    Valuing biodiversity and ecosystem services: a useful way to manage and conserve marine resources?

    Valuation of biodiversity and ecosystem services (ES) is widely recognized as a useful, though often controversial, approach to conservation and management. However, its use in the marine environment, hence evidence of its efficacy, lags behind that in terrestrial ecosystems. This largely reflects key challenges to marine conservation and management such as the practical difficulties in studying the ocean, complex governance issues and the historically-rooted separation of biodiversity conservation and resource management. Given these challenges together with the accelerating loss of marine biodiversity (and threats to the ES that this biodiversity supports), we ask whether valuation efforts for marine ecosystems are appropriate and effective. We compare three contrasting systems: the tropical Pacific, Southern Ocean and UK coastal seas. In doing so, we reveal a diversity in valuation approaches with different rates of progress and success. We also find a tendency to focus on specific ES (often the harvested species) rather than biodiversity. In light of our findings, we present a new conceptual view of valuation that should ideally be considered in decision-making. Accounting for the critical relationships between biodiversity and ES, together with an understanding of ecosystem structure and functioning, will enable the wider implications of marine conservation and management decisions to be evaluated. We recommend embedding valuation within existing management structures, rather than treating it as an alternative or additional mechanism. However, we caution that its uptake and efficacy will be compromised without the ability to develop and share best practice across regions

    A review of the rural-digital policy agenda from a community resilience perspective

    © 2016 The Authors This paper utilises a community resilience framework to critically examine the digital-rural policy agenda. Rural areas are sometimes seen as passive and static, set in contrast to the mobility of urban, technological and globalisation processes (Bell et al., 2010). In response to notions of rural decline (McManus et al., 2012) rural resilience literature posits rural communities as ‘active,’ and ‘proactive’ about their future (Skerratt, 2013), developing processes for building capacity and resources. We bring together rural development and digital policy-related literature, using resilience motifs developed from recent academic literature, including community resilience, digital divides, digital inclusion, and rural information and communication technologies (ICTs). Whilst community broadband initiatives have been linked to resilience (Plunkett-Carnegie, 2012; Heesen et al., 2013) digital inclusion, and engagement with new digital technologies more broadly, have not. We explore this through three resilience motifs: resilience as multi-scalar; as entailing normative assumptions; and as integrated and place-sensitive. We point to normative claims about the capacity of digital technology to aid rural development, to offer solutions to rural service provision and the challenges of implementing localism.     Student civic participation in school: what makes a difference in Ireland?

    Article 12 of the United Nations Convention on the Rights of the Child provides for the views of the child to be given due weight in accordance with the child’s age and maturity. Legislation in Ireland recognizes the rights of children to have a voice in educational matters. Based on a sample of 2838 14-year-olds in Ireland and using questionnaire data from the International Civic and Citizenship Education Study, this paper uses a multilevel model to examine the student and school characteristics associated with civic participation at school. Results indicate that boys have lower levels of civic participation at school than girls, but among boys only, civic participation at school varies in accordance with levels of perceived influence on decision making. Findings are discussed in the context of the rights of children to participate in decisions that affect them and with reference to Bandura’s social cognitive theory

    The nuanced nature of work quality : evidence from rural Newfoundland and Ireland

    This article explores the relationship between job and work quality and argues that while it is important to examine job quality, to understand workers’ experiences fully, the focus should be on the broader concept of work quality, which places the job against its wider socio-economic context. Based on the experiences of 88 rural workers gathered via interviews in Newfoundland and Ireland, it appears that the same or similar jobs can be regarded very differently depending upon the context in which they are embedded, as people at different locations and/or stages of life have an individual set of aspirations, expectations and life experiences. The study found that the factors that affect work quality are moulded by broader aspects of life – family, friends, community, lifestyle and past experiences – that shape an individual

    Deepening democracy within Ireland's social partnership

    Ireland's social partnership process, now under attack from a number of quarters, has repeatedly been charged with being 'undemocratic' in that it undermines the sovereign position of elected political representatives, with key policy formulation and decision-making taking place in fora outside the institutions of representative democracy. These critiques echo those against new forms of networked governance more globally. A key question therefore is how (and if) democracy may be deepened within social partnership or its potential successor(s). This article addresses this question by employing a post-liberal democratic framework to examine social partnership in practice, and by drawing lessons from another partnership process, Malawi's PRSP. Drawing from Malawi's experience, it is argued that democracy can be deepened within social partnership when governance deliberations and negotiations are conducted under conditions of vibrant public debate and genuine perspective-based representation, and when the communicative and discursive norms are widened to allow for such representation
