    Environmental Impacts of a North American Free Trade Agreement

    A reduction in trade barriers generally will affect the environment by expanding the scale of economic activity, by altering the composition of economic activity, and by bringing about a change in the techniques of production. We present empirical evidence to assess the relative magnitudes of these three effects as they apply to further trade liberalization in Mexico. In Section 1. we use comparable measures of three air pollutants in a cross-section of urban areas located in 42 countries to study the relationship between air quality and economic growth. We find for two pollutants (sulfur dioxide and "smoke") that concentrations increase with per capita GDP at low levels of national income, but decrease with GD? growth at higher levels of income. Section 2 studies the determinants of the industry pattern of U.S. imports from Mexico and of value added by Mexico's maquiladora sector. We investigate whether the size of pollution abatement costs in the U.S. industry influences the pattern of international trade and investment. Finally, in Section 3, we use the results from a computable general equilibrium model to study the likely compositional effect of a NAFTA on pollution in Mexico.

The full implementation of an accreditation process for teacher education programs was not completed within the time of the development project. However, the effort to do so encouraged the formation of a ‘quality culture’ in the faculties of education. The paper discusses what took place and analyses the later response of teacher educators to the introduction of accreditation criteria and the way in which they were introduced. Educators largely welcomed national standards and accreditation, but wished to have flexible means of implementation

    We construct a generalization of the quantum Hall effect where particles move in an eight dimensional space under an SO(8) gauge field. The underlying mathematics of this particle liquid is that of the last normed division algebra, the octonions. Two fundamentally different liquids with distinct configurations spaces can be constructed, depending on whether the particles carry spinor or vector SO(8) quantum numbers. One of the liquids lives on a 20 dimensional manifold of with an internal component of SO(7) holonomy, whereas the second liquid lives on a 14 dimensional manifold with an internal component of G2G_2 holonomy.Comment: 5 page

    Calculation of hypersonic shock structure using flux-split algorithms

    There exists an altitude regime in the atmosphere that is within the continuum domain, but wherein the conventional Navier-Stokes equations cease to be accurate. The altitude limits for this so called continuum transition regime depend on vehicle size and speed. Within this regime the thickness of the bow shock wave is no longer negligible when compared to the shock stand-off distance and the peak radiation intensity occurs within the shock wave structure itself. For this reason it is no longer valid to treat the shock wave as a discontinuous jump and it becomes necessary to compute through the shock wave itself. To accurately calculate hypersonic flowfields, the governing equations must be capable of yielding realistic profiles of flow variables throughout the structure of a hypersonic shock wave. The conventional form of the Navier-Stokes equations is restricted to flows with only small departures from translational equilibrium; it is for this reason they do not provide the capability to accurately predict hypersonic shock structure. Calculations in the continuum transition regime, therefore, require the use of governing equations other than Navier-Stokes. Several alternatives to Navier-Stokes are discussed; first for the case of a monatomic gas and then for the case of a diatomic gas where rotational energy must be included.     CP Violation in \tau ->\nu\pi K_S and D->\pi K_S: The Importance of K_S-K_L Interference

    The BB-factories have measured CP asymmetries in the τπKSν\tau\to\pi K_S\nu and DKSπD\to K_S\pi modes. The KSK_S state is identified by its decay to two pions at a time that is close to the KSK_S lifetime. Within the Standard Model and many of its extensions, the asymmetries in these modes come from CP violation in K0Kˉ0K^0-\bar{K}^0 mixing. We emphasize that the interference between the amplitudes of intermediate KSK_S and KLK_L is as important as the pure KSK_S amplitude. Consequently, the measured asymmetries depend on the times over which the relevant decay rates are integrated and on features of the experiment.Comment: 4 pages, 4 figure

    Assortative mixing in networks

    A network is said to show assortative mixing if the nodes in the network that have many connections tend to be connected to other nodes with many connections. We define a measure of assortative mixing for networks and use it to show that social networks are often assortatively mixed, but that technological and biological networks tend to be disassortative. We propose a model of an assortative network, which we study both analytically and numerically. Within the framework of this model we find that assortative networks tend to percolate more easily than their disassortative counterparts and that they are also more robust to vertex removal.Comment: 5 pages, 1 table, 1 figur

    B-Decay CP Asymmetries, Discrete Ambiguities and New Physics

    The first measurements of CP violation in the BB system will likely probe sin2α\sin 2\alpha, sin2β\sin 2\beta and cos2γ\cos 2\gamma. Assuming that the CP angles α\alpha, β\beta and γ\gamma are the interior angles of the unitarity triangle, these measurements determine the angle set (α,β,γ)(\alpha,\beta,\gamma) except for a twofold discrete ambiguity. If one allows for the possibility of new physics, the presence of this discrete ambiguity can make its discovery difficult: if only one of the two candidate solutions is consistent with constraints from other measurements in the BB and KK systems, one is not sure whether new physics is present or not. We review the methods used to resolve the discrete ambiguity and show that, even in the presence of new physics, they can usually be used to uncover this new physics. There are some exceptions, which we describe in detail. We systematically scan the parameter space and present examples of values of (α,β,γ)(\alpha,\beta,\gamma) and the new-physics parameters which correspond to all possibilities. Finally, we show that if one relaxes the assumption that the bag parameters \BBd and \BK are positive, one can no longer definitively establish the presence of new physics.Comment: 29 pages, LaTeX, 1 figures, presentation substantially reworked, physics conclusions unchanged.     Engaging Older Youth: Program and City-Level Strategies to Support Sustained Participation in Out-of-School Time

    With support from The Wallace Foundation, the Harvard Family Research Project and P/PV conducted a study of almost 200 out-of-school-time (OST) programs in six cities to better understand how they promote sustained participation among older youth.The resulting data indicated that two of the most important practices distinguishing high-retention programs were: ample leadership opportunities for youth and high levels of staff efforts to keep informed about participants' lives outside the programs. The study also compares and contrasts effective practices for middle school- versus high school-aged youth, noting the shortcomings of "one-size-fits-all" strategies. Finally, Engaging Older Youth details the influence of city-level OST initiatives on programs and identifies the types of city-level services that likely support participation

    2D Percolation path exponents xPx^{\cal P}_{\ell} describe probabilities for traversals of annuli by \ell non-overlapping paths, each on either occupied or vacant clusters, with at least one of each type. We relate the probabilities rigorously to amplitudes of O(N=1)O(N=1) models whose exponents, believed to be exact, yield xP=(21)/12x^{\cal P}_{\ell}=({\ell}^2-1)/12.
