    Trust and influence in the Gulf of Mexico's fishery public management network

    © 2019 by the authors. Sustainable fishery management is a complex multi-sectoral challenge requiring substantial interagency coordination, collaboration, and knowledge sharing. While scholars of public management network theory and natural resource management have identified trust as one of the key ideational network properties that facilitates such interaction, relatively few studies have operationalized and measured the multiple dimensions of trust and their influence on collaboration. This article presents the results of an exploratory study examining the Gulf of Mexico fishery management network comprised of more than 30 stakeholder organizations. Using an empirically validated survey instrument, the distribution of four types of trust, three gradations of influence, and the degree of formality and informality in actor communications were assessed across the fishery public management network. The analysis reveals generally low levels of interorganizational procedural trust and a high degree of network fragmentation along the international border. Civil servants based at U.S. organizations reported nearly no interactions with Mexican agencies, and vice versa. Rational (calculative) trust was the most important in bringing about reported change in other organizations, while dispositional distrust and affnitive (relational) trust also had significant effects. The results suggest that, although transactional interorganizational relationships prevail in Gulf of Mexico fishery governance, well-developed professional relationships contribute meaningfully to the reported success of public fishery network management and warrants further policy attention in order to help ensure sustainability

    Assessing the influence of international environmental treaty secretariats using a relational network approach

    The influential role of international treaty secretariats in coordinating bureaucracies across jurisdictional boundaries has been highlighted in recent years. While we now better understand how their influence occurs, the field still faces a substantial difficulty in answering the basic quantitative question of “how influential?” By employing network analysis, we devised and tested a survey to quantify secretariat influence within an international environmental regime. We applied the survey tool to two transboundary fisheries governance networks in North America and here focus on the Great Lakes Fishery Commission (GLFC) as our primary case study. The results demonstrate a high ability of treaty secretariat to influence the management decisions of federal and state/provincial agencies. Primary interview data collected with the GLFC secretariat staff helps explain this finding. This study advances the reconceptualization of secretariat influence via relational metrics, and offers a way to estimate secretariat influence despite their typically veiled modes of operation

    Implications of eocene-age philippine sea and forearc basalts for initiation and early history of the izu-bonin-mariana arc

    Whole-rock isotope ratio (Hf, Nd, Pb, Sr) and trace element data for basement rocks at ocean drilling Sites U1438, 1201 and 447 immediately west of the KPR (Kyushu-Palau Ridge) are compared to those of FAB (forearc basalts) previously interpreted to be the initial products of IBM subduction volcanism. West-of-KPR basement basalts (drill sites U1438, 1201, 447) and FAB occupy the same Hf-Nd and Pb-Pb isotopic space and share distinctive source characteristics with ΔHf mostly >16.5 and up to ΔHf =19.8, which is more radiogenic than most Indian mid-ocean ridge basalts (MORB). Lead isotopic ratios are depleted, with ÂČ⁰⁶Pb/ÂČ⁰⁎Pb = 17.8-18.8 accompanying relatively high ÂČ⁰⁞Pb/ÂČ⁰⁎Pb, indicating an Indian-MORB source unlike that of West Philippine Basin plume basalts. Some Sr isotopes show affects of seawater alteration, but samples with ⁞⁷Sr/⁞⁶Sr8.0 appear to preserve magmatic compositions and also indicate a common source for west-of-KPR basement and FAB. Trace element ratios resistant to seawater alteration (La/Yb, Lu/Hf, Zr/Nb, Sm/Nd) in west-of-KPR basement are generally more depleted than normal MORB and so also appear similar to FAB. At Site U1438, only andesite sills intruding sedimentary rocks overlying the basement have subduction-influenced geochemical characteristics (ΔNd ∌6.6, ΔHf ∌13.8, La/Yb > 2.5, Nd/Hf ∌9). The key characteristic that unites drill site basement rocks west of KPR and FAB is the nature of their source, which is more depleted in lithophile trace elements than average MORB but with Hf, Nd, and Pb isotope ratios that are common in MORB. The lithophile element-depleted nature of FAB has been linked to initiation of IBM subduction in the Eocene, but Sm-Nd model ages and errorchron relationships in Site U1438 basement indicate that the depleted character of the rocks is a regional characteristic that was produced well prior to the time of subduction initiation and persists today in the source of modern IBM arc volcanic rocks with Sm/Nd>0.34 and ΔNd ∌9.0

