    Impact of Deferral for Low Hemoglobin on Donor Return

    Introduction. A consistent blood supply to support life-saving transfusions relies on regular and repeat volunteer blood donations. In this study, we focused on donors previously deferred for low-hemoglobin (Hb) levels to better understand the value of supplying post-deferral educational information, and the actions donors took based on their deferral. Methods. An anonymous national survey of active and inactive donor groups (10,000 each) was conducted. The survey questions assessed post-deferral donor actions, preferences regarding post deferral education, understanding of their deferral, and demographic information. Chi-square analysis was performed to compare categorical survey results between donor groups with p \u3c 0.05 denoting statistical significance. Results. The survey resulted in 722 and 103 active and inactive donor respons- es, respectively. Active donors were more likely to recall receiving educational materials post-deferral (52% vs. 35%, p=003), take iron and vitamin supplements (54% vs. 39%, p=0.009), lived within 30 min of a donor site (94% vs. 84%, p=0.006), and more likely to be older than 45 yr (62% vs. 42%, p=0.002) than their inactive donor counter- parts. Active and inactive donors were similar (p\u3e0.05) with anemia history frequency, female-gender predominance, low-prevalence of vegans, and mixed interest in receiving information about raising hemoglobin levels. Conclusion. While active donors more frequently recalled receiving educational materials for their low hemoglobin deferral, and were more likely to take action to improve their hemoglobin, an alternative method of post-deferral recruitment should be considered given the uncertain value of post-deferral information when comparing active vs. inactive donors.https://scholarworks.uvm.edu/comphp_gallery/1253/thumbnail.jp

    Designing for Community Engagement

    The programs and rules that affect Americans' daily lives and security are profoundly shaped by the regulatory and rule-making process within the Executive Branch of government. While federal regulation touches thousands of issues, from employment rights to environmental health, the process of creating these regulations is shrouded in bureaucratic mystery, disconnected from Americans' daily experiences, and rarely covered outside specialized media.The Biden-Harris administration has sought to broaden the role of public engagement in the process of government decision-making, with a particular focus on equity. In January of this year, the administration issued two Executive Orders (EOs) that called for modernizing regulatory rule-making and for advancing equity. In November, the administration put forth a management vision which includes three priority areas for building a more equitable, effective, and accountable Federal Government. One priority area is to improve the design of services and provide digital access in ways that reduce burdens, address inequities, and streamline processes.A key source of expertise on improving public engagement and informing execution of the EOs and the management vision are local leaders and organizers who, in cooperation with state and local government, have developed and tested more effective and equitable methods of participation. Local organizers, deeply rooted in the challenges and experiences of their communities, possess distinctive expertise. They offer not only illustrative examples of best engagement practices, but also approaches to designing processes that engage diverse communities effectively. These insights and practices include building concrete feedback loops into participatory processes, incorporating continuous consultation and engagement, and identifying ways to promote transparency and inclusion into the review process

    Strengthening Models of Civic Engagement: Community-Informed Approaches to Inclusive and Equitable Decision-Making

    For too long the federal policymaking process has been mysterious and inaccessible to everyone but the most sophisticated, elite stakeholders. Not only has this made the policymaking process exclusive to long-standing players with connections and resources, but it has also made it extremely difficult for most Americans, especially those from underrepresented communities, to be engaged in authentic ways with federal agencies and institutions.When the Biden-Harris administration took office, one of their very first acts was to issue an executive order to advance equity and racial justice throughout federal agencies and institutions. This was quickly followed by orders intended to transform the experience of interacting with government, modernize the federal regulatory process, and strengthen tribal consultations and nation-to-nation relationships. Together, these efforts push the executive branch to improve equity and racial justice through more inclusive policy processes.In this spirit, New America's Political Reform program and Harvard University's Ash Center for Democratic Governance and Innovation hosted a series of listening sessions to help government officials identify methods of stakeholder engagement among traditionally underrepresented and marginalized communities to inform policy even beyond the current administration

