    Unsupervised Deep Single-Image Intrinsic Decomposition using Illumination-Varying Image Sequences

    Machine learning based Single Image Intrinsic Decomposition (SIID) methods decompose a captured scene into its albedo and shading images by using the knowledge of a large set of known and realistic ground truth decompositions. Collecting and annotating such a dataset is an approach that cannot scale to sufficient variety and realism. We free ourselves from this limitation by training on unannotated images. Our method leverages the observation that two images of the same scene but with different lighting provide useful information on their intrinsic properties: by definition, albedo is invariant to lighting conditions, and cross-combining the estimated albedo of a first image with the estimated shading of a second one should lead back to the second one's input image. We transcribe this relationship into a siamese training scheme for a deep convolutional neural network that decomposes a single image into albedo and shading. The siamese setting allows us to introduce a new loss function including such cross-combinations, and to train solely on (time-lapse) images, discarding the need for any ground truth annotations. As a result, our method has the good properties of i) taking advantage of the time-varying information of image sequences in the (pre-computed) training step, ii) not requiring ground truth data to train on, and iii) being able to decompose single images of unseen scenes at runtime. To demonstrate and evaluate our work, we additionally propose a new rendered dataset containing illumination-varying scenes and a set of quantitative metrics to evaluate SIID algorithms.     Towards Sustainable Development of Small-Scale Fisheries in the Philippines: Experiences and Lessons Learned from Eight Regional Sites

    The focus of this paper is on the governance of small-scale or municipal fisheries in the Philippines in light of the critical role they play in the livelihoods of coastal communities and in the nation as a whole. The information and insights presented in this lessons learned brief derive from the project entitled Strengthening Governance and Sustainability of Small-Scale Fisheries Management in the Philippines: An Ecosystem Approach. The project was funded principally by the Department of Agriculture's Bureau of Agricultural Research (DA-BAR), and implemented from 2008 to 2011 by WorldFish in collaboration with the Department of Science and Technology (DOST) and selected partners. The underlying project's goal was to 'strengthen governance and sustainability of small-scale fisheries management in the Philippines.' There were a variety of objectives spread across two project phases but the primary objectives relevant to this brief include: (1) identifying issues at project sites and assessing potential for an ecosystem based approach to fisheries management, and (2) assessing current fisheries management practices at different levels of governance and identifying best practices. The purposes of this paper are twofold. First, it aims to provide brief highlights of the project findings; second, it aims to present the lessons learned in project implementation covering substantive sectoral concerns as well as methodological issues. It wraps up with some strategic directions that need to be undertaken to reverse the deteriorating conditions of small-scale fisheries (SSF) while at the same time promoting their sustainable development

    Fisheries rehabilitation in post-tsunami Aceh: Status and needs from participatory appraisals

    The widespread and long-term nature of the tsunami damage in Aceh province, Indonesia has threatened the continued use of coastal and fisheries resources. This article describes the application of the Rapid Appraisal of Fisheries Management System (RAFMS) methodology and presents key findings from the participatory appraisals in 15 study sites. The focus is on changes in the number and types of fishing boats and fishing effort, consumption and marketing flow patterns and community perspectives on livelihood options. The level of aid (for new boats), mainly from international organizations, has been unevenly distributed with the number of boats in 13 of 15 villages still being well below the pre-tsunami levels. A focus on supplying small vessels may put increased fishing pressure on the near-shore zone. Consumption data and marketing flows suggest that most fishing villages are supplying outside markets and adding considerably to the wider food security of the province. Despite the tsunami, marine fisheries-related livelihoods are still preferred, although there are indications for the potential expansion of livelihoods into the culture of new species. Alternative resource-based livelihoods need to be tested and refined to fit the needs of the current conditions in Aceh to provide viable options for eliminating hunger and reducing poverty

    An overview of fisheries conflicts in South and Southeast Asia: Recommendations, challenges and directions

    Fisheries conflicts are among the persistent problems affecting the security of food, livelihoods and fishing environments crucial to poor fishing communities in developing countries in South and Southeast Asia. Most conflicts arise from excessive fishing efforts due to increasing population and economic motivations. Conflicts are not all undesirable as some disputes become a catalyst for much needed reforms for policy and economic improvements. However, a framework for analyzing conflicts in fisheries is necessary to organize interventions relevant to the nature of conflicts, and the needs and capacities of fisheries stakeholders in the region. The WorldFish Center, together with research partners, conducted studies that identify a framework for managing fisheries conflicts. Thematic policy recommendations for managing fishing capacity and related conflicts in small-scale fisheries in the region are identified for further consideration by fisheries stakeholders

    Comparison of the physical, chemical and electrical properties of ALD Al2O3 on c- and m-plane GaN

    This study compares the physical, chemical and electrical properties of Al[subscript 2]O[subscript 3] thin films deposited on gallium polar c- and nonpolar m -plane GaN substrates by atomic layer deposition (ALD). Correlations were sought between the film's structure, composition, and electrical properties. The thickness of the Al[subscript 2]O[subscript 3] films was 19.2 nm as determined from a Si witness sample by spectroscopic ellipsometry. The gate dielectric was slightly aluminum-rich (Al:O=1:1.3) as measured from X-ray photoelectron spectroscopy (XPS) depth profile, and the oxide-semiconductor interface carbon concentration was lower on c -plane GaN. The oxide's surface morphology was similar on both substrates, but was smoothest on c -plane GaN as determined by atomic force microscopy (AFM). Circular capacitors (50-300 μm diameter) with Ni/Au (20/100 nm) metal contacts on top of the oxide were created by standard photolithography and e-beam evaporation methods to form metal-oxide-semiconductor capacitors (MOSCAPs). The alumina deposited on c -plane GaN showed less hysteresis (0.15 V) than on m -plane GaN (0.24 V) in capacitance-voltage (CV) characteristics, consistent with its better quality of this dielectric as evidenced by negligible carbon contamination and smooth oxide surface. These results demonstrate the promising potential of ALD Al[subscript 2]O[subscript 3] on c -plane GaN, but further optimization of ALD is required to realize the best properties of Al[subscript 2]O[subscript 3] on m -plane GaN
