La elaboración y aprobación del planeamiento en la legislación urbanística andaluza y su control judicial

En este trabajo se hace un estudio exhaustivo y crítico del procedimiento de elaboración del planeamiento urbanístico en Andalucía tomando como parámetro su posible control judicial. Para su realización se ha tenido en cuenta la jurisprudencia más reciente tanto del Tribunal Supremo como especialmente del Tribunal Superior de Justicia de Andalucía. El régimen jurídico de la elaboración del planeamiento urbanístico en Andalucía es claramente insuficiente e inadecuado. Prueba de ellos son las dos reformas legales que en esta materia se ha producido en 2012. Se propone una nueva regulación que afectaría tanto al Legislador estatal como al andaluz que unifique los órganos encargados de la aprobación del planeamiento y la impugnación de los acuerdos de aprobación definitiva y que se impulsen mecanismos de concertación interadministrativo que permita agilizar su tramitación. Porque el retraso en la aprobación de los planes, provocado en gran medida por la preceptiva intervención de las Administraciones Públicas competentes, es uno de los problemas más graves que tiene planteado el urbanismo español y también el andaluza.In this work you can find a detailed and critical study of the processing of urban planning in Andalucía taking as parameter the possible judicial review. To realize this has been taken into account recent case law of the Supreme Court as well especially the High Court of Justice of Andalusia. T he legal framework for the development of urban planning in Andalucía is clearly insufficient and inadequate. Proof of this are the two legal reforms in this area occurred in 2012. We propose a new regulation that would affect both the state and the Andalusian Legislator unifying the bodies responsible for planning approval and contesting final approval arrangements and to boost inter–administrative coordination mechanisms enabling faster processing. Because the delay in approving the plans, caused largely by the mandatory intervention of the competent government, is one of the most serious problems that concern to the urbanism in Spain and in Andalusian aswell

Jacques Philippe d’Orville’s Grand Tour: a European trip in search of libraries, manuscripts, and ancient books

For over two years, the Dutch bibliophile and classical scholar Jacques Philippe d’Or- ville (1696-1751) travelled through Europe, visiting not only the greatest libraries of his age, but also private libraries and those located in monasteries and churches. During his trip he wrote a diary that it is today preserved in the Bodleian library in Oxford. The purpose of this article is to describe his travels and to identify the manuscripts and printed editions mentioned in his diary: a task that unveils the variety of interests he had and helps towards understanding his research method