    The Charitable Habits of Blood Donors

    Introduction: There is a need for a constant supply of blood and blood products (e.g. plasma and platelets) in the American health care system. Common recipients of blood include: patients at risk for major hemorrhage, patients with sickle cell anemia, patients undergoing surgery, and thrombocytopenia in neonatal patients. This demand is met through nationwide blood banks, such as the American Red Cross, and their blood donation programs. The American Red Cross relies solely on volunteer donors; thus, one of the most pressing issues facing this institution is getting donors in the door. Through our survey questions we hope to uncover more factors that guide individuals in their philanthropic ways. The overall goal of this research is focused on unveiling new information that will supply the American Red Cross with valuable insight into their donor population and possible opportunities for joint publicity.     Willingness To Donate Blood During the Summer

    Introduction. Each year donation rates fall in the summer months straining blood banks’ capacities to meet local demands. In hopes of identifying factors to increase summer donations, our study investigated donor reported barriers which influence summer donations habits.Methods. An anonymous 16 question survey investigating various donation factors was administered across multiple American Red Cross (ARC) donation centers in Vermont. Questions addressed donor demographics, frequency of blood donation, preference in appointment making modalities including smartphone app use, summer travel habits, willingness to donate during vacation, and factors that deter donors from donating on vacation.Results. A total of 292 surveys were received. Survey respondents across multiple demographic groups cited similar barriers to summer donation, namely “Too busy” (27.5 %) and “Traveling is a time for me to relax.” (30.6 %). Of the respondents who travel in the summer, very few reported donating while traveling (3.4 %). Summer donation rates between summertime travelers (36.5 %) and non-travelers (36.4 %) were essentially equivalent. The most preferred methods of scheduling appointments were via ARC website (45.6 %) and phone (28.4%). Willingness to use the ARC app was highest among respondents ages of 18 to 34 (45-55%) and lowest among ages 55 and older (13-15%). Of respondents with no prior knowledge of summer seasonal shortages (22 %), 2/3rds indicated newfound motivation to donate.Conclusion. Regardless of travel, increasing awareness of summer shortages may increase summer donations.     Introduction: It is widely accepted that individuals are more likely to comply and follow through with responsibilities when reminded and asked to confirm their commitments. With the American Red Cross’ access to fast and affordable communication and this notion in mind, there is potential to develop new recruitment strategies and better methods of ensuring blood donation commitments.     A gene regulatory network armature for T lymphocyte specification

    Choice of a T lymphoid fate by hematopoietic progenitor cells depends on sustained Notch–Delta signaling combined with tightly regulated activities of multiple transcription factors. To dissect the regulatory network connections that mediate this process, we have used high-resolution analysis of regulatory gene expression trajectories from the beginning to the end of specification, tests of the short-term Notch dependence of these gene expression changes, and analyses of the effects of overexpression of two essential transcription factors, namely PU.1 and GATA-3. Quantitative expression measurements of >50 transcription factor and marker genes have been used to derive the principal components of regulatory change through which T cell precursors progress from primitive multipotency to T lineage commitment. Our analyses reveal separate contributions of Notch signaling, GATA-3 activity, and down-regulation of PU.1. Using BioTapestry (www.BioTapestry.org), the results have been assembled into a draft gene regulatory network for the specification of T cell precursors and the choice of T as opposed to myeloid/dendritic or mast-cell fates. This network also accommodates effects of E proteins and mutual repression circuits of Gfi1 against Egr-2 and of TCF-1 against PU.1 as proposed elsewhere, but requires additional functions that remain unidentified. Distinctive features of this network structure include the intense dose dependence of GATA-3 effects, the gene-specific modulation of PU.1 activity based on Notch activity, the lack of direct opposition between PU.1 and GATA-3, and the need for a distinct, late-acting repressive function or functions to extinguish stem and progenitor-derived regulatory gene expression

    Fast Video Retrieval via the Statistics of Motion

    [[abstract]]Due to the popularity of the Internet and the powerful computing capability of computers, efficient processing/retrieval of multimedia data has become an important issue. In this paper, we propose a fast video retrieval algorithm that bases its search core on the statistics of object motion. The algorithm starts with extracting object motions from a shot and then transform/quantize them into the form of probability distributions. By choosing the shot that has the largest entropy value among the constituent shots of an unknown query video clip, we execute the first stage video search.By comparing two shots with different lengths, their corresponding motion probability distributions are compared by a discrete Bhattacharyya distance which is designed to measure the similarity between any two distribution functions. In the second stage, we add an adjacent shot(either preceding or subsequent) to perform a finer comparison.
