Our intention in this Editorial is to explore some of the key issues being faced by library and information science (LIS) research based journals. We are, respectively, Editor of Health Information and Libraries Journal(HILJ) (Grant) and Editor of New Review of Academic Librarianship (NRAL)(Walton). The Editorial is very much our shared perspective and does not claim to be representative of all LIS practitioner-researcher journals. Our intention is not to give a theoretical perspective but to give a practical insight into the day-to-day realities of editing a practitioner-researcher LIS journal and how you, as a writer, can use this knowledge to inform your contact with us

Towards Large-scale Inconsistency Measurement

We investigate the problem of inconsistency measurement on large knowledge bases by considering stream-based inconsistency measurement, i.e., we investigate inconsistency measures that cannot consider a knowledge base as a whole but process it within a stream. For that, we present, first, a novel inconsistency measure that is apt to be applied to the streaming case and, second, stream-based approximations for the new and some existing inconsistency measures. We conduct an extensive empirical analysis on the behavior of these inconsistency measures on large knowledge bases, in terms of runtime, accuracy, and scalability. We conclude that for two of these measures, the approximation of the new inconsistency measure and an approximation of the contension inconsistency measure, large-scale inconsistency measurement is feasible.Comment: International Workshop on Reactive Concepts in Knowledge Representation (ReactKnow 2014), co-located with the 21st European Conference on Artificial Intelligence (ECAI 2014). Economic determinants of global mobile telephony growth

This study examines the substitution effect between fixed-line and mobile telephony while controlling for the consumption externality associated with telephone networks. A dynamic demand model is estimated using a global telecommunications panel dataset comprised of 56 countries from 1995–2000. Estimation results show the presence of a substantial substitution effect. Additionally income and own-price elasticities are reported. Analysis of impulse responses for price, income and network size indicate substantial mobile telephone growth is yet to be realised. However, price ceilings imposed in the fixed-line network can retard the growth of the mobile network.

Occupational fatalities amongst farm workers in Ireland, 1992 – 2008

working paperBackground: Whilst occupational fatalities amongst farm workers have been studied internationally little research has been published concerning farm fatalities or the demography farm fatalities in Ireland. Aims 1) To establish the incidence of farm fatalities during the 1992 – 2009 period in Ireland, 2) to explore the changing age profile of those experiencing fatal injuries on farms in Ireland. Methods: An official dataset containing the details of every fatal farm accident during the 1992 – 2009 period is used to evaluate changes in the number and age profile of farm fatalities in Ireland. Results: There were 304 deaths on farms during the 1992 – 2009 period in Ireland. The average number of annual fatalities is declining having fallen by 16% from 18 to 16 per year during this time. The fatality rate has however increased from 15 to 22 per 100,000 workers. This has been driven by a reduction in the number of workers employed on farms and, it is hypothesised, rapid ageing of the farm workforce. The demographic profile of those killed on farms changed significantly over the period. There are fewer deaths amongst younger cohorts. Older farmers, those over 55 years of age, now account for the vast majority of all fatal accidents. Conclusion: These findings highlight the changing nature of fatal farm incidents over the 1993 – 2009 period in Ireland. The increasing number of fatalities amongst older farmers suggests that Ireland’s Farm Safety Partnership needs to place greater emphasis of raising awareness amongst older farmers of fatality risks
