    Energy storage in the UK electrical network : estimation of the scale and review of technology options

    This paper aims to clarify the difference between stores of energy in the form of non-rechargeable stores of energy such as fossil-fuels, and the storage of electricity by devices that are rechargeable. The existing scale of these two distinct types of storage is considered in the UK context, followed by a review of rechargeable technology options. The storage is found to be overwhelmingly contained within the fossil-fuel stores of conventional generators, but their scale is thought to be determined by the risks associated with long supply chains and price variability. The paper also aims to add to the debate regarding the need to have more flexible supply and demand available within the UK electrical network in order to balance the expected increase of wind derived generation. We conclude that the decarbonisation challenge facing the UK electricity sector should be seen not only as a supply and demand challenge but also as a storage challenge. (c) 2010 Elsevier Ltd.     Executive summary - Coastal habitats are complex, dynamic and interdependent. They are important in providing sea defences, areas for recreation, biodiversity and a range of other ecosystem services. - Increased air- and sea-surface temperatures have resulted in changes in the distribution of marine and coastal species. Both warmer- and colder-water species are shifting northwards. However, warmer-water species are shifting northwards faster than colder-water species are retreating, resulting in changes in community composition. Changes in the abundance of keystone taxa can cause a cascade of responses, further altering community composition. - Changes in the phenology of coastal species have been observed, with the rates of change in marine species being considerably greater than those in terrestrial and freshwater systems. Recent advances in the phenology of species have not all occurred at the same rate, in some cases resulting in mismatches of timing of annual cycles of animals and their food organisms. - Changes in precipitation are likely to affect coastal habitats, but the projected increase in winter rainfall and decrease in summer rainfall will tend to have opposing effects; the net result of these is not known. High winter rainfall and milder winter temperatures may extend the growing season and lead to faster succession and dominance by taller competitive plant species. This will be exacerbated by anthropogenic nutrient enrichment. However, increasing frequency and severity of summer droughts may counteract the effects of nutrient enrichment and winter precipitation. Increased drought will have impacts on habitats that are highly dependent on the maintenance of hydrological regimes, such as machair lochs and dune slacks. - Rising sea levels have been associated with the loss of coastal habitats. Predicted future rises will have significant impacts on coastal and intertidal habitats, including changing geomorphological processes, further habitat loss and increasing the vulnerability of infrastructure. However, coastal systems are dynamic and have the potential to adapt to rising sea levels, but only if there is an adequate supply of sediment to allow accretion and if there is landward space for the coast to roll-back into. Sea defences and other coastal management interrupt the movement of sediment between systems and prevent natural coastal realignment. - Managed coastal realignment is beneficial because it offers the potential to create habitat and provide flood defence benefits. Inevitably, there will be conflict between the need to maintain intertidal and other coastal habitats (e.g. saltmarsh, mud flat and sand dune) by realignment, and the need to protect valuable inland coastal habitats, such as grazing marsh and saline lagoons. - Future changes in coastal habitats are hard to predict because it is difficult to separate the impacts of rising sea levels from those of coastal management, including sea defences. Coastal zone management and adaptation, and the interactions with other climate drivers, nutrient deposition and habitat management, will have significant influence on the quantity, quality and location of future coastal habitats

    Grid-connected renewables, storage and the UK electricity market

    This article is a critical counterpoint to an article by published by Swift-Hook in the journal of Renewable Energy entitled "Grid-connected intermittent renewables are the last to be stored". In contrast to Swift-Hook we found evidence that "grid-connected intermittent renewables" have been, and will continue to be stored when it suits the "UK market" to do so.  This article is important to policy makers as energy storage (through EV battery demand side management for example) may well have an important role to play in facilitating the integration of high wind penetrations

