    Challenges of Those in Leadership in The Digitalisation of Nigeria’s Government Organisations

    It is becoming increasingly difficult to function without using information and communication technology in all areas of human endeavour. This is because it promotes accountability and openness, which provides citizen-centred administration emphasising easier access to better delivery of government services. Digitalisation is one of the techniques available to government organisations to improve the effectiveness and efficiency of delivering services to the public. This is predicated on the notion that efficient digitalisation of the day-to-day activities of government processes will result in the provision of adequate services to citizens. However, there are various obstacles to effective digitalisation in government organisations in Nigeria. For instance, lack of information technology infrastructure, intermittent power/electricity supply, lack of trained and competent employees, a general aversion to change, etc. Of all the challenges aforementioned, the challenge of those in leadership stands out as a significant component that hinders digitalisation in government organisations in Nigeria. This paper examines the challenges of those in leadership in the digitalisation of Nigeria’s government organisations, as well as proposes suggestions on how to deal with the challenges. Data was gathered from secondary sources such as relevant books, journals and the internet. This paper finds out that the attitude and reluctance to change by leaders in government organisations restrict the adoption and successful digitalisation of their day-to-day activities, which negatively impacts the delivery of high-quality services to the citizens. This paper suggested that the requisite Information Communication Technology infrastructure for digitalisation should be provided by the Federal Government, as the majority of government organisations lack the fundamental infrastructure required to properly digitalise their operations. The government should develop ICT policies that make computer literacy a requirement for hiring and promotion of public or civil servants at all levels, including the federal, state, and local governments

    It has been observed that small and medium scale enterprise ( SME) are the bedrock of a nation\'s industrial and technological advancement. Hence, creating an enabling environment for SMEs to thrive will result in development. This paper examines the enabling environment with particular reference to good governance as a basis for SMEs to contribute towards a national development. The analysis is informed by primary data from interviews conducted in Nigeria and secondary data from relevant journals, books, Internet and newspapers. The paper concludes that for the dream of Nigeria\'s industrial and technological advancement to materialize, the Federal Government should address the issues of inadequate finding and the mode of funding of SMEs as well as the provision of adequate infrastructure to boost the expansion of SMEs. In addition, the government should create an enabling environment that is free of insecurity in order to motivate both local and foreign investors to contribute meaningfully toward the establishment and expansion of SMEs.     Deregulation policy and development in Nigeria: the petroleum sector experience, 1999-2014

    Some scholars have argued that businesses are better organised and managed by the private sector in a development oriented manner. This line of argument accepts the point that there is a relationship between deregulation policy and development, and supports the call for government to remove all restrictions to private sector participation in the economy. Deregulation policy which allows market forces to determine prices and promote efficiency in public sector management is a response to this challenge. With the adoption of the historical research method, secondary data were collected to examine deregulation policy and the development nexus of the Nigerian petroleum sector and concluded that for the deregulation policy of the petroleum sector to achieve its goal of development in Nigeria, government at all levels should put in place measures to fight corruption, reduce the cost of governance and earn citizens' trust in its activities which must be geared towards effective service delivery as a catalyst for the successful implementation of government deregulation policy in Nigeria.Keywords: Deregulation policy, development, petroleum sector, employmen
