    Rethinking the rule of law and administrative justice from managed to neoliberal capitalism in the United States : evidence from the case of temporary labor migrant regulation (1942-2011)

    What can the case of temporary labor migration regulation tell us about the rule of law and administrative justice from managed to neoliberal capitalism in the United States? This paper demonstrates how the enforcement of temporary migrant labor contracts from state-led economic planning into a market-driven order (1942-2011) challenges dominant understandings of economic rights in jurisprudential theory and histories of the American administrative state. Contrary to existing conceptualizations of the managed capitalist state as a rights-abrogator, I show how regulatory agencies created and backed private contracts (1942-64). I subsequently trace what happened to this legal form through the roll-back of managed migration in the post-1964 period. Counterintuitively, from the perspective of temporary labor migration, neoliberalism is not about the strengthening of private contract, but contract's changing form in kind and process. Through the retreat of managed migration, private contracts are deformalized and subsumed to a fragmented, "bottom-up" administrative justice, empowering employers in the legal process

    This thesis aims to analyze demagogic politics and its reinforcing premises--Fear, Prejudice, Ignorance--through a case study involving the Italian politician, Matteo Salvini. This political practice that can be traced back to Ancient Athens, nevertheless, remains a potent force and an important explanation for contemporary political phenomena. By exploiting the emotions of the common people, rational analysis gives way to ill-considered passion, enabling the demagogue to secure popular support. At a time when right-wing populism has surged in Western Democracy, many have conflated the terms ‘demagogue’ and ‘populist’. However, in order to maintain the order and stability of democracy, it is imperative to maintain and comprehend the distinction between these terms. Specifically, the thesis will provide an extensive analysis of demagoguery, including its historical origins and its reliance upon the unholy trinity--Fear, Prejudice, Ignorance--. The political career of Matteo Salvini under Lega will be offered as a demonstrative paradigm of the modern demagogue

    Linear Self-Motion Cues Support the Spatial Distribution and Stability of Hippocampal Place Cells

    The vestibular system provides a crucial component of place-cell and head-direction cell activity [1-7]. Otolith signals are necessary for head-direction signal stability and associated behavior [8, 9], and the head-direction signal's contribution to parahippocampal spatial representations [10-14] suggests that place cells may also require otolithic information. Here, we demonstrate that self-movement information from the otolith organs is necessary for the development of stable place fields within and across sessions. Place cells in otoconia-deficient tilted mice showed reduced spatial coherence and formed place fields that were located closer to environmental boundaries, relative to those of control mice. These differences reveal an important otolithic contribution to place-cell functioning and provide insight into the cognitive deficits associated with otolith dysfunction

    Kurrburra (aka Mr Ruffy) (1797-1849), Aboriginal wirrirrap (doctor, healer, bard), sage counsellor of his people, consultant with koalas, and heroic slayer of a feared orangutan-like cryptid that lived in the ranges north of Western Port, is believed to have been born in 1797, and was a member of the Yawen djirra clan, the eastern-most group of the Boonwurrung People whose Country stretched from Wirribi-yaluk (Werribee River) to Wammun (Wilsons Promontory) in Victoria. His moiety was Bunjil and in the early 1840s he had 2 wives: Kurundum (1819-?) and Bowyeup (1823-?), and 2 children, whose names are not known. Kurrburra's traditional Aboriginal name is the Boonwurrung word for the iconic marsupial Phascolarctos cinereus, more commonly known as the koala

    Trajectories of Alcohol Use and Consequences in College Women with and without Depressed Mood

    College students with depressed mood face heightened risk for experiencing drinking-related negative consequences. However, few studies have examined prospective patterns of alcohol consequences among depressed students. In the present investigation, we assessed how first-year college women’s trajectories of heavy episodic drinking (HED) and alcohol consequences differed as a function of depressed mood at college entry. Participants were 233 heavy drinking incoming first-year college females (61% White) at a mid-sized west coast university. Participants completed an online baseline survey, attended a single brief group intervention session, and completed 1- and 6-month post-intervention follow-up surveys. Depressed mood, alcohol consumption, and alcohol consequences were assessed at each time point. We employed latent growth curve analyses. Females with depressed mood, versus without depressed mood, experienced greater levels of alcohol consequences overall, particularly during transitions to college. However, contrary to hypotheses, participants with depressed mood (vs. without) exhibited significantly steeper declining trends in consequences, controlling for treatment condition, age, race, and ethnicity, and despite stable drinking levels, depressed mood, and use of protective behaviors over time. Potential explanations and suggestions for future research are discussed

