Cet article étudie comment le succès économique chinois en arrive à avoir un impact négatif sur les libertés civiles et la démocratie en Occident et pourquoi l’interdépendance croissante entre l’économie mondiale et la Chine permet à cette dernière d’influencer les positions politiques de grandes démocraties, alors que le contraire n’est pas possible. À partir de cas concrets, il montre comment la diplomatie chinoise joue sur les relations économiques avec certaines grandes démocraties pour les amener à infléchir leur politique notamment à l’égard du dalaï-lama. Il souligne également à quel point les enjeux du marché chinois rendent les multinationales plus vulnérables aux pressions de Pékin tandis que les intérêts financiers internationaux amènent à coopérer avec un appareil répressif afin de limiter les libertés, en Chine ou ailleurs. Il défend enfin l’argument suivant lequel, avec la fin de la guerre froide, la nouvelle économie politique associée à la globalisation explique la montée en puissance d’une forme de diplomatie dictatoriale

A breeze energy harvesting of vibration caused with a cantilevered piezoelectric beam

The researches of wind energy harvesting have been more and more popular in recent years. In the paper, a vibration energy caused by a breeze is harvested with a cantilevered beam using a piezoelectric patch. When a swaging fan applies a breeze environment, the alternating voltage generates from the piezoelectric patch. Moreover, by designing a full wave rectifier, the alternating voltage from the piezoelectric patch is transformed as a DC voltage. Through some experiments, the amplitude of the alternating voltage is about 2.70 V and its frequency is 2.60 Hz (the first natural frequency of the cantilevered beam). And the gained DC voltage is about 2.45 V and can be made a luminous diode be on. These experimental results indicate that vibration energy caused by the breeze can be harvested with a full wave rectifier

Large-scale prediction of long non-coding RNA functions in a coding–non-coding gene co-expression network

Although accumulating evidence has provided insight into the various functions of long-non-coding RNAs (lncRNAs), the exact functions of the majority of such transcripts are still unknown. Here, we report the first computational annotation of lncRNA functions based on public microarray expression profiles. A coding–non-coding gene co-expression (CNC) network was constructed from re-annotated Affymetrix Mouse Genome Array data. Probable functions for altogether 340 lncRNAs were predicted based on topological or other network characteristics, such as module sharing, association with network hubs and combinations of co-expression and genomic adjacency. The functions annotated to the lncRNAs mainly involve organ or tissue development (e.g. neuron, eye and muscle development), cellular transport (e.g. neuronal transport and sodium ion, acid or lipid transport) or metabolic processes (e.g. involving macromolecules, phosphocreatine and tyrosine)