    Construction of a multi-sectoral inter-regional IO and SAM database for the UK

    The purpose of this paper is to explain the construction of the input-output (IO) and social accounting matrix (SAM) databases for the inter-regional computable general equilibrium (CGE) model of the UK developed as part of the project 'An Analysis of National and Devolved Economic Policies' undertaken as part of the ESRC Devolution and Constitutional Change research programme. We identify four main regions of the UK: Scotland, Wales, Northern Ireland and England. However, in Section 2, we begin by constructing a set of two-region accounts where we focus on Scotland, Wales or Northern Ireland with the other aggregate 'region' labelled 'rest of the UK' or RUK. Then, in Section 3, we extend to a three-region framework where we identify Scotland, Wales and RUK. Finally, in Section 4, we extend further to construct the full 4-region IO and SAM

    PS v Ontario: Rethinking the Role of the Charter in Civil Commitment

    In PS v Ontario, the Ontario Court of Appeal held that section 7 of the Charter requires that persons who are civilly committed for six months or more must have access to a meaningful review process that has jurisdiction over the conditions of their detention. In this paper, the authors argue that this decision has broad implications for provincial civil commitment regimes across the country. In particular, the fact that the court analogized to the Criminal Code Review Board jurisprudence opens the door to a fuller recognition of the profound deprivation of liberty that is involved in all civil commitments. This may require an expanded role for civil review tribunals, including Charter jurisdiction. The decision, and Ontario’s legislative response to PS, also leave open the pressing question of the scope of liberty interests guaranteed by section 7 for those who are civilly committed for shorter periods of time. The authors conclude that this decision should trigger a reconsideration of civil commitment review processes across the country for all persons detained in psychiatric facilities

    An optimal portfolio and capital management strategy for basel III compliant commercial banks

    We model a Basel III compliant commercial bank that operates in a financial market consisting of a treasury security, a marketable security, and a loan and we regard the interest rate in the market as being stochastic. We find the investment strategy that maximizes an expected utility of the bank’s asset portfolio at a future date. This entails obtaining formulas for the optimal amounts of bank capital invested in different assets. Based on the optimal investment strategy, we derive a model for the Capital Adequacy Ratio (CAR), which the Basel Committee on Banking Supervision (BCBS) introduced as a measure against banks’ susceptibility to failure. Furthermore, we consider the optimal investment strategy subject to a constant CAR at the minimum prescribed level. We derive a formula for the bank’s asset portfolio at constant (minimum) CAR value and present numerical simulations on different scenarios. Under the optimal investment strategy, the CAR is above the minimum prescribed level. The value of the asset portfolio is improved if the CAR is at its (constant) minimum value

    We prove a geometrical version of Herbert's theorem by considering the self-intersection immersions of a self-transverse immersion up to bordism. This generalises Herbert's theorem to additional cohomology theories and gives a commutative diagram in the homotopy of Thom complexes. The proof uses Koschorke and Sanderson's operations and the fact that bordism of immersions gives a functor on the category of smooth manifolds and immersions.Comment: 16 page

    Learning Deep Similarity Metric for 3D MR-TRUS Registration

    Purpose: The fusion of transrectal ultrasound (TRUS) and magnetic resonance (MR) images for guiding targeted prostate biopsy has significantly improved the biopsy yield of aggressive cancers. A key component of MR-TRUS fusion is image registration. However, it is very challenging to obtain a robust automatic MR-TRUS registration due to the large appearance difference between the two imaging modalities. The work presented in this paper aims to tackle this problem by addressing two challenges: (i) the definition of a suitable similarity metric and (ii) the determination of a suitable optimization strategy. Methods: This work proposes the use of a deep convolutional neural network to learn a similarity metric for MR-TRUS registration. We also use a composite optimization strategy that explores the solution space in order to search for a suitable initialization for the second-order optimization of the learned metric. Further, a multi-pass approach is used in order to smooth the metric for optimization. Results: The learned similarity metric outperforms the classical mutual information and also the state-of-the-art MIND feature based methods. The results indicate that the overall registration framework has a large capture range. The proposed deep similarity metric based approach obtained a mean TRE of 3.86mm (with an initial TRE of 16mm) for this challenging problem. Conclusion: A similarity metric that is learned using a deep neural network can be used to assess the quality of any given image registration and can be used in conjunction with the aforementioned optimization framework to perform automatic registration that is robust to poor initialization.Comment: To appear on IJCAR
