    First results of the CAST-RADES haloscope search for axions at 34.67 μeV

    We present results of the Relic Axion Dark-Matter Exploratory Setup (RADES), a detector which is part of the CERN Axion Solar Telescope (CAST), searching for axion dark matter in the 34.67μeV mass range. A radio frequency cavity consisting of 5 sub-cavities coupled by inductive irises took physics data inside the CAST dipole magnet for the first time using this filter-like haloscope geometry. An exclusion limit with a 95% credibility level on the axion-photon coupling constant of gaγ & 4 × 10−13 GeV−1 over a mass range of 34.6738μeV < ma < 34.6771μeV is set. This constitutes a significant improvement over the current strongest limit set by CAST at this mass and is at the same time one of the most sensitive direct searches for an axion dark matter candidate above the mass of 25μeV. The results also demonstrate the feasibility of exploring a wider mass range around the value probed by CAST-RADES in this work using similar coherent resonant cavitiesWe wish to thank our colleagues at CERN, in particular Marc Thiebert from the coating lab, as well as the whole team of the CERN Central Cryogenic Laboratory for their support and advice in speci c aspects of the project.     The 2005 UN world summit, the environment and the role of the EU : priorities, promises and prospects

    This article analyses the role of the EU in the 2005 United Nations World Summit, with specific reference to environmental protection and sustainable development issues. The article will discuss the EU priorities in the pre-Summit process; its negotiating position during the informal sessions and the high-level segment of the sixtieth session of the General Assembly; and its pledges in the successive discussions on the follow-up and implementation of the Summit outcome. It will conclude by evaluating the impact of the EU on the final Summit Outcome Document, and the challenges the EU faces in effectively contributing to follow-up and implementation

    Environmental Integration in the EU's External Relations: Beyond multilateral dimensions

    This book is the product of a long journey of reflection, which the authors planned as doctoral students at the European University Institute (EUI) in Florence in 2006 and finally completed at the Edinburgh University School of Law in June 2011.The book examines the integration of environmental protection requirements into EU external relations focusing on unilateral, bilateral and inter-regional instruments, which have been less explored than the multilateral dimension of EU environmental policy. The book also explores for the first time the complex interplay and mutual influences between EU environmental integration initiatives and environmental multilateralism. On the one hand it identifies the legal and other instruments used by the EU to support the implementation of multilateral environmental agreements in third countries (particularly developing ones). On the other hand, it singles out the legal and other tools employed by the EU as a means to build partnerships with third countries in order to influence ongoing multilateral negotiations concerning the environment and sustainable development, or to contribute to the development of new international environmental norms in the absence of such multilateral negotiations.     Three years of wastewater surveillance for new psychoactive substances from 16 countries

    The proliferation of new psychoactive substances (NPS) over recent years has made their surveillance complex. The analysis of raw municipal influent wastewater can allow a broader insight into community consumption patterns of NPS. This study examines data from an international wastewater surveillance program that collected and analysed influent wastewater samples from up to 47 sites in 16 countries between 2019 and 2022. Influent wastewater samples were collected over the New Year period and analysed using validated liquid chromatog-raphy - mass spectrometry methods. Over the three years, a total of 18 NPS were found in at least one site. Synthetic cathinones were the most found class followed by phenethylamines and designer benzodiazepines. Furthermore, two ketamine analogues, one plant based NPS (mitragynine) and methiopropamine were also quantified across the three years. This work demonstrates that NPS are used across different continents and countries with the use of some more evident in particular regions. For example, mitragynine has highest mass loads in sites in the United States, while eutylone and 3-methylmethcathinone increased considerably in New Zealand and in several European countries, respectively. Moreover, 2F-deschloroketamine, an analogue of ke-tamine, has emerged more recently and could be quantified in several sites, including one in China, where it is considered as one of the drugs of most concern. Finally, some NPS were detected in specific regions during the initial sampling campaigns and spread to additional sites by the third campaign. Hence, wastewater surveillance can provide an insight into temporal and spatial trends of NPS use
