    Cooperative Municipal Service Provision: A Political-Economy Framework for Understanding Intergovernmental Cooperation

    We develop and apply a theoretical framework for understanding how local governments respond to the perceived costs and benefits of intergovernmental cooperation. Our theory connects local government decisions to economic and political costs and benefits at both the local and regional levels, as well as the institutional context in which collaborative decisions take place. We develop and test hypotheses with data from a sample of regional councils. We find preliminary support for our institutional, local, and regional hypothese

    The complex links between governance and biodiversity

    We argue that two problems weaken the claims of those who link corruption and the exploitation of natural resources. The first is conceptual. Studies that use national level indicators of corruption fail to note that corruption comes in many forms, at multiple levels, and may or may not affect resource use. Without a clear causal model of the mechanism by which corruption affects resources, one should treat with caution any estimated relationship between corruption and the state of natural resources. The second problem is methodological: Simple models linking corruption measures and natural resource use typically do not account for other important causes and control variables pivotal to the relationship between humans and natural resources. By way of illustration of these two general concerns, we demonstrate that the findings of a well known recent study that posits a link between corruption and decreases in forests, elephants, and rhinoceros are fragile to simple conceptual and methodological refinements.Environmental Economics and Policy,

    Did aid promote democracy in Africa?: the role of technical assistance in Africa’s transitions

    Did foreign aid impede or catalyze democratization in Africa in the 1990s? We argue that after the Cold War, donors increased their use of technical assistance in aid packages, improving their monitoring capacity and thus reducing autocrats’ ability to use aid for patronage. To remain in power, autocrats responded by conceding political rights to their opponents—from legalizing opposition parties to staging elections. We test our theory with panel data for all sub-Saharan African countries. While other factors played pivotal roles in Africa’s political liberalization, we find technical assistance helps to explain the timing and extent of Africa’s democratization

    Effect of holding office on the behavior of politicians

    Does being elected to political office change an individual’s behavior? Some scholars and policymakers assert that elected officials are inherently different from nonpoliticians, whereas others argue that political institutions or the culture of politics inculcate certain behaviors. We identify the effect of holding office on behavior. We recruit in-office and out-of-office politicians in Zambia to participate in behavioral games that measure reciprocity, a behavioral trait that underpins various interactions in the political arena from bribery to lobbying to legislative bargaining. We find that holding elected office causes an increase in reciprocity. The policy implication of this finding is that political institutions, culture, and incentive structures can be designed to shape the behavior and choices of society’s leaders

    Improving electoral integrity with information and communications technology

    Irregularities plague elections in developing democracies. The international community spends hundreds of millions of dollars on election observation, with little robust evidence that it consistently improves electoral integrity. We conducted a randomized control trial to measure the effect of an intervention to detect and deter electoral irregularities employing a nation-wide sample of polling stations in Uganda using scalable information and communications technology (ICT). In treatment stations, researchers delivered letters to polling officials stating that tallies would be photographed using smartphones and compared against official results. Compared to stations with no letters, the letters increased the frequency of posted tallies by polling center managers in compliance with the law; decreased the number of sequential digits found on tallies – a fraud indicator; and decreased the vote share for the incumbent president in some specifications.     Election fairness and government legitimacy in Afghanistan

    Elections can enhance state legitimacy. One way is by improving citizens’ attitudes toward government, thereby increasing their willingness to comply with rules and regulations. We investigate whether reducing fraud in elections improves attitudes toward government in a fragile state. A large, randomly assigned fraud-reducing intervention in Afghan elections leads to improvement in two indices, one measuring attitudes toward their government, and another measuring stated willingness to comply with governance. Thus, reducing electoral fraud may offer a practical, cost-effective method of enhancing governance in a fragile state

    Observed photodetachment in parallel electric and magnetic fields

    We investigate photodetachment from negative ions in a homogeneous 1.0-T magnetic field and a parallel electric field of approximately 10 V/cm. A theoretical model for detachment in combined fields is presented. Calculations show that a field of 10 V/cm or more should considerably diminish the Landau structure in the detachment cross section. The ions are produced and stored in a Penning ion trap and illuminated by a single-mode dye laser. We present preliminary results for detachment from S- showing qualitative agreement with the model.     Increased Excitability Induced in the Primary Motor Cortex by Transcranial Ultrasound Stimulation

    Background: Transcranial Ultrasound Stimulation (tUS) is an emerging technique that uses ultrasonic waves to noninvasively modulate brain activity. As with other forms of non-invasive brain stimulation (NIBS), tUS may be useful for altering cortical excitability and neuroplasticity for a variety of research and clinical applications. The effects of tUS on cortical excitability are still unclear, and further complications arise from the wide parameter space offered by various types of devices, transducer arrangements, and stimulation protocols. Diagnostic ultrasound imaging devices are safe, commonly available systems that may be useful for tUS. However, the feasibility of modifying brain activity with diagnostic tUS is currently unknown. Objective: We aimed to examine the effects of a commercial diagnostic tUS device using an imaging protocol on cortical excitability. We hypothesized that imaging tUS applied to motor cortex could induce changes in cortical excitability as measured using a transcranial magnetic stimulation (TMS) motor evoked potential (MEP) paradigm. Methods: Forty-three subjects were assigned to receive either verum (n = 21) or sham (n = 22) diagnostic tUS in a single-blind design. Baseline motor cortex excitability was measured using MEPs elicited by TMS. Diagnostic tUS was subsequently administered to the same cortical area for 2 min, immediately followed by repeated post-stimulation MEPs recorded up to 16 min post-stimulation. Results: Verum tUS increased excitability in the motor cortex (from baseline) by 33.7% immediately following tUS (p = 0.009), and 32.4% (p = 0.047) 6 min later, with excitability no longer significantly different from baseline by 11 min post-stimulation. By contrast, subjects receiving sham tUS showed no significant changes in MEP amplitude. Conclusion: These findings demonstrate that tUS delivered via a commercially available diagnostic imaging ultrasound system transiently increases excitability in the motor cortex as measured by MEPs. Diagnostic tUS devices are currently used for internal imaging in many health care settings, and the present results suggest that these same devices may also offer a promising tool for noninvasively modulating activity in the central nervous system. Further studies exploring the use of diagnostic imaging devices for neuromodulation are warranted

    Using vision for navigation is important for many animals and a common debate is the extent to which spatial performance can be explained by “simple” view-based matching strategies. We discuss, in the context of recent work, how confusion between image-matching algorithms and the broader class of view-based navigation strategies, is hindering the debate around the use of vision in spatial cognition. A proper consideration of view-based matching strategies requires an understanding of the visual information available to a given animal within a particular experiment