    Associations between maternal participation in agricultural decision-making and child nutrition in semiarid Kenya

    This study explores the associations between childhood growth measures and maternal participation in agricultural decision-making in chronically food-insecure semiarid Kenya. We collected anthropometric measures from 221 mother and child pairs. Maternal participation in agricultural decision-making was measured in a follow-up study. Using Kruskal–Wallis H test and Dunn’s pairwise comparison, we find a statistically significant positive association between child growth and maternal participation in agricultural decision-making. Similar associations are found when controlled for social–demographic variables, particularly among poor households, male-headed households, daughters, children 6–16 months old, and mothers with normal body mass index. The research contributes to our understanding in the nexus of agriculture, gender dynamics, and childhood undernutrition in rural African contexts

    Trends in thyroid hormone prescribing and consumption in the UK

    <p>Abstract</p> <p>Background</p> <p>Thyroid hormone replacement is one of the most commonly prescribed and cost effective treatments for a chronic disease. There have been recent changes in community prescribing policies in many areas of the UK that have changed patient access to necessary medications. This study aimed to provide a picture of thyroid hormone usage in the UK and to survey patient opinion about current community prescribing policies for levothyroxine.</p> <p>Methods</p> <p>Data on community prescriptions for thyroid hormones in England between 1998 and 2007, provided by the Department of Health, were collated and analysed. A survey of UK members of a patient support organisation (the British Thyroid Foundation) who were taking levothyroxine was carried out.</p> <p>Results</p> <p>The amount of prescribed thyroid hormones used in England has more than doubled, from 7 to almost 19 million prescriptions, over the last 10 years. The duration of prescriptions has reduced from 60 to 45 days, on average over the same time. Two thousand five hundred and fifty one responses to the patient survey were received. Thirty eight percent of levothyroxine users reported receiving prescriptions of 28 days' duration. 59% of respondents reported being dissatisfied with 28-day prescribing.</p> <p>Conclusion</p> <p>Amongst users of levothyroxine, there is widespread patient dissatisfaction with 28-day prescription duration. Analysis of the full costs of 28-day dispensing balanced against the potential savings of reduced wastage of thyroid medications, suggests that this is unlikely to be an economically effective public health policy.</p

    Why New Zealand’s Indigenous reconciliation process has failed to empower Māori fishers: Distributional, procedural, and recognition-based injustices

    How is it that the New Zealand government’s process for re-establishing Indigenous fishing rights has failed to deliver thriving Māori fisheries? This paper examines why, at Te Waihora, a coastal lake, and site of one of the nation’s longest running and best-funded state-Māori co-governance agreements, Māori fishers have been unable to use their rights to support their fishery. As of 2018, the lake’s culturally and ecologically significant eel population was no longer commercially viable, a decline fishers have attributed to rampant dairy industry expansion upstream. Drawing on environmental justice literatures, we deploy a multi-dimensional framework to identify factors shaping possibilities for justice in the wake of rights reconciliation, as experienced by Māori fishers, scientists, and leaders. We engage theories of political economic relations to interpret the implications of these experiences for environmental justice theory and politics. Ethnographic accounts demonstrate that the New Zealand government’s process for re-establishing Māori rights falls short of achieving distributional, procedural, and recognition-based dimensions of environmental justice, and that these effects are interlinked. In particular: (i) downstream fishers are placed to bear disproportionate costs of runoff from upstream land use change; (ii) Māori fishers have little influence over governance decisions that affect land use; and (iii) government claims, including that Māori should, “move beyond grievance mode,” obscure logics for resistance. We suggest that the government’s support for dairy industry expansion represents an attempt to mitigate crises of overaccumulation, characteristic of competitive markets. Unlike those who identify persistent injustice as a logic for turning away from the state, we argue that the recurring nature of these crises, and the role state organizations play in directing responses, indicates a rationale for continued engagement with state governing bodies to advance justice

