    Construction and measurements of a vacuum-swing-adsorption radon-mitigation system

    Long-lived alpha and beta emitters in the 222^{222}Rn decay chain on (and near) detector surfaces may be the limiting background in many experiments attempting to detect dark matter or neutrinoless double-beta decay, and in screening detectors. In order to reduce backgrounds from radon-daughter plate-out onto the wires of the BetaCage during its assembly, an ultra-low-radon cleanroom is being commissioned at Syracuse University using a vacuum-swing-adsorption radon-mitigation system. The radon filter shows ~20×\times reduction at its output, from 7.47±\pm0.56 to 0.37±\pm0.12 Bq/m3^3, and the cleanroom radon activity meets project requirements, with a lowest achieved value consistent with that of the filter, and levels consistently < 2 Bq/m3^3.Comment: 5 pages, 3 figures, Proceedings of Low Radioactivity Techniques (LRT) 2013, Gran Sasso, Italy, April 10-12, 201

    Improving Agricultural Irrigation on the Balkhab River, Afghanistan

    In Afghanistan, where 80% of the population is rural, irrigated agriculture is important for satisfying subsistence needs. While most of the irrigated agriculture is fed by diversion canal systems which tap surface flows, legal and physical water infrastructure in the region is generally poor. A math programming model is used to optimize irrigation strategies under different water-availability and policy scenarios. It is found that the construction of a reservoir could increase net revenues to a representative farming community by up to 30%. However, even greater benefits may result from increasing distribution efficiencies, depending on the initial level of conveyance losses. Further, property rights schemes may be implemented to distribute wealth more evenly through various zones at minimal cost to the agricultural community as a whole.     Pembangunan manusia menjadi fokus pembangunan yang tidak kalah menarik jika dibandingkan dengan pembangunan secara fisik. Kualitas manusia yang lebih baik akan meningkatkan kreativitas serta produktivitas sehingga mampu memiliki taraf hidup yang lebih baik. Tujuan utama penelitian adalah untuk mengetahui pengaruh pembangunan manusia terhadap pembangunan ekonomi. Negara berkembang menjadi menarik untuk dijadikan daerah kajian karena negara-negara berkembang selain masih memiliki persoalan dalam hal pembangunan ekonomi, negara berkembang juga memiliki persoalan dalam hal pembangunan manusia. Metode yang digunakan dalam penelitian ini adalah analisis data sekunder dengan menggunakan data yang di terbitkan dari berbagai instansi terkait.Hasil penelitian menunjukkan perkembangan pembangunan manusia pada tahun 2008-2013 mengalami peningkatan walaupun tidak pesat. Pembangunan ekonomi juga mengalami peningkatan yang positif pada tahun 2008 hingga 2013. Hasil perhitungan menggunakan analisis regresi menunjukkan bahwa pembangunan manusia tidak berpengaruh signifikan terhadap pembangunan ekonomi.     Perkembangan pasar modern yang semakin tak terkendali di Kota Semarangditandai dengan banyaknya jumlah pasar modern melebihi jumlah pasar tradisionalnya.Hal ini berdampak negatif terhadap pertumbuhan pasar tradisional yakni dapatmenggeser peran pasar tradisional sebagai tempat masyarakat berbelanja. Denganadanya pasar modern yang menyediakan fasilitas yang bagus, maka masyarakat akancenderung berbelanja di pasar modern dari pada di pasar tradisional.Penelitian ini dilakukan untuk mengetahui dan membandingkan seberapa besarkontribusi pasar tradisional dan pasar modern bagi Pendapatan Asli Daerah (PAD) KotaSemarang tahun 2011, bagaimana mekanisme kontribusi dilakukan dan apa saja regulasiyang digunakan oleh Pemerintah Kota Semarang dalam mengatur kedua pasar tersebut.Penulis mengambil objek penelitian di Wilayah Kecamatan Banyumanik untukkemudahan dan kapabilitas data yang diperoleh. Metode yang digunakan dalampenelitian ini menggunakan metode kualitatif yaitu dengan menggambarkan keadaansubjek dan objek penelitian pada saat sekarang berdasarkan fakta-fakta yang tampak.Dalam pengumpulan data, menggunakan teknik wawancara sebagai data primer,sedangkan data sekunder berasal dari buku literatur dan peraturan-peraturan pemerintah.Hasil penelitian menunjukan bahwa pasar tradisional di Wilayah KecamatanBanyumanik berkontribusi terhadap Pendapatan Asli Daerah Kota Semarang sebesarRp. 364.128.420,- pada tahun 2011 sedangkan pasar modern tidak diketahui. Pasartradisional berkontribusi melalui retribusi pasar yang dipungut setiap hari dan setiapbulan, sedangkan pasar modern berkontribusi melalui retribusi perijinan sebelummendirikan pasar modern, yakni melalui Ijin Mendirikan Bangunan (IMB) dan IjinGangguan (HO). Namun karena dalam perijinannya pengusaha pasar modernmenggunakan nama pribadi dan tidak menggunakan nama USAhanya, sehingga tidakdiketahui besarnya kontribusi yang berasal dari pasar modern. Hal ini belum bisa diatasioleh Pemerintah Kota Semarang karena tidak ada Perda yang mengatur pasar modern.Pemerintah Kota Semarang sebagai instansi resmi yang berwenang mengaturpasar di Wilayahnya harus segera mengesahkan peraturan daerah tentang pengelolaanpasar modern agar keberadaannya tidak mengganggu pertumbuhan pasar tradisionalsehingga kedua pasar ini dapat berkembang tanpa ada salah satu yang merasa dirugikan