    Koalas – agents for change : a case study from regional Victoria

    We investigated the success of the Koala Conservation and Education Program conducted in Ballarat, Victoria, Australia from 2000-2009 by interviewing 28 individuals, from various stakeholder groups involved in the project. Transcripts were analysed using grounded theory to identify common themes, keywords and phrases. We conclude that the chosen ‘flagship’ species, the koala, was crucial for the success of the project which culminated in the adoption of the Koala Plan of Management and habitat overlays into the City of Ballarat’s planning scheme. Local people were concerned about the koala based on its conservation status nationally and globally rather than because of its local or Victorian status. We conclude that the concept of 'flagship' species in the case of the koala, is more a global than a local construct

    Diversity and novelty in environmental enrichment increases enrichment use in juvenile American mink (Neogale vison)

    It is standard practice on mink farms in Canada to provide one manipulable environmental enrichment (EE) in each cage to benefit animal health and welfare, and once an enrichment is introduced, it must remain in the cage for the duration of that animal’s life. However, mink might habituate to permanently present enrichments, which reduces interaction with these items over time. In this study, juvenile mink were provided with multiple EEs (mobile and hanging items) that were regularly exchanged to maintain novelty in addition to a standard, permanently present EE (enriched kits; EK). EE use over time, as well as interactions based on EE type, were compared to that of two groups which were standard-housed as juveniles (control; C and enriched at whelping; EW) with access to a permanently available standard enrichment. EK housing was found to significantly increase kits’ EE use compared to standard housing (p< 0.001). Despite some evidence of rapid habituation to novel objects (e.g., decreased use of hanging rope EE in second week of access: p = 0.019), item exchange appeared to have a sustaining effect on exploration of all EEs in the cage, including familiar objects. Thus, it may be beneficial to provide farmed mink with multiple EEs, both novel and familiar, to promote their optimal use and facilitate welfare benefits. Objects with greater manipulability or malleability were also used more by kits than those with fewer possible uses (e.g., pig’s ear versus other, less malleable mobile EEs: p< 0.001; rope versus less malleable hanging EE: p< 0.001). Although this effect was persistent across all periods of observation, it is possible that kit age at time of object introduction or differences in novelty may have contributed to these differences in their use. Further research is required to determine kits’ preference for different EE types when all items are equivalently novel, and when differences in developmental stage are fully accounted for

    Assessing the impacts of experimental derelict fish traps in the U.S. Virgin Islands [Poster]

    Fish traps are commonly used throughout the Caribbean to catch reef fish species and lobster and are the primary gear of choice for fishermen in the U.S. Virgin Islands. Once they are lost or abandoned they are referred to as derelict fish traps (DFTs)and a widespread concern exists that they contribute to ghostfishing. Ghostfishing occurs when derelict fishing gear continues to catch fish and induce mortality. Despite the public concerns that DFTs are an environmental threat, few studies have quantified the level of ghostfishing in the Caribbean. To address concerns from the fishing community and other marine stakeholders, this study provides the first experimental examination of ghostfishing impacts to fish and the potential economic impacts to fisheries in the U.S. Virgin Islands

    The effects of dietary fish oil on exercising skeletal muscle vascular and metabolic control in chronic heart failure rats

    The ATP-sensitive K+ (KATP) channel is a class of inward rectifier K+ channels that can link cellular metabolic status to vasomotor tone across the metabolic transients seen with exercise. This investigation tested the hypothesis that if KATP channels are crucial to exercise hyperaemia then blockade via glibenclamide (GLI) would lower hindlimb skeletal muscle blood flow (BF) and vascular conductance (VC) during treadmill exercise. In 14 adult male Sprague Dawley rats mean arterial pressure (MAP), blood [lactate], and hindlimb muscle BF (radiolabelled microspheres) were determined at rest (n = 6) or during exercise (n = 8; 20 m min⁻Âč, 5% incline) under control (CON) and GLI conditions (5 mg kg⁻Âč, i.a). At rest and during exercise, MAP was higher (Rest, CON: 130 ± 6, GLI: 152 ± 8; Exercise, CON: 140 ± 4, GLI: 147 ± 4 mmHg, P < 0.05) and heart rate (HR) was lower (Rest, CON: 440 ± 16, GLI: 410 ± 18; Exercise, CON: 560 ± 4, GLI: 540 ± 10 beats min⁻Âč, P < 0.05) with GLI. Hindlimb muscle BF (CON: 144 ± 10, GLI: 120 ± 9 ml min⁻Âč (100 g)⁻Âč, P < 0.05) and VC were lower with GLI during exercise but not at rest. Specifically, GLI decreased BF in 12, and VC in 16, of the 28 individual hindlimb muscles and muscle parts sampled during exercise with a greater fractional reduction present in muscles comprised predominantly of type I and type IIa fibres (P < 0.05). Additionally, blood [lactate] (CON: 2.0 ± 0.3; GLI: 4.1 ± 0.9 mmol L⁻Âč, P < 0.05) was higher during exercise with GLI. That KATP channel blockade reduces hindlimb muscle BF during exercise in rats supports the obligatory contribution of KATP channels in large muscle mass exercise-induced hyperaemia
