Study of helium transfer technology for STICCR: Fluid management
The Space Infrared Telescope Facility (SIRTF) is a long life cryogenically cooled space based telescope for infrared astronomy from 2 to 700 microns currently under study and planned for launch in the mid 90's. SIRTF will operate as a multi-user facility, initially carrying 3 instruments at the focal plane. It will be cooled to below 2 K by superfluid liquid helium to achieve radiometric sensitivity limited only by the statistical fluctuations in the natural infrared background radiation over most of its spectral range. The lifetime of the mission will be limited by the lifetime of the liquid helium supply, and is currently baselined to be 2 years. Candidates are reviewed for a liquid management device to be used in the resupply of liquid helium, and for the selection of an appropriate candidate
The effect of farming system on dairy cow cleanliness in the UK and implications to udder health
The cleanliness of dairy cows was assessed using a 20 point hygiene score system at different times in the year on 14 organic and 14 conventional farms in the UK. Overall, cows were dirtier during winter housing compared to summer grazing. Farming system had no effect on cow cleanliness when cows were at grass, but when housed in the winter, organic cows were more likely to be cleaner. There was a link between cow hygiene scores and milk hygiene, with herds having lower bulk tank somatic cell counts (BTSCC) tending to have cleaner cows. This relationship was strongest for the organic herds. There was no significant link between hygiene score and Bactoscan (BS) count or mastitis incidence
Nonnegatively curved homogeneous metrics obtained by scaling fibers of submersions
We consider invariant Riemannian metrics on compact homogeneous spaces G/H
where an intermediate subgroup K between G and H exists, so that the
homogeneous space G/H is the total space of a Riemannian submersion. We study
the question as to whether enlarging the fibers of the submersion by a constant
scaling factor retains the nonnegative curvature in the case that the
deformation starts at a normal homogeneous metric. We classify triples of
groups (H,K,G) where nonnegative curvature is maintained for small
deformations, using a criterion proved by Schwachh\"ofer and Tapp. We obtain a
complete classification in case the subgroup H has full rank and an almost

Phase correlation of laser waves with arbitrary frequency spacing
The theoretically predicted correlation of laser phase fluctuations in
Lambda-type interaction schemes is experimentally demonstrated. We show, that
the mechanism of correlation in a Lambda scheme is restricted to high frequency
noise components, whereas in a double- scheme, due to the laser phase
locking in closed-loop interaction, it extends to all noise frequencies. In
this case the correlation is weakly sensitive to coherence losses. Thus the
double-Lambda scheme can be used to correlate e.m. fields with carrier
frequency differences beyond the GHz regime.Comment: 4 pages, 4 figure

The author has revealed new technology of adaptation of young specialists which will allow new employees to feel more comfortably on a new workplace, to join collective, and also will lead to reduction of a dissatisfaction and turnover of staff at an initial stage of adaptation
Detection of negative energy: 4-dimensional examples
We study the response of switched particle detectors to static negative
energy densities and negative energy fluxes. It is demonstrated how the
switching leads to excitation even in the vacuum and how negative energy can
lead to a suppression of this excitation. We obtain quantum inequalities on the
detection similar to those obtained for the energy density by Ford and
co-workers and in an `operational' context by Helfer. We revisit the question
`Is there a quantum equivalence principle?' in terms of our model. Finally, we
briefly address the issue of negative energy and the second law of

Multifrequency Observations of the Virgo Blazars 3C 273 and 3C 279 in CGRO Cycle 8
We report first observational results of multifrequency campaigns on the
prominent Virgo blazars 3C 273 and 3C 279 which were carried out in January and
February 1999. Both blazars are detected from radio to gamma-ray energies. We
present the measured X- to gamma-ray spectra of both sources, and for 3C 279 we
compare the 1999 broad-band (radio to gamma-ray) spectrum to measured previous

`Operational' Energy Conditions
I show that a quantized Klein-Gordon field in Minkowski space obeys an
`operational' weak energy condition: the energy of an isolated device
constructed to measure or trap the energy in a region, plus the energy it
measures or traps, cannot be negative. There are good reasons for thinking that
similar results hold locally for linear quantum fields in curved space-times. A
thought experiment to measure energy density is analyzed in some detail, and
the operational positivity is clearly manifested.
If operational energy conditions do hold for quantum fields, then the
negative energy densities predicted by theory have a will-o'-the-wisp
character: any local attempt to verify a total negative energy density will be
self-defeating on account of quantum measurement difficulties. Similarly,
attempts to drive exotic effects (wormholes, violations of the second law,
etc.) by such densities may be defeated by quantum measurement problems. As an
example, I show that certain attempts to violate the Cosmic Censorship
principle by negative energy densities are defeated.
These quantum measurement limitations are investigated in some detail, and
are shown to indicate that space-time cannot be adequately modeled classically
