    Open access and promotion and tenure evaluation plans at the University of Wisconsin–Eau Claire

    Department and program evaluation plans at the University of Wisconsin–Eau Claire were examined to see if these documents provide evidence that could be used to justify supporting the publication of peer-reviewed open access articles toward tenure and promotion. In an earlier study, the authors reveal that faculty members at the University of Wisconsin–Eau Claire are more unaware of open access publishing than their counterparts at larger universities. These findings dovetail with other studies that show that faculty members are reluctant to publish in open access journals because of concerns about the quality of those journals. The existing body of scholarship suggests that tenure-line faculty fear publishing in open access journals because it could adversely impact their chances of promotion and tenure. The authors of this current study sought to determine if department and program evaluation plans could influence negative perceptions faculty have of open access journals. The implications of this study for librarians, scholarly communication professionals, tenure-line faculty, departments, and programs are addressed

    Exporting Telecommunications Regulation: The U.S.-Japan Negotiations on Interconnection Pricing

    Since 1997, the U.S. government has attempted to use the World Trade Organization (WTO) agreement on telecommunications services as a vehicle for 'exporting' American principles of telecommunications regulation to other nations. The United States took the position in 1997 that the WTO telecommunications agreement requires its signatory nations to follow the practices of the Federal Communications Commission (FCC) on telecommunications regulatory policy. Subsequently, the Office of the U.S. Trade Representative (USTR) has sought to influence, under the implicit threat of trade sanctions, Japan's domestic regulatory policy on the pricing of mandatory competitor access to the unbundled elements of the local network belonging to the operating companies of Nippon Telegraph and Telephone Corporation (NTT). In this Article, we examine the substantive difficulties of engrafting the FCC's interconnection policy onto the telecommunications marketplace of another nation. For more than five years, many American experts on telecommunications policy have disagreed whether American consumers have benefited from the very FCC policies that the USTR would have Japanese regulators emulate. The USTR's initiative appears to ignore that the transition to costoriented rates for interconnection and retail telecommunications services has been a difficult and unfinished process in the United States; that the cost models used by the FCC to set interconnection prices have significant deficiencies; that actual interconnection prices both within and outside the United States diverge considerably from the estimates of the FCC's cost models; that variations across countries in the prices of inputs have a significant effect on the costs of interconnection; and that, with respect to depreciation in particular, regulators treat this cost differently'and, from an economic perspective, more reasonably'in Japan than in the United States. Such substantive economic considerations suggest why the FCC's policy in this area has generated continuous litigation, including two Supreme Court cases, since 1996 and consequently is too unresolved at this point in the American experience for the United States to force on its trading partners. Next, we ask whether the USTR has the detailed knowledge required to negotiate trade agreements on interconnection pricing. We question the propriety of using the USTR to influence the domestic regulatory policy of another country on a topic as complex as the efficient pricing of mandatory access to unbundled network elements. The USTR's power to formulate trade policy on this subject resides in officials who are unlikely to possess the economic expertise and resources necessary to evaluate the consumer-welfare implications of the policies that they would have Japan and other nations adopt. For these reasons, the USTR cannot credibly make the interconnection pricing policies of another nation a legitimate concern of U.S. trade policy.

    Characterization of multiaxial warp knit composites

    The objectives were to characterize the mechanical behavior and damage tolerance of two multiaxial warp knit fabrics to determine the acceptability of these fabrics for high performance composite applications. The tests performed included compression, tension, open hole compression, compression after impact and compression-compression fatigue. Tests were performed on as-fabricated fabrics and on multi-layer fabrics that were stitched together with either carbon or Kevlar stitching yarn. Results of processing studies for vacuum impregnation with Hercules 3501-6 epoxy resin and pressure impregnation with Dow Tactix 138/H41 epoxy resin and British Petroleum BP E905L epoxy resin are presented

    An Objective Analysis Technique for Constructing Three-Dimensional Urban-Scale Wind Fields

    An objective analysis procedure for generating mass-consistent, urban-scale three-dimensional wind fields is presented together with a comparison against existing techniques. The algorithm employs terrain following coordinates and variable vertical grid spacing. Initial estimates of the velocity field are developed by interpolating surface and upper level wind measurements. A local terrain adjustment technique, involving solution of the Poisson equation, is used to establish the horizontal components of the surface field. Vertical velocities are developed from successive solutions of the continuity equation followed by an iterative procedure which reduces anomalous divergence in the complete field. Major advantages of the procedure are that it is computationally efficient and allows boundary values to adjust in response to changes in the interior flow. The method has been successfully tested using field measurements and problems with known analytic solutions

    Theoretical studies of the kinetics of mechanical unfolding of cross-linked polymer chains and their implications for single molecule pulling experiments

    We have used kinetic Monte Carlo simulations to study the kinetics of unfolding of cross-linked polymer chains under mechanical loading. As the ends of a chain are pulled apart, the force transmitted by each crosslink increases until it ruptures. The stochastic crosslink rupture process is assumed to be governed by first order kinetics with a rate that depends exponentially on the transmitted force. We have performed random searches to identify optimal crosslink configurations whose unfolding requires a large applied force (measure of strength) and/or large dissipated energy (measure of toughness). We found that such optimal chains always involve cross-links arranged to form parallel strands. The location of those optimal strands generally depends on the loading rate. Optimal chains with a small number of cross-links were found to be almost as strong and tough as optimal chains with a large number of cross-links. Furthermore, optimality of chains with a small number of cross-links can be easily destroyed by adding cross-links at random. The present findings are relevant for the interpretation of single molecule force probe spectroscopy studies of the mechanical unfolding of load-bearing proteins, whose native topology often involves parallel strand arrangements similar to the optimal configurations identified in the study

    A measurement of the cosmic ray elements C to Fe in the two energy intervals 0.5-2.0 GeV/n and 20-60 GeV/n

    The study of the cosmic ray abundances beyond 20 GeV/n provides additional information on the propagation and containment of the cosmic rays in the galaxy. Since the average amount of interstellar material traversed by cosmic rays decreases as its energy increases, the source composition undergoes less distortion in this higher energy region. However, data over a wide energy range is necessary to study propagation parameters. Some measurements of some of the primary cosmic ray abundance ratios at both low (near 2 GeV/n) and high (above 20 GeV/n) energy are given and compared to the predictions of the leaky box mode. In particular, the integrated values (above 23.7 GeV/n) for the more abundant cosmic ray elements in the interval C through Fe and the differential flux for carbon, oxygen, and the Ne, Mg, Si group are presented. Limited statistics prevented the inclusion of the odd Z elements
