This matter arises out of the reversal in direction of the crude oil flows on Seaway Crude Pipeline Company, LLC’s (Seaway) pipeline to enable it to transport crude oil from Cushing, Oklahoma to the U.S. Gulf Coast. On April 13, 2012, Seaway filed an oil pipeline tariff, FERC No. 2.0.0, proposing initial rates for crude oil transportation on the reversed pipeline for uncommitted shippers (in Item No. 30) of 3.82perbarrelforlightcrudeand3.82 per barrel for light crude and 4.32 for heavy crude, and proposing for committed shippers (in Item No. 40) various rates based on a contract term of either five or ten years with an additional power charge.
