    Optimizing an array of antennas for cellular coverage from a high altitude platform

    In a wireless communications network served by a high altitude platform (HAP) the cochannel interference is a function of the antenna beamwidth, angular separation and. sidelobe level. At the millimeter wave frequencies proposed for HAPs, an array of aperture type antennas on the platform is a practicable solution for serving the cells. We present a method for predicting cochannel interference based on curve-fit approximations for radiation patterns of elliptic beams which illuminate cell edges with optimum power, and a means of estimating optimum beamwidths for each cell of a regular hexagonal layout. The method is then applied to a 121 cell architecture. Where sidelobes are modeled As a flat floor at 40-dB below peak directivity, a cell cluster size of four yields carrier-to-interference ratios (CIRs), which vary from 15 dB at cell edges to 27 dB at cell centers. On adopting a cluster size of seven, these figures increase, respectively, to 19 and 30 dB. On reducing the sidelobe level, the. improvement in CIR can be quantified. The method also readily allows for regions of overlapping channel coverage to be shown

    The Quantum Speed Limit of Optimal Controlled Phasegates for Trapped Neutral Atoms

    We study controlled phasegates for ultracold atoms in an optical potential. A shaped laser pulse drives transitions between the ground and electronically excited states where the atoms are subject to a long-range 1/R^3 interaction. We fully account for this interaction and use optimal control theory to calculate the pulse shapes. This allows us to determine the minimum pulse duration, respectively, gate time T that is required to obtain high fidelity. We accurately analyze the speed limiting factors, and we find the gate time to be limited either by the interaction strength in the excited state or by the ground state vibrational motion in the trap. The latter needs to be resolved by the pulses in order to fully restore the motional state of the atoms at the end of the gate.Comment: 11 pages, 10 figures, 1 tabl

    Fidelity of optimally controlled quantum gates with randomly coupled multiparticle environments

    This work studies the feasibility of optimal control of high-fidelity quantum gates in a model of interacting two-level particles. One particle (the qubit) serves as the quantum information processor, whose evolution is controlled by a time-dependent external field. The other particles are not directly controlled and serve as an effective environment, coupling to which is the source of decoherence. The control objective is to generate target one-qubit gates in the presence of strong environmentally-induced decoherence and under physically motivated restrictions on the control field. It is found that interactions among the environmental particles have a negligible effect on the gate fidelity and require no additional adjustment of the control field. Another interesting result is that optimally controlled quantum gates are remarkably robust to random variations in qubit-environment and inter-environment coupling strengths.     P02-07. High Concentrations of Interleukin-15 and Low Concentrations of CCL5 in Breast Milk are Associated with Protection against Postnatal HIV Transmission

    Background: Natural variations in IL-15 concentration have not been investigated for an association with an immune-protection against HIV. Given IL-15's central role in anti-HIV immunity, we hypothesized that higher concentrations of IL-15 in breast milk may protect against postnatal mother-to-child HIV transmission. Methods: In a case-control study nested within a clinical trial in Zambia, we compared IL-15 concentrations in breast milk of 22 HIV-infected women who transmitted HIV to their infants through breastfeeding with those of 72 who did not, as well as 18 HIV-uninfected women. Breast milk HIV RNA quantity, sodium, CXCL12, CCL5, and IL-8 concentrations were measured as well as maternal plasma HIV RNA concentrations and CD4 cell count. We used logistic regression modeling to adjust for potential confounders. Results: Higher concentrations of IL-15 in breast milk (adjusted odds ratio [AOR]: 0.01 per log10 pg/ml increase, 95% confidence interval [CI]: <0.001 to 0.3) were associated with protection against postnatal HIV transmission in univariate analysis and after adjusting for maternal CD4 cell counts, breast milk HIV RNA, CCL5, CXCL12, and IL-8 concentrations. Breast milk IL-15 concentration correlated with breast milk sodium, the other cytokines and HIV RNA concentration. It was inversely correlated with infant birth weight and tended to be higher in 1 week than in 1 month post-partum samples. Breast milk CCL5 concentrations were associated with increased risk of HIV transmission (AOR: 12.7 95% CI: 1.6 to 102.0) in adjusted analysis. Breast milk CXCL12 and IL-8 concentrations were not independently associated with transmission. Conclusion: High concentration of IL-15 were associated with a protection against breastfeeding HIV transmission after adjusting for other pro-inflammatory cytokines, HIV RNA in breast milk, and maternal CD4 cell count. These results corroborate a protective role of IL-15-mediated cellular immunity against HIV transmission during breastfeeding. They are informative for vaccination studies using IL-15 as an adjuvant

