    Understanding Database Reconstruction Attacks on Public Data

    In 2020 the U.S. Census Bureau will conduct the Constitutionally mandated decennial Census of Population and Housing. Because a census involves collecting large amounts of private data under the promise of confidentiality, traditionally statistics are published only at high levels of aggregation. Published statistical tables are vulnerable to DRAs (database reconstruction attacks), in which the underlying microdata is recovered merely by finding a set of microdata that is consistent with the published statistical tabulations. A DRA can be performed by using the tables to create a set of mathematical constraints and then solving the resulting set of simultaneous equations. This article shows how such an attack can be addressed by adding noise to the published tabulations, so that the reconstruction no longer results in the original data

    EXPLAINING THE TREND IN TEENAGE BIRTH RATES FROM 1981-1999

    We investigate the influence of changes in demography, the strength of the economy, and social policies on teen birth rates in the U.S. from 1981 to 1999, a period of wildly fluctuating rates. We find that demographic and social policy changes largely counteracted one another during this period with the growth in the Hispanic population as the primary factor driving rates up, and the tightening of the Child Support Enforcement program as the primary factor pushing rates down. Our results suggest that if the demographic variables that we measure had remained at their 1981 levels, teens would have had 340,000 (or 3.6 percent) fewer births than were observed over this period. At the same time, if welfare benefits and Child Support Enforcement expenditures had remained at their 1981 levels, teens would have had almost 484,000 (or 5.2 percent) more births than observed.     Nucleotide Excision Repair, Genome Stability, and Human Disease: New Insight from Model Systems

    Nucleotide excision repair (NER) is one of several DNA repair pathways that are universal throughout phylogeny. NER has a broad substrate specificity and is capable of removing several classes of lesions to the DNA, including those that accumulate upon exposure to UV radiation. The loss of this activity in NER-defective mutants gives rise to characteristic sensitivities to UV that, in humans, is manifested as a greatly elevated sensitivity to exposure to the sun. Xeroderma pigmentosum (XP), Cockaynes syndrome (CS), and trichothiodystrophy (TTD) are three, rare, recessively inherited human diseases that are linked to these defects. Interestingly, some of the symptoms in afflicted individuals appear to be due to defects in transcription, the result of the dual functionality of several components of the NER apparatus as parts of transcription factor IIH (TFIIH). Studies with several model systems have revealed that the genetic and biochemical features of NER are extraordinarily conserved in eukaryotes. One system that has been studied very closely is the budding yeast Saccharomyces cerevisiae. While many yeast NER mutants display the expected increases in UV sensitivity and defective transcription, other interesting phenotypes have also been observed. Elevated mutation and recombination rates, as well as increased frequencies of genome rearrangement by retrotransposon movement and recombination between short genomic sequences have been documented. The potential relevance of these novel phenotypes to disease in humans is discussed

    Not all the bots are created equal:the Ordering Turing Test for the labelling of bots in MMORPGs

    This article contributes to the research on bots in Social Media. It takes as its starting point an emerging perspective which proposes that we should abandon the investigation of the Turing Test and the functional aspects of bots in favor of studying the authentic and cooperative relationship between humans and bots. Contrary to this view, this article argues that Turing Tests are one of the ways in which authentic relationships between humans and bots take place. To understand this, this article introduces the concept of Ordering Turing Tests: these are sort of Turing Tests proposed by social actors for purposes of achieving social order when bots produce deviant behavior. An Ordering Turing Test is method for labeling deviance, whereby social actors can use this test to tell apart rule-abiding humans and rule-breaking bots. Using examples from Massively Multiplayer Online Role-Playing Games, this article illustrates how Ordering Turing Tests are proposed and justified by players and service providers. Data for the research comes from scientific literature on Machine Learning proposed for the identification of bots and from game forums and other player produced paratexts from the case study of the game Runescape

    Size-Dependent Transition to High-Dimensional Chaotic Dynamics in a Two-Dimensional Excitable Medium

    The spatiotemporal dynamics of an excitable medium with multiple spiral defects is shown to vary smoothly with system size from short-lived transients for small systems to extensive chaos for large systems. A comparison of the Lyapunov dimension density with the average spiral defect density suggests an average dimension per spiral defect varying between three and seven.     Integrated Block Sharing: A Win–Win Strategy for Hospitals and Surgeons

    We consider the problem of balancing two competing objectives in the pursuit of efïŹcient management of operating rooms in a hospital: providing surgeons with predictable, reliable access to the operating room and maintaining high utilization of capacity. The common solution to the ïŹrst problem (in practice) is to grant exclusive “block time,” in which a portion of the week in an operating room is designated to a particular surgeon, barring other surgeons from using this room/time. As a major improvement over this existing approach, we model the possibility of “shared” block time, which need only satisfy capacity constraints in expectation. We reduce the computational difïŹculty of the resulting NP-hard block-scheduling problem by implementing a column-generation approach and demonstrate the efïŹcacy of this technique using simulation, calibrated to a real hospital’s historical data and objectives. Our simulations illustrate substantial beneïŹts to hospitals under a variety of circumstances and demonstrate the advantages of our new approach relative to a benchmark method taken from the recent literature

    A Dynamic Theory of Resource Wars

    We develop a dynamic theory of resource wars and study the conditions under which such wars can be prevented. Our focus is on the interaction between the scarcity of resources and the incentives for war in the presence of limited commitment. We show that a key parameter determining the incentives for war is the elasticity of demand. Our first result identifies a novel externality that can precipitate war: price-taking firms fail to internalize the impact of their extraction on military action. In the case of inelastic resource demand, war incentives increase over time and war may become inevitable. Our second result shows that in some situations, regulation of prices and quantities by the resource-rich country can prevent war, and when this is the case, there will also be slower resource extraction than the Hotelling benchmark (with inelastic demand). Our third result is that because of limited commitment and its implications for armament incentives, regulation of prices and quantities might actually precipitate war even in some circumstances where wars would not have arisen under competitive markets
