Anisotropy of the Cosmic Neutrino Background
The cosmic neutrino background (CNB) consists of low-energy relic neutrinos
which decoupled from the cosmological fluid at a redshift z ~ 10^{10}. Despite
being the second-most abundant particles in the universe, direct observation
remains a distant challenge. Based on the measured neutrino mass differences,
one species of neutrinos may still be relativistic with a thermal distribution
characterized by the temperature T ~ 1.9K. We show that the temperature
distribution on the sky is anisotropic, much like the photon background,

Bootstrap tomography of high-precision pulses for quantum control
Long-time dynamical decoupling and quantum control of qubits require
high-precision control pulses. Full characterization (quantum tomography) of
imperfect pulses presents a bootstrap problem: tomography requires initial
states of a qubit which can not be prepared without imperfect pulses. We
present a protocol for pulse error analysis, specifically tailored for a wide
range of the single solid-state electron spins. Using a single electron spin of
a nitrogen-vacancy (NV) center in diamond, we experimentally verify the
correctness of the protocol, and demonstrate its usefulness for quantum control
tasks

Postnatal Depressive Symptoms Among Mothers and Fathers of Infants Born Preterm: Prevalence and Impacts on Children's Early Cognitive Function
OBJECTIVE:
Preterm birth is associated with lower cognitive functioning. One potential pathway is postnatal parental depression. The authors assessed depressive symptoms in mothers and fathers after preterm birth, and identified the impacts of both prematurity and parental depressive symptoms on children's early cognitive function.
METHOD:
Data were from the nationally representative Early Childhood Longitudinal Study, Birth Cohort (n = 5350). Depressive symptoms at 9 months were assessed by the Center for Epidemiologic Studies Depression Scale (CESD) and children's cognitive function at 24 months by the Bayley Short Form, Research Edition. Weighted generalized estimating equation models examined the extent to which preterm birth, and mothers' and fathers' postnatal depressive symptoms impacted children's cognitive function at 24 months, and whether the association between preterm birth and 24-month cognitive function was mediated by parental depressive symptoms.
RESULTS:
At 9 months, fathers of very preterm (<32 weeks gestation) and moderate/late preterm (32-37 weeks gestation) infants had higher CESD scores than fathers of term-born (≥37 weeks gestation) infants (p value = .02); preterm birth was not associated with maternal depressive symptoms. In multivariable analyses, preterm birth was associated with lower cognitive function at 24 months; this association was unaffected by adjustment for parental depressive symptoms. Fathers', but not mothers', postnatal depressive symptoms predicted lower cognitive function in the fully adjusted model (β = -0.11, 95% confidence interval, -0.18 to -0.03).
CONCLUSION:
Fathers of preterm infants have more postnatal depressive symptomology than fathers of term-born infants. Fathers' depressive symptoms also negatively impact children's early cognitive function. The national findings support early identification and treatment of fathers of preterm infants with depressive symptoms
Universal Statistical Behavior of Neural Spike Trains
We construct a model that predicts the statistical properties of spike trains
generated by a sensory neuron. The model describes the combined effects of the
neuron's intrinsic properties, the noise in the surrounding, and the external
driving stimulus. We show that the spike trains exhibit universal statistical
behavior over short times, modulated by a strongly stimulus-dependent behavior
over long times. These predictions are confirmed in experiments on H1, a
motion-sensitive neuron in the fly visual system.Comment: 7 pages, 4 figure
The integrated academic information system support for education 3.0 in higher education institution: lecturer perspective
Education 3.0 has been implemented in many higher education institutions (HEIs). Education 3.0 has been directed the institution toward better educational experience. But on the other hands, the implementation of Education 3.0 also caused some problems. Previous research has found administrative problem experienced by the lecturer. This research explores deeper from the lecturer and suggested the solution from lecturer perspective, combined with information technology capabilities owned by the HEIs. The research used a case study as the method and conducted a qualitative research with a semi-structured interview. The interview analysis has found that the increase of the administrative processes is caused by online and offline administrative activities. The online activities are from e-learning and the offline activities are from traditional learning (face-to-face). The administrative processes also involved the academic information system (AIS). Simplified all of the administrative processes are more preferred. To overcome the problems, integrating the AIS and e-learning become necessary. This research suggests transforming the existing AIS into an integrated AIS and hopes the solution can simplify the administration process

Probing Unstable Massive Neutrinos with Current Cosmic Microwave Background Observations
The pattern of anisotropies in the Cosmic Microwave Background depends upon
the masses and lifetimes of the three neutrino species. A neutrino species of
mass greater than 10 eV with lifetime between 10^{13} sec and 10^{17} sec
leaves a very distinct signature (due to the integrated Sachs-Wolfe effect):
the anisotropies at large angles are predicted to be comparable to those on
degree scales. Present data exclude such a possibility and hence this region of
parameter space. For eV, sec, we find
an interesting possibility: the Integrated Sachs Wolfe peak produced by the
decaying neutrino in low- models mimics the acoustic peak expected in

Variation at the NFATC2 Locus Increases the Risk of Thiazolidinedione-Induced Edema in the Diabetes REduction Assessment with ramipril and rosiglitazone Medication (DREAM) Study
Objective: Thiazolidinediones are used to treat type 2 diabetes. Their use has been associated with peripheral edema and congestive heart failure - outcomes that may have a genetic etiology. Research Design and Methods: We genotyped 4,197 participants of the multiethnic DREAM (Diabetes Reduction Assessment with ramipril and rosiglitazone Medication) trial with a 50k single nucleotide polymorphisms (SNP) array, which captures ∼2000 cardiovascular, inflammatory, and metabolic genes. We tested 32,088 SNPs for an association with edema among Europeans who received rosiglitazone (n = 965). Results: One SNP, rs6123045, in NFATC2 was significantly associated with edema (odds ratio 1.89 [95% CI 1.47-2.42]; P = 5.32 × 10-7, corrected P = 0.017). Homozygous individuals had the highest edema rate (hazard ratio 2.89, P = 4.22 × 10-4) when compared with individuals homozygous for the protective allele, with heterozygous individuals having an intermediate risk. The interaction between the SNP and rosiglitazone for edema was significant (P = 7.68 × 10-3). Six SNPs in NFATC2 were significant in both Europeans and Latin Americans (P < 0.05). Conclusions: Genetic variation at the NFATC2 locus contributes to edema among individuals who receive rosiglitazone
New Upper Limits on the Tau Neutrino Mass from Primordial Helium Considerations
In this paper we reconsider recently derived bounds on tau neutrinos,
taking into account previously unaccounted for effects. We find that, assuming
that the neutrino life-time is longer than , the constraint
rules out masses in the range
for Majorana neutrinos and
for Dirac neutrinos. Given that the present
laboratory bound is 35 MeV, our results lower the present bound to and
