Democratic corporate governance within fluctuating cooperative banks: A multidisciplinary diagnosis and proposition of orientations.

The democratic question became of an ardent actuality within cooperative banks since the end of the 1990's. Founding element of human-sized organizations that were the first mutual or cooperative Caisses, is democracy running the risk to dissolve by necessity in the mature and hybrid giants that are the big banking cooperative groups nowadays? The present article unveils a multidisciplinary synthesis made possible by the conjunction of three researchers studying cooperative banks through three complementary angles: law, economy and management. After a first inventory of the possible symptoms of the disappearance of democracy inherent to the cooperative project, a more differentiating diagnosis is proposed, followed by an outline of some working leads for a creative evolution of cooperative democracy.Democracy; bank;cooperative; pluridisciplinarity; new cooperative paradigm

La question démocratique au sein des banques coopératives en mutation : diagnostic pluridisciplinaire et proposition d'orientations.

La question démocratique est devenue d'une actualité brûlante au sein des banques coopératives depuis la fin des années 1990. Elément fondateur des organisations à tailles humaines que furent les premières caisses mutuelles ou coopératives, la démocratie ne risque-t-elle pas de se dissoudre par la force des choses dans ces géants matures et hybrides que sont devenus les grand groupes bancaires coopératifs ? Le présent article se veut une synthèse pluridisciplinaire permise par la rencontre de trois chercheurs étudiant l'objet banque coopérative sous trois angles complémentaires : le droit, l'économie et la gestion. Après un premier recensement des symptômes possibles de l'effacement de la démocratie inhérente au projet coopératif, un diagnostic plus nuancé est proposé, à la suite duquel sont esquissées quelques pistes de travail pour une évolution inventive de la démocratie coopérative.Démocratie ; banque ; coopérative ; pluridisciplinarité, nouveau paradigme coopératif

New provisions for the labelling of fishery and aquaculture products: Difficulties in the implementation of Regulation (EU) n. 1379/2013

The European Union (EU), within the renewal plan of the Common Fisheries Policy and the Common Market Organization, with the Cape IV of Reg. (EU) n. 1379/2013 have introduced new requirements for the labelling of fisheries and aquaculture products. These, as well as providing consumers with more complete information, integrate the provisions of Reg. (EU) n. 1169/2011 and acts as a tool to prevent frauds and illegal fishing. In this work the new seafood labelling provisions were evaluated, starting from the analysis of the art. 35 of the Chapter IV and comparing it with the previous EU dispositions (Reg. (EC) no. 104/2000 and no. 2065/2001). The exclusion of prepared and processed products and aquatic invertebrates from the application of the mandatory seafood labelling provisions and the role of the mass caterer operators with respect to the labelling requirements were identified as the two major shortcomings that still need to be better addressed by the legislator. Overall, what emerged from this work is that, if on the one hand the European legislation on seafood labelling has achieved important goals, evolving and improving itself, on the other it is still controversial and plagued by the same problems as 15 years ago. Erythema Ab Igne Successfully Treated With Mesoglycan and Bioflavonoids: A Case-Report

Erythema ab igne is a localised, cutaneous condition consisting of reticulate hyperpigmentation, epidermal atrophy, and telangiectasias. It is caused by repetitive and prolonged exposure to moderate heat that is insufficient for producing burns. Currently, erythema ab igne is most commonly observed following repeated use of hot water bottles, infrared lamps and heating pads. If not properly treated, erythema ab igne can become chronic and even malignant. We report a case of erythema ab igne, successfully treated with systemic mesoglycan-based therapy, and local therapy with bioflavonoids

Quelle contribution des banques coopératives à la cohésion économique et sociale des territoires ?: une approche en termes d'innovations sociales

Des travaux récents mettent en évidence les bonnes performances économiques et financières comparatives des banques de l'économie sociale en France, infirmant ainsi les analyses anglo-saxonne qui considèrent le modèle coopératif comme une configuration inefficiente et dépassée. D'autres s'accordent à spécifier les banques coopératives par leur objectif d'utilité sociale, ou pour le dire autrement, leur contribution à la production de l'intérêt général ou du bien-être (ALLEN, GALE, 1995 ; LABYE, LAGOUTTE, RENVERSEZ, 2002), tandis que les autres banques, que nous qualifions ici de banques SA, auraient pour objectif unique la rentabilité. Cette seconde catégorie de travaux a en commun une approche étroite du welfare : meilleure gestion des risques de crédit, collecte privilégiée de l'épargne, stabilisation conjointe du revenu des épargnants et du coût du crédit, et prise en charge de segments de clientèle non couverts par le marché. Cette approche correspond pour partie à l'origine des banques coopératives qui ont été créées et se sont développées pour faciliter l'accès au marché, répondre à des besoins non satisfaits de catégories socioprofessionnelles particulières (agriculteurs et artisans notamment) et faciliter l'accès au crédit à un " juste " prix. Dans le même temps, nombreux sont ceux qui considèrent qu'elles sont devenues des banques comme les autres, ayant ainsi perdu leurs spécificités et donc qu'elles se seraient banalisées au cours du temps. Observe-t-on encore des spécificités en termes d'activités et de services offerts, continuent-elles à privilégier le service rendu ? Participent-elles toujours à la cohésion économique et sociale des territoires au sein desquels elles inscrivent leur activités ? Les spécificités ne sont elles pas moins dans la satisfaction des besoins que dans le fonctionnement particulier, démocratique et collectif
