−, is a highly toxic herbicide known as dinoseb. The sec-butyl group is disordered [occupancy ratio 0.828 (3):0.172 (3)], while the nitro group in the 6 position is twisted by 25° with respect to the ring plane. Rol del regulador en el acceso ante cambios producidos en el mercado aeroportuario: el caso de las oficinas operativas
La presente tesis tiene como objetivo principal demostrar que el actuar del regulador debe adecuarse y estar alineado al dinamismo del mercado, toda vez que las industrias evolucionan, el contexto en el que se desarrollan actividades reguladas cambia y todo ello se debe reflejar en las decisiones que tome la autoridad reguladora.
La globalización de los mercados, la tecnología, la competencia para llegar a ser considerado “el mejor” en la industria, entre otros elementos, ha llevado a que los procedimientos de las empresas, tanto de bienes como de servicios, sea muy dinámico y evolucione rápidamente. Es conocido que existen algunas industrias en las cuales la propia actividad los lleva a desarrollarse y ser más eficientes cada día, para así ir adaptándose a las nuevas condiciones del mercado orientadas a satisfacer las necesidades de sus clientes.
En ese contexto, los objetivos que nos hemos planteado en esta investigación son los siguientes: (1) la importancia del análisis de las condiciones del mercado donde se realiza la actividad regulada: identificar en primer lugar, cuál es el bien o servicio que se encuentra regulado y cuál es su mercado relevante; en segundo lugar, la o las empresa(s) prestadoras de ese servicio y cuál es su participación en el mercado; finalmente, analizar las condiciones en las que se desenvuelve dicha actividad para determinar si existen o pueden existir otros agentes económicos que ofrezcan el mismo servicio o bien en el mismo mercado relevante, lo cual originaría que se den condiciones de competencia; (2) encontrándonos en un escenario donde existe competencia comprobada, y es el propio mercado el que regula la entrada y la salida de los distintos agentes económicos, la intervención del regulador se debe restringir y no necesariamente eliminarse. Es así que la competencia del regulador se sujetaría a ejercer su función supervisora (monitoreo) mas no reguladora, verificando únicamente que el comportamiento del mercado que ha llevado a una desregulación, mantenga las condiciones que la justificaron; (3) aplicando lo detallado en los objetivos (1) y (2), hemos trabajado específicamente el supuesto de la regulación de las oficinas operativas de las aerolíneas que se encuentran ubicadas dentro de las instalaciones del Aeropuerto Internacional Jorge Chávez (AIJCH). A lo largo de esta investigación, hemos analizado el contexto en que tales espacios –oficinas operativas- fueron calificados, en su momento, como una facilidad esencial por OSITRAN, y por tanto, se encontraban bajo las reglas de acceso establecidas por el regulador en el Reglamento Marco de Acceso a la Infraestructura de Transporte de Uso Público (REMA). Sin embargo, las condiciones del mercado que llevaron a regular dichos espacios han cambiado con el transcurrir de los años, y, hoy por hoy, el contexto en el cual se utilizan esos espacios ha
variado; (4) al haberse modificado las condiciones en las cuales un espacio ubicado dentro de una infraestructura de servicio público, como un aeropuerto, fue regulada por OSITRAN, corresponde ajustar dichos cambios al marco normativo regulatorio.
En ese sentido, en la parte final del presente trabajo de investigación, hemos planteado conclusiones sobre lo expuesto, y se proponen recomendaciones que conllevan a modificar el actual marco normativo regulatorio sobre acceso, a fin de incorporar el supuesto de desregulación en el mismo

Database mining and first-principles assessment of organic proton-transfer ferroelectrics
In organic proton-transfer ferroelectrics (OPTFe), molecules are linked
together in a hydrogen-bonded network and proton transfer (PT) between
molecules is the dominant mechanism of ferroelectric switching. Their fast
switching frequencies make them attractive alternatives to conventional ceramic
ferroelectrics, which contain rare and/or toxic elements, and require high
processing temperatures. In this study, we mined the Cambridge Structural
Database for potential OPTFes, uncovering all previously reported compounds,
both tautomers and co-crystals, in addition to seven new candidate tautomers.
The mining was based on identifying polar crystal structures with pseudo
center-of-symmetry and viable PT paths. The spontaneous polarization and PT
barriers were assessed using density functional theory
Discovering Ferroelectric Plastic (Ionic) Crystals in the Cambridge Structural Database: Database Mining and Computational Assessment
Hybrid or organic plastic crystals have the potential as lead-free
alternatives to conventional inorganic ferroelectrics. These materials are
gaining attention for their multiaxial ferroelectricity, above-room-temperature
Curie temperatures, and low-temperature synthesis. Here, we report a screening
study of the Cambridge Structural Database (CSD) resulting in 55 new candidate
plastic and plastic ionic ferroelectric molecular crystals, along with 16
previously reported ferroelectrics. With over 1.2 million entries in the CSD,
the screening procedure involved many steps, including considerations of
molecular geometry and size, space group, and hydrogen bonding pattern. The
spontaneous polarization and electronic band gaps were predicted using density
functional theory. 21 of the candidate ferroelectrics have a polarization
greater than , out of which nine are reported at room
temperature
