De la complexité des relations entre démocratie et TIC
Nous allons examiner dans cet article quelques-uns des enjeux des pratiques sociales du rĂ©seau Internet en lien avec les formes prises par la dĂ©mocratie dans un contexte marquĂ© par la globalisation du capitalisme et par la transformation de lâĂtat. Pour ce faire, nous aborderons le rĂ©seau informatique en considĂ©rant celui-ci comme un lieu dâĂ©changes communicationnels puis comme un lieu de diffusion dâinformations susceptibles dâĂȘtre mobilisĂ©s par les composantes de la sociĂ©tĂ© civile. Nous conclurons que le rĂŽle dâInternet Ă des fins politiques dĂ©pend non seulement de la configuration sociotechnique de celui-ci, mais aussi du contexte sociohistorique dans lequel il prend place.In this article we investigate the relationship between Internet-mediated social practices and forms of democratic practices in the context of globalization and the transformation of the state. Our argument draws upon the notion that the Internet is best understood as medium of dialogue and information dissemination that can be mobilized by civil society interests and actors. We conclude that the role of the Internet in the political system is dependent upon the socio-historical context within which it exists as well as its socio-technical configuration

Ă la suite de la publication dâun texte dâArnaud Mercier (2012) sur la situation des universitĂ©s en France, nous avons Ă©tĂ© invitĂ© Ă rĂ©diger un article ayant pour but de favoriser des Ă©changes sur ce thĂšme. Pour mener Ă bien ce projet, nous avons dĂ©cidĂ© de nous intĂ©resser plus spĂ©cifiquement Ă la situation de ces institutions au QuĂ©bec. Globalement, notre point de vue est trĂšs proche de celui dâArnaud Mercier. Mais nous mettons aussi lâaccent sur les diffĂ©rences contextuelles. Câest ainsi que lâautonomie universitaire est une rĂ©alitĂ© ancienne de ce cĂŽtĂ© de lâocĂ©an Atlantique, mais, dorĂ©navant et de maniĂšre croissante, celle-ci revĂȘt de nouvelles formes de compĂ©tition entre universitĂ©s. AprĂšs quoi, nous aborderons la question du financement qui a Ă©tĂ© au cĆur du mouvement Ă©tudiant de 2012. Enfin, nous analyserons quelques consĂ©quences sur la recherche et lâenseignement avant de conclure sur notre rĂŽle dans les transformations en cours.Following the publication of a text of Arnaud Mercier on the situation of universities in France, we have been invited to write an article in order to encourage discussions on this topic. To carry out this project, we have decided to focus more specifically on the situation of these institutions in Quebec. Overall, our view is very close to that of Arnaud Mercier. But we are also focusing on the contextual differences. Thus university autonomy is an old reality on this side of the Atlantic Ocean but this one now takes new forms of competition between universities. Afterwards, we will discuss the funding issue that was at the heart of the student movement of 2012. Finally, we will analyze some impact on research and teaching, before concluding with our role in the ongoing changes

De prime abord, il importe, nous semble-t-il, de rappeler que proposer un numĂ©ro consacrĂ© aux perspectives critiques pour aborder lesdites technologies de lâinformation et de la communication (TIC) demeure dâautant plus pertinent que celles-ci sont encore et toujours envisagĂ©es dâun point de vue positif dans un vaste ensemble de discours, que ceux-ci Ă©manent de responsables politiques, de dirigeants dâentreprises, dâexperts en tous genres, voire dâuniversitaires. Quelles perspectives critiques pour aborder les TICÂ ?
Les TIC jouant un rĂŽle croissant tant Ă lâĂ©chelle planĂ©taire que dans nos vies quotidiennes, les aborder dâun point de vue critique devient un enjeu scientifique majeur. Adoptant nous-mĂȘme une telle dĂ©marche, nous nous interrogeons tout dâabord sur les sens Ă attribuer au terme « critique » et sur les significations de lâacronyme « TIC ». AprĂšs quoi, nous proposons de mettre lâaccent sur plusieurs façons dâanalyser les TIC dâun point de vue critique. Pour ce faire, nous commençons sur lâintĂ©rĂȘt dâeffectuer des analyses qui visent Ă replacer ces objets dans le contexte du « systĂšme technicien ». Puis nous abordons deux autres ensembles de travaux, lâun consacrĂ© aux recherches en Ă©conomie politique de la communication et lâautre portant sur les usages sociaux des TIC. Avant de conclure Ă la pertinence dâintĂ©grer deux autres dimensions dans lâanalyse : le temps long et les questions environnementales.As ICTs become more pervasive both globally and in our daily lives, investigating their roles and function from a critical perspective is a growing challenge. Adopting such an approach, we assess the meanings given to the term "critical" and to the acronym "ICT", and propose various ways in which to analyze ICTs through a critical lens. Our analysis begins by placing these objects in the context of the "technician system". We then discuss two other relevant bodies of literature; one dedicated to research in political economy of communication and the other to the social uses of ICTs. We conclude by noting the importance of integrating two additional dimensions into the analysis of this issue: temporality and environment.Las TIC desempeñan un creciente papel tanto a escala planetaria como en nuestra vida cotidiana y en consecuencia, el estudio de dichas tecnologĂas desde un punto de vista crĂtico se convierte en un reto cientĂfico fundamental. Desde esta perspectiva, en primer lugar se analizan los sentidos que pueden atribuirse al tĂ©rmino « crĂtico » asĂ como los significados del acrĂłnimo TIC, para, a continuaciĂłn, considerar las diversas formas de abordar las TIC, desde una perspectiva crĂtica. Para ello, se coloca el interĂ©s en efectuar anĂĄlisis que tienden a considerar las TIC en un contexto de « sistema tĂ©cnico ». DespuĂ©s se abordan otros dos tipos de trabajos : uno, consagrado a las investigaciones en economĂa polĂtica, y el otro a los usos sociales de las TIC. Homotopy techniques for solving sparse column support determinantal polynomial systems

Such polynomial systems arise in a variety of applications including for
example polynomial optimization and computational geometry. We design a
randomized sparse homotopy algorithm for computing the isolated points in
which takes advantage of the determinantal
structure of the system defining . Its complexity
is polynomial in the maximum number of isolated solutions to such systems
sharing the same sparsity pattern and in some combinatorial quantities attached
to the structure of such systems. It is the first algorithm which takes
advantage both on the determinantal structure and sparsity of input
polynomials. We also derive complexity bounds for the particular but important
case where and the columns of satisfy weighted degree
constraints. Such systems arise naturally in the computation of critical points
of maps restricted to algebraic sets when both are invariant by the action of
the symmetric group
Faster real root decision algorithm for symmetric polynomials
In this paper, we consider the problem of deciding the existence of real
solutions to a system of polynomial equations having real coefficients, and
which are invariant under the action of the symmetric group. We construct and
analyze a Monte Carlo probabilistic algorithm which solves this problem, under
some regularity assumptions on the input, by taking advantage of the symmetry
invariance property. The complexity of our algorithm is polynomial in , and , where is the number of
variables and is the maximal degree of input polynomials defining the