    Obesity Prevalence and Dietary Intake of Antioxidants in Native American Adolescents

    Antioxidants are well known for possessing anti-inflammatory properties, which can reduce the risk of chronic disease and obesity. However, very little research has been done to examine antioxidant intake among adolescent minority populations such as Native American adolescents. Our study examined the significance of antioxidant intake among Native American adolescents at an urban residential high school in Southern California. Our study population consisted of 183 male and female Native American adolescents, 14-18 years of age, representing 43 tribes from across the United States. Students' primary source of meals was provided by the school food service. Based on the BMI calculations, the rate of obesity within our population was 38% for males and 40% for females, more than two-fold the national rate indicated by NHANESIII data. We used the Harvard School of Public Health Youth/Adolescent Questionnaire (HSPH YAQ), a semi-quantitative food frequency questionnaire, to examine antioxidant nutrient intake and evaluate the differences in the intake between normal and obese weight students. Statistical analysis of the results showed that intakes of vitamins C, E, and lycopene were the antioxidant nutrients found to be significantly different between normal and obese weight students and intakes of these nutrients were found to be higher among normal weight students (p-values = 0.02451, 0.00847, and 0.04928, respectively). These results suggest that dietary intake of antioxidants could be increased among Native American adolescents. Further research is needed to confirm our findings and identify effective ways for school food service to incorporate antioxidant rich foods into school menus

    Recommendations to Increase the Resilience of Wastewater Treatment in Coastal Virginia

    This white paper discusses the problem of septic failures in Virginia, as infrastructure ages and previously installed systems can no longer function. Section II.A. discusses the feasibility of regulatory and other measures that the Virginia state and local governments can implement to incentivize the identification, maintenance and repair of septic systems. Among these measures is a point-of-sale inspection requirement, which would require real property sellers to have their septic system inspected upon sale. Additionally, this white paper addresses several alternative options to conventional onsite septic systems, including public information campaigns to inform septic system owners of maintenance and repair techniques; and programs incentivizing the creation and use of innovative septic systems as alternatives to conventional systems. Section II.C examines eligibility for aid based on different federal metrics of hardship and discusses options to increase the number of people eligible for aid. The Virginia General Assembly has created grant and loan programs to address the growing septic problem, and the Virginia Department of Health has received federal funding to assist with septic and private well repairs as well. This white paper also discusses the potential environmental justice and equitable concerns raised by the implementation of various programs and proposes some septic options. Adopting any or a combination of these options could improve the longevity and resiliency of septic systems as well as homeowner awareness of emerging issues.     Family Limited Partnerships (FLPs) represent unique vehicles for transferring wealth, such as family businesses, from one generation to another, permitting parents to gradually transfer business ownership to children while maintaining control over operations.  FLPs also serve as significant shields against the effects of gift and estate taxes, since valuation discounts can be employed to reduce the fair market value of partnership interests transferred to children and other family members.  However, these tax savings have resulted in aggressive audit and court challenges by the IRS.  For accountants, responding to these challenges for their clients means understanding both how the financial and tax aspects of FLPs operate.  This article details the critical nontax aspects of FLPs and presents a thorough examination of current tax developments, including the June 2002 appellate court decisions.  Finally, the article discusses specific steps accountants should take in advising their clients to protect family assets and defend against IRS attacks
