Author analyzes some features of addressing and males conclusions about features of the location of device/user of the global information and telecommunication network Internet determination for definition according to what legislation these or those actions of the user have to be estimated. Author pays attention on the consideration of the jurisdiction questions. In the course of research author gives opinions of the scientific, expert communities, public authorities representatives. In this article the author compare characteristic signs of car theft: stability of criminal activity car thieves, their areas of practice, multiplicity of crimes, repetition of a car theft with signs of criminal professionalism, and as a result the author conclude that car theft is reflected all signs of criminal professionalism, therefore such crimes should be accepted as one of the present form of the professional criminality.В статье сопоставляются характерные признаки краж автомобилей: устойчивость преступной деятельности автоворов, их специализация, многократность совершения преступлений, рецидив автокраж с признаками современного преступного профессионализма в Российской Федерации. Представлен и обоснован вывод о том, что данный вид преступлений является ярким проявлением такого рода криминального профессионализма

Удержание несовершеннолетних от повторных преступлений

In this article social and psychological problems of resocialization and rehabilitation of persons condemned for criminal offenses at minor age are considered. The factors strengthening and reducing further criminalization of minors are analyzed. Statistical data of conditionally condemned teenager groups who subsequently appeared in jail are given. Various forms of socially focused and psychological work with teenagers who are in conflict with law and are at different stages of contact with law-enforcement organizations are analyzed. Experience of various non-governmental organizations on implementation of positive concepts of work with condemned in places of imprisonment and after release is presented. Basis of the analysis of Russian psychologist’s works and achievements of juvenile system of Germany the justification of need for creation of institute of support of process of post-penitentiary adaptation of persons condemned to imprisonment at minor age is given.В статье рассматриваются социально-психологические проблемы ресоциализации и реабилитации лиц, осужденных за уголовные преступления в несовершеннолетнем возрасте. Анализируются факторы, усиливающие и снижающие дальнейшую криминализацию несовершеннолетних. Приводятся данные исследования группы условно осужденных подростков, впоследствии оказавшихся за решеткой. Анализируются различные формы социально ориентированной и психологической работы с подростками в конфликте с законом на разных этапах контакта с правоохранительной системой. Представлен опыт общественных организаций по реализации ресурсных, позитивных концепций работы с личностью в местах лишения свободы и после освобождения. На основании анализа работы российских психологов и достижений ювенальной системы Германии дается обоснование необходимости создания института сопровождения процесса постпенитенциарной адаптации лиц, осужденных к лишению свободы в несовершеннолетнем возрасте

The game is a key element of a child's life, and outdoor activity enables development of creativity, imagination, social network and behavior. Daily outdoor activity increases children's concentration level and enhance cognitive abilities. The "outdoor" technology itself is not new, but for its successful implementation and application as a tool of socialization certain skills and abilities are required from a social worker. The purpose of the article is to reveal the key aspects of the "outdoor" technology and assess the possibility of its use in the current education conditions. The article presents the scientific, methodological and organizational basis of the professional training of specialists in social work using the "outdoor" technology. The article presents the foreign experience of training specialists in working with children and youth using the "outdoor" technology and analyzes the practical application of training for Russian social specialists

Education in the field of national information security in the Russian federation and abroad

In the present article author conducts research of current issues of training and education in the field of national information security in the Russian Federation and abroad in the context of globalization. Author analyzes current legal framework, analyzes opinions of scientists and specialists. Author marks out the place and role of new scientific and educational specialty-Information Law, given an opinion on the relevance of its occurrence. Author notes that each year, with the introduction of new technologies, increased levels of Informatization and computerization, there are now more issues of state (national) and collective information security. Solving these issues is impossible without ensuring an adequate level of training of new professionals, as well as timely retraining of skills of already working employees. This requires further comprehensive work on organization and implementation of specialized educational programs of the new generation.
