    Smeared heat-kernel coefficients on the ball and generalized cone

    We consider smeared zeta functions and heat-kernel coefficients on the bounded, generalized cone in arbitrary dimensions. The specific case of a ball is analysed in detail and used to restrict the form of the heat-kernel coefficients AnA_n on smooth manifolds with boundary. Supplemented by conformal transformation techniques, it is used to provide an effective scheme for the calculation of the AnA_n.     Health informatics education for clinicians and managers - What's holding up progress?

    This paper reports outcomes of a national survey of health informatics (HI) education and training carried out in the UK. A questionnaire to elicit details of HI and IT skills teaching was derived from a national consensus document (Learning to Manage Health Information, LtMHI). Forms were sent to all pre-qualification medical and nursing schools and to a stratified sample of postgraduate and post-registration programmes. Three case studies were carried out in acute hospital trusts to gain insight into opportunities for continuing professional development in health informatics and IT. Our evidence suggests that in the UK, health informatics is not yet integrated into the clinical curriculum. Nearly all the pre-qualification courses made some provision for teaching IT skills. Nonetheless, many respondents felt that students did not receive sufficient training. There was considerable variation in the amount of HI teaching provided in the different educational sectors. The case studies suggested very little HI training was provided for clinical staff and take-up of provision was not monitored. A number of factors are holding up progress, the most important being a lack of staff with the knowledge and skills to provide academic leadership. Citizens of Vicenza, the first city to come under Venetian rule, proclaimed their city "firstborn of Venice" and a model for the Venetian Republic's dominions on the terraferma. In Firstborn of Venice James Grubb tests commonplace attributes of the Renaissance state through a rich case study of society and politics in fifteenth-century Vicenza.     Realizations of Differential Operators on Conic Manifolds with Boundary

    We study the closed extensions (realizations) of differential operators subject to homogeneous boundary conditions on weighted L_p-Sobolev spaces over a manifold with boundary and conical singularities. Under natural ellipticity conditions we determine the domains of the minimal and the maximal extension.     The first half of this work gives a survey of the fractional Laplacian (and related operators), its restricted Dirichlet realization on a bounded domain, and its nonhomogeneous local boundary conditions, as treated by pseudodifferential methods. The second half takes up the associated heat equation with homogeneous Dirichlet condition. Here we recall recently shown sharp results on interior regularity and on LpL_p-estimates up to the boundary, as well as recent H\"older estimates. This is supplied with new higher regularity estimates in L2L_2-spaces using a technique of Lions and Magenes, and higher LpL_p-regularity estimates (with arbitrarily high H\"older estimates in the time-parameter) based on a general result of Amann.     Future monitoring of charged particle energy deposition into the upper atmosphere and comments on possible relationships between atmospheric phenomena and solar and/or geomagnetic activity

    Monitoring of earth's atmosphere was conducted for several years utilizing the ITOS series of low-altitude, polar-orbiting weather satellites. A space environment monitoring package was included in these satellites to perform measurements of a portion of earth's charged particle environment. The charged particle observations proposed for the low-altitude weather satellite TIROS N, are described which will provide the capability of routine monitoring of the instantaneous total energy deposition into the upper atmosphere by the precipitation of charged particles from higher altitudes. Such observations may be of use in future studies of the relationships between geomagnetic activity and atmospheric weather pattern developments. Estimates are given to assess the potential importance of this type of energy deposition. Discussion and examples are presented illustrating the importance of distinguishing between solar and geomagnetic activity as possible causative sources. Such differentiation is necessary because of the widely different spatial and time scales involved in the atmospheric energy input resulting from these various sources of activity

    Differentiation and dynamics of competitiveness impacts from the EU ETS

    We summarises the main factors that differentiate impacts of the EU ETS on profitability and market share. By examining sampling a range of sectors, we present some simple metrics and indicators to help judge the nature of potential impacts. We also consider briefly the mitigation response to these impacts by sectors, and how they may evolve over time. The broad conclusion confirms the aggregate findings presented in the existing literature - most participating sectors are likely to profit under the current ETS structure out to 2012 at the cost of a modest loss of market share, but this may not hold for individual companies and regions. The period 2008-12 can assist participating sectors to build experience and financial reserves for longer term technology investments and diversification, providing the continuation and basic principles of the EU ETS post-2012 is quickly defined and incentives are in place for sectors to pursue this.Emissions trading, industrial competitiveness, spillovers, allowance allocation, perverse incentives.

    Misplaced expectations from climate disclosure initiatives

    The financial sector’s response to pressures around climate change has emphasized the role of disclosure, notably through the recommendations of the Financial Stability Board’s Task Force on Climate-related Financial Disclosures. This Perspective examines two dimensions of the expectations behind transparency and disclosure initiatives: the belief that disinvestment is driven by disclosure; and that investment ‘switches’ from high- to low-carbon assets. We warn about the risk of disappointment from inflated expectations about what transparency can really deliver and suggest some areas that research and public policy should examine to mobilize the required capital to meet climate goals
