharing concessions. Using a global sample of ethnic groups in 120 states between 1946 and 2013, we find support for our arguments. Our theoretical framework enables us to identify the conditions under which different types of governmental concessions are likely to trigger future conflicts, and thus has important implications for conflict resolution
Political opportunity structures, democracy, and civil war
Theories of mobilization suggest that groups are more likely to resort to violence in the presence of political opportunity structures that afford greater prospects for extracting concessions from the government or better opportunities to topple ruling governments. However, existing efforts to consider the possible influences of political opportunity structures on incentives for violence and civil war empirically have almost invariably relied upon measures of democracy to proxy for the hypothesized mechanisms, most notably the argument that the opposing effects of political accommodation and repression will give rise to an inverted U-shaped relationship between democracy and the risk of civil war. The authors detail a number of problems with measures of democracy as proxies for political opportunity structures and develop alternative measures based on the likely risks that political leaders will lose power in irregular challenges and their implications for the incentives for resort to violence. The authors evaluate empirically how the security with which leaders hold office influences the prospects of violent civil conflict. The findings indicate that recent irregular leader entry and transitions indeed increase the risk of conflict onset, while democratic institutions are found to decrease the risk of civil war, after controlling for the new measures of state weakness. </jats:p
Language, Religion, and Ethnic Civil War
Are certain ethnic cleavages more conflict-prone than others? While only few scholars focus on the contents of ethnicity, most of those who do argue that political violence is more likely to occur along religious divisions than linguistic ones. We challenge this claim by analyzing the path from linguistic differences to ethnic civil war along three theoretical steps: (1) the perception of grievances by group members, (2) rebel mobilization, and (3) government accommodation of rebel demands. Our argument is tested with a new data set of ethnic cleavages that records multiple linguistic and religious segments for ethnic groups from 1946 to 2009. Adopting a relational perspective, we assess ethnic differences between potential challengers and the politically dominant group in each country. Our findings indicate that intrastate conflict is more likely within linguistic dyads than among religious ones. Moreover, we find no support for the thesis that Muslim groups are particularly conflict-prone
Contagion or Confusion? Why Conflicts Cluster in Space
Civil wars cluster in space as well as time. In this study, we develop and evaluate empirically alternative explanations for this observed clustering. We consider whether the spatial pattern of intrastate conflict simply stems from a similar distribution of relevant country attributes or whether conflicts indeed constitute a threat to other proximate states. Our results strongly suggest that there is a genuine neighborhood effect of armed conflict, over and beyond what individual country characteristics can account for. We then examine whether the risk of contagion depends on the degree of exposure to proximate conflicts. Contrary to common expectations, this appears not to be the case. Rather, we find that conflict is more likely when there are ethnic ties to groups in a neighboring conflict and that contagion is primarily a feature of separatist conflicts. This suggests that transnational ethnic linkages constitute a central mechanism of conflict contagion. © 2008 International Studies Association
SDM:A New Data Set on Self-determination Movements with an Application to the Reputational Theory of Conflict
This dataset, of self-determination movements (SDMs) with universal coverage for the period from 1945 to 2012, corrects the selection bias that characterizes previous efforts to code SDMs and significantly expands coverage relative to the extant literature. For a random sample of cases, we add information on stateâmovement interactions and several attributes of SDM groups. The data can be used to study the causes of SDMs, the escalation of self-determination (SD) conflicts over time, and several other theoretical arguments concerning separatist conflict that have previously been tested with incomplete or inferior data.The creators request that the associated paper is cited in place of this dataset
It Takes Two
Theories of conflict emphasize dyadic interaction, yet existing empirical studies of civil war focus largely on state attributes and pay little attention to nonstate antagonists. We recast civil war in a dyadic perspective, and consider how nonstate actor attributes and their relationship to the state influence conflict dynamics. We argue that strong rebels, who pose a military challenge to the government, are likely to lead to short wars and concessions. Conflicts where rebels seem weak can become prolonged if rebels can operate in the periphery so as to defy a government victory yet are not strong enough to extract concessions. Conflicts should be shorter when potential insurgents can rely on alternative political means to violence. We examine these hypotheses in a dyadic analysis of civil war duration and outcomes, using new data on nonstate actors and conflict attributes, finding support for many of our conjectures. </jats:p

are a key motivation for civil war. Ethnic power-sharing should therefore
reduce the risk of internal conflict. Yet conflict researchers disagree on
whether formal power-sharing institutions effectively prevent large-scale
violence.We can improve our understanding of the effect of power-sharing
institutions by analyzing the mechanisms under which they operate. To
this effect, we compare the direct effect of formal power-sharing institutions
on peace with their indirect effect through power-sharing behavior.
Combining data on inclusive and territorially dispersive institutions with
information on power-sharing behavior, we empirically assess this relationship
on a global scale. Our causal mediation analysis reveals that formal
power-sharing institutions affect the probability of ethnic conflict onset