    Policy implementation in providing regional infrastucture towardinvestment and economic drivers is a policy that set by government into SemarangDistrict Regulation No. 7 of 2011 on the Semarang District Medium TermDevelopment Plan Year 2010-2015 by considering conditions and problems andneeds faced by communities as well as by considering strategic and potentialfactors of the community and local government.This study is a qualitative study with main purpose to describe aboutpolicy implementation in providing regional infrastuctures toward investment andeconomic drivers. It also explains inhibiting factor and the government's strategyto solve problems. Data collection techniques in this study are using observationmethods, interviews and documentary study.The study concluded that policy implementation in providing regionalinfrastuctures toward investment and economic drivers has run optimally in itsimplementation. Semarang District Public Works Department and its Agencies /Related SKPD have made the development and roads aftercare service in thedistrict of Semarang properly and according to procedure. Moreover,socialization also has been done with coordination meeting between SKPD ordirectly to the public by village authoritiesHowever, there are some drawbacks such as lack of resources this islimitation on budgetary funds which resulted in burden for next financial year.Semarang District Government should attempte to actively communicate withcentral government to disburse APBN fund for infrastructure development in theSemarang Regenc

    Population grows significantly changing consumption pattern has increasing amount of waste in community that affect diversity of garbage in Semarang City. In order to diminish the amount of waste and prevent its detrimental effect on environment, the government issued Constitution Number 18 Year 2008 about Waste Management which elaborates mechanism of waste management, namely Sanitary Landfill. Since 1995, Sanitary Landfill has been applied in Jatibarang Landfill, Semarang, but nowadays implementation is not applied optimally as several problems found.The purpose of this research is analyze inhibiting factors of the Sanitary Landfill's application in Jatibarang Landfill as well as issues in waste management in Semarang City. This research is a descriptive analytic research which uses a qualitative approach. Data collected through interviews with informants, direct observation in the study site, and documentation studies conducted on various documents relevant to this study.The result shows that final processing of waste in the Jatibarang Landfill tend to use the Controlled Landfill system as Sanitary Landfill system cannot function properly. It is influenced by the separation of waste by resources has not worked well, increase in waste generation, budget realization has not be absorbed maximally, and weather factor.Recommendations that can be given are raising public awareness of waste management through government programs, involving the Head of Neighborhood Unit in oversight of waste management, improvement of policy formulation of waste management in landfill, and maximized budget absorption by considering the scale of priority of waste problems

    Population growth each year has increased while the very limited availability of land is even less to make the price of land to be very expensive , so it is not affordable to the people's purchasing power , especially among the middle class . Land can not be separated from human life , the function of soil is essential for humans , especially for land for housing . People really expect to buy land that will be built a house on the land . The price of land which annually increases make the land can not be bought by people, particularly the underprivileged ( poor ) . Seeing such conditions Kudus Regency Government makes program development modest apartment rental.The purpose of this study is to determine and describe the government's policy in relocating the community to the development of simple Flats Rent ( Rusunawa ) in the village of Bakalan Krapyak , Kaliwungu Kudus and to know The problems that arise in the relocation of the community and how the solution . This research is descriptive analytic research using qualitative approach . Data collection techniques by means of interviews with informants , the researchers also conducted direct observation penelkitian object and document the location of the relevant research is conducted with the actual situation.The results showed that in fact the flats built by the Holy District Government less demand by the public , especially people who occupy around the riverbanks Gelis . Found several weaknesses in relocating public policy program , which has not fulfilled rusunawa adequate facilities and the lack of public awareness about the environment .     Longsoran yang terjadi pada lereng merupakan salah satu permasalahan utama di bidang geoteknik. Untuk melakukan perbaikan maupun perkuatan pada lereng perlunya dilakukan penyelidikan tanah guna memprediksi bidang longsor pada lereng tersebut sehingga perbaikan dan perkuatan yang dilakukan dapat dilakukan secara efektif. Salah satu alternatif metode yang dapat dipakai adalah penggunan metode geofisika, seperti geolistrik khususnya Electrical Resistivity Tomography (ERT). Penyelidikan ini diwujudkan dengan dembuatan suatu model fisik lereng dengan variasi keretakan dan diberikan pembebanan sebanyak 5 macam pembebanan. Tujuan utama dari penelitian ini adalah untuk mengetahui penggunaan metode penyelidikan geolistrik untuk mengetahui bidang longsor. Berdasarkan penelitian ini bidang longsor ataupun retakan terdapat pada lapisan dengan nilai resistivitas yang memiliki nilai resistivitas berbeda cukup signifikan
