Blue Ocean Strategy: Application in Universiti Sains Malaysia Library

    Get PDF
The Blue Ocean strategy was developed by W.C. Kim and R. Mauborgne. It is relatively new and was only introduced in 2004, where its recommends looking at the market boundaries differently and formulating products or services to customers from different segments. Organizations such as libraries should raise the standard of activities higher than the common standard and offer customers higher values than their competitors. In other words, libraries need to deliver value at low cost and simultaneously they need to reduce and eliminate other insignificant activities. This paper focuses on several tools and models of the Blue Ocean strategy namely the “Eliminate-Reduce-Raise-Create Grid” model since the main key ideas fall under the “Create Grid” where the innovative value takes place, as well as to create unique values for customers. Thus, the application of this model at the Universiti Sains Malaysia (USM) Library is vital in the provision of successful customer service, best quality and satisfying products

Career Development Fund (TKKSP) was established in 1984 in Universiti Sains Malaysia Library. The initiatives of the fund began from the idea of Chief Librarian Lim Huck Tee to serve and assist library staff in the development of their career and vocational skills. From the beginning, the funds are made possible through the generosity of the professional staff and librarians in USM libraries. The purpose of these funds is to support career enhancing acavities and monies from the fund are expanded to provide total support for library staff to participate in job and career related development acavities. Library staff is encouraged to utilize the fund wherever they believe the participation will contribute to their personal and professional career growth in the field of librarianship and other discipline as well as strengthening their vocational preparation

Along with the modernization, Malaysia Higher Learning Institutions (HLIs) have implemented multiple kinds of transformation plans. Currently, there is a comprehensive transformation plan written in Malaysia Education Blueprint 2015-2025 (Higher Education) (MEB) (HE) as a guideline for Higher Learning Institutions (HLIs), Polytechnics and Community Colleges. Hence, the HLIs Libraries or known as Academic Libraries were intangibly pressured to perform new roles and services in order to fulfil the future demands in the rapid pace of Research and Development (R&D) landscape. This paper shares Universiti Sains Malaysia (USM) Library’s experience in developing the new service segments called Strategic Program in Research Support Service (SPiReSS). The introduction of SPiReSS was intended to facilitate students and academicians research activities. Five service segments were introduced namely as Mendeley, Easy-to-Write with Microsoft (MS) Word, Open Access Publication, Google Drive, and Google Scholar. This paper described comprehensively on how the USM Library implement the SPiReSS project especially in terms of developing the service model, enhance the Academic Librarians capabilities, analyzing the participants’ feedback, and explain the types of challenges the Academic Librarians encounter. The SPiReSS project has triggered the interest of HLIs community especially in USM. Due to the remarkable result, the SPiReSS project should create more service segments in order to substantially supporting the research activities in HLIs