    Clinical significance of VEGF-A, -C and -D expression in esophageal malignancies

    Vascular endothelial growth factors ( VEGF)- A, - C and - D are members of the proangiogenic VEGF family of glycoproteins. VEGF-A is known to be the most important angiogenic factor under physiological and pathological conditions, while VEGF-C and VEGF-D are implicated in the development and sprouting of lymphatic vessels, so called lymphangiogenesis. Local tumor progression, lymph node metastases and hematogenous tumor spread are important prognostic factors for esophageal carcinoma ( EC), one of the most lethal malignancies throughout the world. We found solid evidence in the literature that VEGF expression contributes to tumor angiogenesis, tumor progression and lymph node metastasis in esophageal squamous cell carcinoma ( SCC), and many authors could show a prognostic value for VEGF-assessment. In adenocarcinoma (AC) of the esophagus angiogenic properties are acquired in early stages, particularly in precancerous lesions like Barrett's dysplasia. However, VEGF expression fails to give prognostic information in AC of the esophagus. VEGF-C and VEGF-D were detected in SCC and dysplastic lesions, but not in normal mucosa of the esophagus. VEGF-C expression might be associated with lymphatic tumor invasion, lymph node metastases and advanced disease in esophageal SCC and AC. Therapeutic interference with VEGF signaling may prove to be a promising way of anti-angiogenic co-treatment in esophageal carcinoma. However, concrete clinical data are still pending

    Understanding the links between human health, ecosystem health, and food systems in Small Island Developing States using stakeholder-informed causal loop diagrams

Small Island Developing States (SIDS) are particularly sensitive to the negative effects of rapid environmental change, with many also exhibiting a heavy reliance on food imports and high burdens of nutrition-related disease, resulting in calls to (re)localize their food systems. Such a transition represents a complex challenge, with adaptation interventions in one part of the food system contingent on the success of interventions in other parts. To help address this challenge, we used group model-building techniques from the science of system dynamics to engage food system stakeholders in Caribbean and Pacific SIDS. Our aim was to understand the drivers of unhealthy and unsustainable food systems in SIDS, and the potential role that increased local food production could play in transformative adaptation. We present two causal loop diagrams (CLDs) considered helpful in designing resilience-enhancing interventions in local food systems. These CLDs represent 'dynamic hypotheses' and provide starting points that can be adapted to local contexts for identifying food system factors, understanding the interactions between them, and co-creating and implementing adaptation interventions, particularly in SIDS. The results can help guide understanding of complexity, assist in the co-creation of interventions, and reduce the risk of maladaptive consequences.UK Research and Innovatio

    Evidence for the existence of powder sub-populations in micronized materials : Aerodynamic size-fractions of aerosolized powders possess distinct physicochemical properties

    This article is distributed under the terms of the Creative Commons Attribution License which permits any use, distribution, and reproduction in any medium, provided the original author(s) and the source are credited.Purpose: To investigate the agglomeration behaviour of the fine ( 12.8 ”m) particle fractions of salmeterol xinafoate (SX) and fluticasone propionate (FP) by isolating aerodynamic size fractions and characterising their physicochemical and re-dispersal properties. Methods: Aerodynamic fractionation was conducted using the Next Generation Impactor (NGI). Re-crystallized control particles, unfractionated and fractionated materials were characterized for particle size, morphology, crystallinity and surface energy. Re-dispersal of the particles was assessed using dry dispersion laser diffraction and NGI analysis. Results: Aerosolized SX and FP particles deposited in the NGI as agglomerates of consistent particle/agglomerate morphology. SX particles depositing on Stages 3 and 5 had higher total surface energy than unfractionated SX, with Stage 5 particles showing the greatest surface energy heterogeneity. FP fractions had comparable surface energy distributions and bulk crystallinity but differences in surface chemistry. SX fractions demonstrated higher bulk disorder than unfractionated and re-crystallized particles. Upon aerosolization, the fractions differed in their intrinsic emission and dispersion into a fine particle fraction (< 5.0 ”m). Conclusions: Micronized powders consisted of sub-populations of particles displaying distinct physicochemical and powder dispersal properties compared to the unfractionated bulk material.
