    The selection of a launch vehicle should not depend on any single vehicle attribute (i.e., price, reliability, availability, insurance rate, final payload placement accuracy, etc.), but rather on the effect of the interaction of multiple vehicle attributes in combination with payload configuration and sparing/maintenance strategy. For commercial organizations, selection decisions should be based on performance measures such as ROI and risk. For government operations, selections should be based on measures such as present value of life cycle cost in combination with availability constraints. Methods for analyzing launch vehicle and related choices are described together with parametric results illustrating important tradeoffs

    Non-Pauli Effects from Noncommutative Spacetimes

    Noncommutative spacetimes lead to nonlocal quantum field theories (qft's) where spin-statistics theorems cannot be proved. For this reason, and also backed by detailed arguments, it has been suggested that they get corrected on such spacetimes leading to small violations of the Pauli principle. In a recent paper \cite{Pauli}, Pauli-forbidden transitions from spacetime noncommutativity were calculated and confronted with experiments. Here we give details of the computation missing from this paper. The latter was based on a spacetime Bχn⃗\mathcal{B}_{\chi\vec{n}} different from the Moyal plane. We argue that it quantizes time in units of χ\chi. Energy is then conserved only mod 2πχ\frac{2\pi}{\chi}.     The feasibility of applying strategic business planning techniques which are developed and used in the private sector to the planning of certain projects within the NASA Office of Space and Terrestrial Applications was assessed. The methods of strategic business planning that are currently in use in the private sector are examined. The typical contents of a private sector strategic business plan and the techniques commonly used to develop the contents of the plan are described, along with modifications needed to apply these concepts to public sector projects. The current long-range planning process in the Office of Space and Terrestrial Applications is reviewed and program initiatives that might be candidates for the use of strategic business planning techniques are identified. In order to more fully illustrate the information requirements of a strategic business plan for a NASA program, a sample business plan is prepared for a hypothetical Operational Earth Resources Satellite program

    Forest fires and other examples of self-organized criticality

    We review the properties of the self-organized critical (SOC) forest-fire model. The paradigm of self-organized criticality refers to the tendency of certain large dissipative systems to drive themselves into a critical state independent of the initial conditions and without fine-tuning of the parameters. After an introduction, we define the rules of the model and discuss various large-scale structures which may appear in this system. The origin of the critical behavior is explained, critical exponents are introduced, and scaling relations between the exponents are derived. Results of computer simulations and analytical calculations are summarized. The existence of an upper critical dimension and the universality of the critical behavior under changes of lattice symmetry or the introduction of immunity are discussed. A survey of interesting modifications of the forest-fire model is given.     We study the consequences of the existence of spacelike Ricci inheritance vectors (SpRIVs) parallel to xax^a for model of string cloud and string fluid stress tensor in the context of general relativity. Necessary and sufficient conditions are derived for a spacetime with a model of string cloud and string fluid stress tensor to admit a SpRIV and a SpRIV which is also a spacelike conformal Killing vector (SpCKV).     The Free Quon Gas Suffers Gibbs' Paradox

    We consider the Statistical Mechanics of systems of particles satisfying the qq-commutation relations recently proposed by Greenberg and others. We show that although the commutation relations approach Bose (resp.\ Fermi) relations for q→1q\to1 (resp.\ q→−1q\to-1), the partition functions of free gases are independent of qq in the range −1<q<1-1<q<1. The partition functions exhibit Gibbs' Paradox in the same way as a classical gas without a correction factor 1/N!1/N! for the statistical weight of the NN-particle phase space, i.e.\ the Statistical Mechanics does not describe a material for which entropy, free energy, and particle number are extensive thermodynamical quantities.Comment: number-of-pages, LaTeX with REVTE
