    The operations of the Canadian Wheat Board (CWB), a state trading enterprise, have generated controversy over the years, partly because of an alleged lack of transparency in its operations. This study examines one aspect of operations that is not well understood - the government guarantee of CWB borrowings and export credit sales. This special privilege allows the CWB to generate a "financial cushion", or non-market based revenue, that it can use to enhance returns to producers, discount export prices, or pay administrative expenses. Although recent WTO dispute settlement decisions concluded the CWB does not act inconsistently with some WTO rules, the July 31, 2004 WTO Doha Round framework agreement addresses these potential trade-distorting practices of the CWB.Canadian Wheat Board, financial cushion, state trading enterprise, World Trade Organization, International Relations/Trade,

    The Differences between the Public and Private School Systems in Cuenca, Ecuador

    Cuenca, the third largest city in Ecuador, offers both public and private education to its citizens. The value that has been placed upon each system varies from person to person. Therefore, I set out to learn more about the benefits, disadvantages, and overall differences between the two systems. I traveled to Cuenca for a site visit to public and private schools and interviewed teachers in the two systems. The observations I made and the results of the interviews changed my opinions and preconceived notions about what I thought education would be like in Cuenca. The results of this study pointed to the advantages and disadvantages, perceptions concerning lack of funding, parental support, adequate facilities, student-instructor ratio and relationships, student success, and learning outcomes. My research focused on my site visit, observations, and interviews with people who are within the education system in Cuenca

    Though this problem of the cost of producing milk has been on worked on extensively in a number of states, very little has been done in the South, particularly in Tennessee. Anyone well acquainted with dairy feeding conditions in this state knows that there is an abundance of room for improvement. The production of the average Tennessee cow is low, and due mainly to poor cows, poor feeding and poor handling. Realizing these things it was thought worth while to do some work toward determining the feed cost, or mere strictly speaking, the pounds of the several different classes of feeds required to produce a given amount of milk or butterfat.
